A RESOLUTION IN SUPPORT OF ACCESS RAMPS
TO AND FROM THE EDENS SPUR TOLLWAY AT HUEHL ROAD
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois
Constitution of 1970; and,
WHEREAS, the Village President and Board of Trustees have previously adopted
Resolution No. 94 -30 entitled, "A Resolution Opposing a Proposal by the Illinois State Toll Highway
Authority to Reduce Access at the Intersection of Deerfield Road and the Tri -State Tollway" on June 6,
1994; and,
WHEREAS, the Village President and Board of Trustees also previously adopted
Resolution No. 95 -54 entitled "A Resolution Supporting the Implementation of a `Fly -Over Ramp'
Access to the Edens Spur in the Southwest Quadrant of the Intersection of I -294 and Lake Cook Road ";
and,
WHEREAS, the Illinois State Toll Highway Authority now plans to begin construction
during the 1996 calendar year of an expansion to the Deerfield Toll Plaza which will eliminate the
existing Edens Spur Access at the Deerfield Road ramps in order to improve the traffic operations at the
Deerfield Toll Plaza; and,
WHEREAS, the Illinois State Toll Highway Authority has worked over the last year to
exhaustively analyze alternative ramp locations to access the tollway spur and determined that the
Agency would only fully fund the $17.3 million Huehl access ramp alternative; and,
WHEREAS, it is not financially feasible for local governments or business community
to provide the additional funding which would be needed to construct any other identified feasible
alternate access improvements; and,
WHEREAS, a "do nothing" Alternative will result in longer and time consuming
commutes for people who live, work and do business in the Village of Buffalo Grove and other
surrounding communities;
NOW, THEREFORE, BE IT RESOLVED by the Village President and Board of
Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois as follows:
The Village of Buffalo Grove supports the construction of the Huehl Road (eastbound -on/
westbound -off) Edens Spur Tollway access ramps at Lake -Cook Road as the most cost effective
alternative to replace the loss of access ramps from the Edens spur Tollway at Deerfield Road.
2. The Huehl Road access ramps should be constructed in the same time frame as the Deerfield
Plaza improvement so as to minimize traffic congestion in the area.
3.. The Village President is directed to transmit a copy of this resolution to the Director of the
Illinois State Toll Highway Authority and the Governor of the State of Illinois.
