SUPPORTING HOUSE BILL 2205 LOWERING THE
BLOOD ALCOHOL CONCENTRATION AT WHICH
A PERSON IS PRESUMED TO BE DRIVING UNDER
THE INFLUENCE OF ALCOHOL
WHEREAS, the Village of Buffalo Grove has taken an active role in attempting to reduce
the incidents of alcohol related automobile accidents in its adoption of parental responsibility laws and
advocacy of the State's "Use it and lose it" laws; and,
WHEREAS, Illinois Secretary of State George H. Ryan has introduced House Bill 2205
which amends the Illinois Criminal Code of 1961 and the Illinois Vehicle Code by lowering the blood
alcohol. concentration (BAC) from .10 to .08 at which a person is presumed to be driving under the
influence of alcohol; and,
WHEREAS, lowering the illegal BAC to .08 has been recommended by the American
Medical Association and the National Highway Transportation Safety Administration; and,
WHEREAS, in the eleven states which have lowered their illegal BAC to .08 alcohol related
crash fatalities have been significantly reduced.
THEREFORE, BE IT RESOLVED the President and Board of Trustees of the Village of
Buffalo Grove, Cook and Lake Counties, do hereby declare their support of House Bill 2205 with
the belief this legislation will demonstrate immediate results by reducing alcohol related accidents and
the senseless loss of life and property.
