A RESOLUTION CONCERNING THE MODIFICATIONS AND IMPROVEMENTS
TO THE TRI -STATE TOLLWAY AND EDEN'S SPUR TOLLWAY (I -94/1 -294)
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the
Illinois Constitution of 1970; and,
WHEREAS, the Village President and Board of Trustees have previously adopted
several resolutions concerning the I -294 and I -94 Tollways including Resolution No. 87 -4 which
expressed support for a full interchange at the intersection of the Tri -State Tollway and Lake -
Cook Road and Resolution Nos. 97 -2, 96 -33, 95 -54 and 94 -30 which all express concern about
the potential reduction of access from Deerfield Road to the Eden's Spur of I -94; and,
WHEREAS, on July 29, 1997 the Illinois State Toll Highway Authority
announced that it had identified four alternate plans related to the "Deerfield Toll Plaza" and
associated alternate access modifications; and,
WHEREAS, the Illinois State Toll Highway Authority has recommended
proceeding with Alternate Four which would completely eliminate the Deerfield Toll Plaza while
maintaining all existing access to I -94 and I -294 which currently exists at Deerfield Road ; and,
WHEREAS, the TMA of Lake -Cook has expressed support for the Tollway
Authority's Alternate Four, but has also identified the lack of an exclusive left turn for eastbound
Deerfield Road to southbound I -94 ramp traffic and the lack of northbound Tollway access at
Lake -Cook Road to be significant problems which the TMA is recommending be addressed as
part of the Alternate Four project; and,
WHEREAS, the Village of Buffalo Grove's previous Resolution No. 87 -4 has
expressed support for a full interchange at Lake -Cook Road and the provision of an exclusive left
turn lane for eastbound Deerfield Road to the southbound I -94 ramp would be a desirable safety
and capacity improvement,
NOW, THEREFORE, BE IT RESOLVED by the Village President and Board of
Trustees of the Village of Buffalo Grove, Lake and Cook Counties, Illinois as follows:
The Village of Buffalo Grove supports the Tollway Authority's recommended removal of
the Deerfield Toll Plaza so as to maintain all access to I -94 and I -294 which currently
exists at Deerfield Road.
2. The Tollway Authority and other involved highway agencies are encouraged to
implement an eastbound Deerfield Road to southbound I -94 exclusive left turn lane and a
northbound access ramp to I -94 at Lake -Cook Road.
The Village President is directed to transmit a copy of this resolution to the Director of
the Illinois State Toll Highway Authority and the Governor of the State of Illinois.
