RESOLUTION NO. 94 5
A RESOLUTION CONCERNING THE PROPOSED LAKE COUNTY, ILLINOIS
FRAMEWORK PLAN - PUBLIC HEARING DRAFT DATED DECEMBER 1993
WHEREAS, Lake County is responsible for planning and coordinating
land development in unincorporated areas of the County; and,
WHEREAS, Lake County has many other responsibilities that affect land
development and the quality of life in the County, including open space
acquisition, zoning administration, transportation planning and implementation
and provision of public utilities; and,
WHEREAS, Lake County is in the process of updating the County
Framework Plan and has compiled a draft document dated December 1993;
and,
WHEREAS, the County's draft Framework Plan advocates a
comprehensive approach toward planning and coordinating development in the
County while presenting the autonomy of municipalities in regulating
development within the planning jurisdiction of each municipality; and,
WHEREAS, the Village of Buffalo Grove supports comprehensive
planning and intergovernmental cooperation in addressing local and regional
planning and development issues.
NOW, THEREFORE, BE IT RESOLVED by the Village President and
Board of Trustees of the Village of Buffalo Grove., Lake and Cook Counties,
Illinois that:
1. The Village supports Lake County's efforts to update the County
Framework Plan.
2. The Village strongly advocates regional road improvements such as
the extension of Illinois Route 53 north of Lake Cook Road and the
improvement of Deerfield Road between Milwaukee Avenue and
Interstate 94 to at least a four -lane section. The Village believes
that these two road improvements should be cited as priorities in
the Framework Plan.
3. The Framework Plan land use recommendation map indicates
"Urban" use for the tract of land at the northeast corner of
Weiland Road and Lake Cook Road. The Village believes that this

tract should be designated for "Suburban" use, and the County
should encourage low density residential use or light intensity
office use for this tract.
4. The Framework Plan Open Space Map does not show the 76.5 -acre
Busch Grove Community Park at Buffalo Grove Road and Busch
Road as public open space. The Village believes that the map
should be revised to show Busch Grove Community Park.
5. The Village believes that the Framework Plan should identify
specific policies to ensure that County zoning administration and
zoning decisions are consistent with the planning and zoning
policies of adjoining municipalities so that development will be
properly coordinated in areas where unincorporated property abuts
a municipality's boundaries.
