RESOLUTION NO. 94- 8
SUPPORTING THE LAKE COUNTY JUVENILE REFERENDUM
WHEREAS, the increasing number of crimes being committed by juveniles and the
corresponding caseload of juvenile delinquency cases in the nation's court have been the focus of
study and debate in governing bodies; and,
WHEREAS, the issues of juvenile crime and the juvenile justice system in Lake County
have been the focus of studies conducted over the past few years; and,
WHEREAS, the studies indicated that the County's programs and personnel had been
effective in the operation of the Juvenile Justice System, citing the innovative programs developed
to maximize the available resources; and,
WHEREAS, the studies also reported that deficiencies existed with the facilities used in
the Lake County Juvenile Justice System; most notably, the limited bed space in the secure
detention area, the size and configuration of the courtroom used in juvenile proceedings, and the
lack of appropriate meeting space for consultations between counsel and client; and,
WHEREAS, the studies indicated that as a result of the deficiencies of the facilities, the
County has been forced to release juveniles being held in the secure detention area prior to the
disposition of their case to accommodate the arrival of other juveniles requiring detention that
have been deemed to be a more serious threat to the community, and that the County also has
been transporting juveniles to secure detention centers in other counties due to the lack of
available bed space in the County's system; and,
WHEREAS, the County Board directed the County Administrator to develop an action
plan to address the noted inadequacies with the Juvenile Justice System facilities and present a
recommendation to the County Board of its consideration; and,
WHEREAS, the County Board is seeking support throughout Lake County in the effort to
gain approval of the referendum question.
NOW, THEREFORE BE IT RESOLVED, by the President and Board of Trustees of the
Village of Buffalo Grove, Cook and Lake Counties, Illinois that the need for improvements to the
Lake County Juvenile Justice System is apparent and that said improvements will require the
passage of a referendum question by the legal voters of Lake County to allow the County to
exceed the provisions of Illinois Property Tax Extension Limitation; and,

BE IT FURTHER RESOLVED, that the President and Board of Trustees supports the
efforts of the County Board in its efforts to gain passage of the referendum and would urge the
legal voters of this jurisdiction to support the effort and vote to approve the rate increase for the
1994 levy year to allow comprehensive improvements to the Lake County Justice System.
