Allowing for the placement of advertising signs
along the Wisconsin Central rights -of -way
at the Village's commuter station site.
Whereas, the Village of Buffalo Grove, as a member of the North Central
Service Mayoral Task Force, and Metra mutually recognize and value the long term
relationship they have established with each other to bring and enhance North
Central commuter rail service along the Wisconsin Central railway; and
Whereas, Metra desires to place advertising signs, or poster displays, next to
Buffalo Grove's platform -- signs that may flank both sides of the rail bed; and
Whereas, Buffalo Grove recognizes Metra's desire to offset operating
expenses, in this specific instance, with revenue received from display poster rental
fees; and
Whereas, Metra equally understands Buffalo Grove's desire to maintain the
integrity of its sign codes and aesthetic goals;
NOW, THEREFORE, BE IT RESOLVED by the President and Board of
Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois that the
Village agrees to the placement of display posters based on the following conditions:
A. The corporate authorities of the Village of Buffalo Grove believe it is in
the best interest of expanding commuter rail service on the North
Central Service line that they agree to allow the placement of display
boards while not acquiescing on the issue of the applicability of its
municipal sign codes, appearance review processes or other similar
standard or regulation. Buffalo Grove recognizes that Metra's stated
statutory mandate is a regional concern that is unique. This action shall
in no way be construed to apply to any other federal, state, county or
local governmental agency nor any private or public enterprise within
the laws of the State of Illinois;
B. Before locating any poster display, including signs which may not be
within the corporate limits of Buffalo Grove but are adjacent to its
platform, and including the addition of signs beyond Metra's initial
proposal, Metra will notify, in writing, the village manager, or his

designated representative. The following items shall be mutually agreed
upon:
1. Number of poster displays;
2. Location and placement of the poster displays; and
3. Individual poster display size not to exceed 70 square feet.
C. As it concerns advertising copy, Metra will not allow the advertising of
tobacco or alcoholic beverage products, and Buffalo Grove reserves the
right to establish other levels of acceptability and appropriateness,
including the products advertised.
D. Metra, or its contractor, shall provide immediate maintenance of the
display posters and framing, including graffiti removal, wear and tear.
