1995-13RESOLUTION NO. 95- 13 A RESOLUTION ENCOURAGING THE USE OF BICYCLE HELMETS WHEREAS, The Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois Constitution of 1970; and WHEREAS, the Village of Buffalo Grove strives to assure that an optimum level of safety is afforded its residents during their working and recreational hours; and that bicycling as a mode of transportation and recreation has been abundantly established and widely practiced; and WHEREAS, our children are our most precious resource, and the American Academy of Pediatrics has determined that 530 children and adolescents die each year from injuries sustained while bicycling, and over 550,000 people each year are rushed to an emergency room for bicycle related injuries, and in 70 % -80% of bicycle related deaths, the primary or contributing cause of death is head injury, and studies have shown bicycle helmets can reduce the risk of head injury by as much as 85 %; and WHEREAS, the Village of Buffalo Grove, through its Police Department has undertaken programs, including Bicycle Rodeos, each year, helmeted bicycle mounted patrols, and shift activity and contacts with children to educate them on the importance of wearing helmets; and WHEREAS, the Ivy Hall Campus of School District #96 and its Board of Education have requested that the Village do more to increase the utilization of bicycle helmets by children; and WHEREAS, the Village of Buffalo Grove is continually interested in promoting the use of bicycle helmets for increased safety. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, as follows: 1. The use of bicycle safety helmets, meeting the impact standards set by the American National Standards Institute (ANSI) or the Snell Memorial Foundation, is vigorously encouraged for all citizens especially our youth, and that on -going bicycle safety and educational programs promulgated by the Village of Buffalo Grove Police Department be wholly supported in its effort with the goal of reducing bicycle related injuries. 2. The Village Board endorses and supports the 1995 Police Department Bicycle Safety Program, including: * July and August will be targeted for bicycle STOP enforcement. During these months officers will be targeting ALL bicycle violations. * Officers will be issuing "Hamburger" certificates for bicyclists observed adhering to traffic laws and safety practices. * Bicycle Safety Helmet Discount Coupons will be made available to the public. The coupons will be available at our desk and through the officers on the road. * The Police Department will be sponsoring two Bicycle Rodeos this spring. In order to participate in our rodeos, participants must wear helmets. * In conjunction with Condell Hospital, there will be a third Bicycle Rodeo. * Bicycle safety will be incorporated into the Summer Safety Talks that our Crime Prevention Unit conducts in late spring. The emphasis will be on Helmet Safety. * Our highly visible Bicycle Safety Patrol Officers will concentrate their efforts toward the education of our bicycling public. These officers always set an outstanding example to the bicycling public by always wearing bicycle safety helmets. * The Traffic Unit is continually exploring other avenues in getting our message out regarding bicycle safety. The Police Department will continue to implement and experiment with innovative ideas. The Village Board requests that this Resolution be disseminated to all School Board and Parent Teacher organizations. This resolution shall be in full force and effect from and after its passage and approval.
