1996-16RESOLUTION NO. 96- 16 A RESOLUTION ACCEPTING THE ENGINEERING SERVICES AGREEMENT CONCERNING THE DUNDEE ROAD AND BUFFALO GROVE HIGH SCHOOL DRIVEWAY TRAFFIC SIGNAL WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois Constitution of 1970; and, WHEREAS, the Village President and Board of Trustees desire to cause the implementation of the Dundee Road and Buffalo Grove High School Driveway Traffic Signal Improvement to occur in accordance with the provisions of an agreement between the Village of Arlington Heights, Township High School District No. 214 and the Village of Buffalo Grove; and, WHEREAS, approval of an engineering services agreement is required in order to accommodate the implementation of the Dundee Road and Buffalo Grove High School Traffic Signal Improvement: NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois, as follows: 1. The letter agreement for engineering services related to the traffic signal installation at the intersection of Dundee Road and the Buffalo Grove High School driveway entrance, dated January 16, 1996 is hereby approved, subject to the adoption of the agreement entitled "Intergovernmental Agreement between the Village of Arlington Heights, the Village of Buffalo Grove and Township High School District No. 214 Related to the Installation and Ongoing Operation and Maintenance of a Traffic Signal Located at the Intersection of Dundee Road and the Buffalo Grove High School Driveway" by all three involved governmental agencies. 2. The Village Manager is authorized and directed to execute the agreement for engineering services on behalf of the Village of Buffalo Grove, following the adoption of the involved Intergovernmental Agreement related to the project. A copy of said Engineering Agreement is attached hereto and made a part hereof. VILL GF OF 'DUE-710 GROVE Director of Public Works h Village of Buffalo Grove 51 Raupp Boulevard y Buffalo Grove Illinois 60090 -M- PU8LIC 5 Reference: Proposed Traffic Signal Installation Dundee Road/Buffalo Grove High School Entrance Dear Mr. Boysen: In accordance with IDOT's letter dated January 9, 1996 regarding approval of a traffic signal installation at the referenced location, we have revised our previous proposal dated September 18, 1995 to reflect their requirement for preparation of an Intersection Design Study (IDS) for this location. Preparation of an IDS would require approximately 16 hours of additional work with a maximum fee of $975. Following is a revised Scope of Services for the Part 2 and Part 3 work contained in our earlier proposal which reflects the additional work, I. SCOPE OF SERVICES Following is our anticipated scope of work and estimated fee for the services: Part 2 - Contract Plans, Specifications and Estimate This part of the services would include the preparation of an Intersection Design Study as well as contract plans and documents needed to construct the signal installation. Following the scope of the Part 2 services: 1. Intersection Design Study - This work would include the preparation of intersection capacity analyses for the A.M. peak hour to supplement the capacity analyses previously completed for the P.M. peak hour. These data would then be summarized along with an existing intersection geometric plan and proposed traffic signal layout in the format of an IDOT Intersection Design Study. The IDS would then be submitted to the IDOT Bureau of Traffic for their review and approval. 2. Data Collection - Obtain existing roadway plans from IDOT and utility atlases from the Villages and utility companies. Field check existing plans. Coordinate with IDOT regarding signal system interconnect. Mr. Gregory P. Boysen, P.E. Page 2 of 4 3. Pre -Final Contract Plans and Documents - Prepare pre -final plans, specifications, cost estimate and bid documents. Submit to IDOT and the Villages for review. Also submit to utility companies. Obtain electrical service agreements. 4. Final Contract Plans and Documents - Meet with the Villages and /or IDOT if necessary to discuss plan review, if required. Revise plans and specifications and resubmit to the Villages and IDOT. 5. Advertisement for Bidders and Contract Administration - Prepare advertisement for bidders (to be published by the Village of Buffalo Grove) and notify prospective electrical contractors. Attend bid opening. Review bid proposals, tabulate bids and recommend lowest responsible bidder. Administer execution of contract and contract performance bond. Part 3 - Construction Inspection 1. Pre - Construction Meeting/Shop Drawing Review - Attend pre - construction meeting. Review shop drawings and equipment catalog cuts for conformance to specifications. 2. Construction Inspection and Layout - Attend construction meetings as required. Provide part-time inspection of construction activities. Lay out locations of signal foundations and detector loops. 3. Measurement and Documentation - Measure and document quantities in accordance with plans and specifications. 4. Final Inspection - Attend final inspection and signal turn-on. Prepare final punch list. Prepare record drawings for IDOT and the Village. H. MAN -HOUR AND FEE ESTIMATE We propose to perform the work on the basis of cost plus a fixed fee with a not -to- exceed maximum. The fee will include reimbursement of direct labor costs, overhead, fringe benefit and salary burden costs, plus a net fee for profit. Direct expenses will be reimbursed at their actual cost. Rate) x 2.65 = $4,550 Direct Costs = 100 Total = $4,650 Based upon a field check we performed, it is our belief that a traffic signal could be installed at this location without any physical modification of access driveways since both commercial driveways on the south side of Dundee Road are entrance only drives. Based upon the existing configuration of these drives, however, neither of these businesses would receive the total benefit that a traffic signal could provide. If the two driveways were consolidated and the parking lots reconfigured to allow exiting vehicles to access the traffic signal, the safety and operation along this portion of Dundee Road could be further improved. This would require agreement between and participation of the two restaurants. We would suggest that the Village of Arlington Heights contact these businesses before proceeding with Part 2 work to explore the desirability and feasibility of consolidating driveway access. Please note that the above man -hour estimate does not include time to develop access concepts and /or contract plans for any geometric modifications to driveways or parking lots. Mr. Gregory P. SCHEDULE Following is our estimated schedule for completion of the Part 2 and Part 3 engineering services described above, including IDOT review times and signal construction.
