A RESOLUTION EXPRESSING SUPPORT OF THE VILLAGE OF BUFFALO GROVE FOR
THE IMPLEMENTATION OF ALTERNATE ACCESS FACILITIES TO AND FROM THE
EDENS SPUR TOLLWAY TO MITIGATE THE IMPACTS OF THE ELIMINATION OF
EXISTING ACCESS AT DEERFIELD ROAD
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970; and,
WHEREAS, continued full Eden's Spur access to and from Deerfield Road is critical to
many businesses and residents in northern Cook and southern Lake Counties; and,
WHEREAS, the Illinois State Toll Highway Authority is considering the elimination of
access at Deerfield Road to and from the Eden's Spur Tollway as part of a proposed Deerfield
Plaza. Improvement; and,
WHEREAS, the elimination of access to the Eden's Spur Tollway at Deerfield Road will
have negative impacts to the region including increasing the travel time required for both private
and commercial traffic which currently utilizes the Deerfield Road connection to the Eden's Spur
Tollway and the further increase of congestion and travel time experienced by other traffic which
is already utilizing the various alternate routes which the diverted traffic would be forced to use
if the existing Deerfield Road access to the Eden's Spur Tollway were eliminated; and,
WHEREAS, it is highly desirable to minimize these negative impacts by providing an
alternate access to the Eden's Spur Tollway at a point requiring the least amount of additional
travel time and additional congestion on alternate routes;
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the
Village of Buffalo Grove, Cook and Lake Counties, Illinois, as follows:
1. The Village of Buffalo Grove supports the construction of an alternate access facility to
and from the Eden's Spur which mitigates the negative impacts of the elimination of the
existing access at Deerfield Road to the greatest extent possible.
2. The implementation of an alternate access facility to the Eden's Spur should be
constructed in the same time frame as the Deerfield Plaza improvement so as to minimize
traffic congestion in the area.

3. The Village President is authorized and directed to transmit a copy of this resolution to
the director of the Illinois State Toll Highway Authority and the governor of the State of
Illinois.
