RESOLUTION NO. 94- 24
CONCERNING THE PRE- EWTION OF HOME RULE AUTHORITY
PROPOSED BY AMENDMENT 2 TO SENATE BILL 1168
WHEREAS, the Village of Buffalo Grove is currently engaged in a community dialogue about
the issue of gun control; and,
WHEREAS, two public meetings on this topic were attended by over 150 Buffalo Grove
residents demonstrating a broad community interest; and,
WHEREAS, the Village Board has yet to conclude its deliberations on whether or not, or to
what extent, if any, will the Village ban the possession or sales of firearms; and,
WHEREAS, legislation currently considered by the Illinois General Assembly, specifically
Amendment 2 to Senate Bill 1168, pre -empts Home Rule authority to regulate the acquisition,
possession and transfer of firearms; and,
WHEREAS, the Buffalo Grove President and Board of Trustees in spite of its diverse
opinions regarding hand gun control is in unanimous agreement that Amendment 2 to Senate Bill
1168 would erode local control on this issue. In light of the hearings held in our community, the
Village Board agrees the issue is within the purview of local officials.
THEREFORE, BE IT RESOLVED, by the President and Board of Trustees of the Village
of Buffalo Grove, Cook and Lake Counties, Illinois that the Village Board vigorously opposes any
pre - emption of Home Rule authority and hence opposes Amendment 2 to Senate Bill 1168; and,
BE IT FURTHER RESOLVED, that the Village's objection to this Amendment should not
be construed as an opinion on the objective of Senate Bill 1168 but solely expresses a concern about
the diminution of Home Rule authority.
