SUPPORTING THE DESIGN TREATMENT OF POSSIBLE
FUTURE EXPRESSWAY STANDARDS
ADOPTED BY THE CORRIDOR PLANNING COUNCIL
OF CENTRAL LAKE COUNTY
WHEREAS, the Village of Buffalo Grove is a member of the Corridor Planning Council of
Central Lake County (the "CPC "); and,
WHEREAS, on August 29, 1990 the Village Board approved Resolution No. 90 -39
accepting the Corridor Planning Council's Principles of Agreement; and,
WHEREAS, the aforesaid Principles of Agreement provide the basis when developing
standards that CPC member communities can utilize in an effort to reach a common vision of future
development within the FAP 342 corridor; and,
WHEREAS, the Design Treatment of Possible Future Expressway Standards have been
established and recommended for review and adoption by the CPC; and,
WHEREAS, the CPC reviewed the recommended Design Treatment of Possible Future
Expressway Standards and has recorded the 100 percent vote necessary to adopt the aforesaid
standards; and,
WHEREAS, the CPC has requested that the governing bodies of the member cities and
villages in the County of Lake take appropriate steps to enact aforesaid standards.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the
Village of Buffalo Grove, Cook and Lake Counties, Illinois that the Village of Buffalo Grove hereby
supports the Design Treatment of Possible Future Expressway Standards attached hereto as Exhibit
A.

DESIGN TREATMENT OF POSSIBLE FUTURE EXPRESSWAY
Member jurisdictions are asked to adopt the following standard by resolution:
Any expressway constructed in the Corridor should be attractive both to the user and to the
residents who live nearby. To this end, the road building authority, the Council and the
member governments should work together in the review of design documents. The resulting
design should be sensitive to the adjacent natural features and communities, should afford
desirable views to the driver, and should constitute in itself an attractive transportation facility.
Such considerations should apply to alignments, berms, bridges, borrow pits, culverts,
interchanges, maintenance facilities, medians, rest stops, shoulders, stormwater drainage and
retention facilities, toll collection facilities, noise barriers, or any other physical feature of the
roadway. For example, the expressway shall be depressed wherever possible to mitigate
noise impacts. Where environmental consequences outweigh the values of depressing the
roadway, one of the following mitigation measures shall be considered, in order of
preference:
•Berming
-Open Space Separation
Only by special agreement with the local governing authorities shall noise barrier walls or any
other mitigation measures be considered. All options shall include landscaping or natural
vegetation.
