RESOLUTION NO. 93- 22
GREAT LAKES RESOLUTION
WHEREAS, Great Lakes Naval Training Station is threatened, among
other naval stations, with closure; and,
WHEREAS, closure of the Great Lakes Naval Training Station would
have a devastating effect upon Lake County, the City of North Chicago,
their residents and businesses, and would similarly affect communities and
municipalities other than North Chicago.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of
Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois
that:
The Village of Buffalo Grove objects to the closure of Great Lakes Naval
Training Station and joins with the County of Lake and all other
municipalities in Lake County in requesting that Great Lakes Naval
Training Station remain a viable and continuing training center for the
future preparedness of our naval forces.

Thank you for contacting me regarding the base closure process,
and its potential impact on the Great Lakes Naval Training
Center.
For the most part, I feel the report issued by the Department of
Defense properly focuses its decisions on the military value of
the bases involved and not on political or economic factors. The
closing of the Reserve station at O'Hare is one glaring
exception, and I intend to question the Base Closure and
Realignment Commission about it. But in the case of Great Lakes,
the Secretary of Defense has recognized that this state- of -the-
art facility is best equipped to handle the increased traffic
that will result from the closure of the San Diego and Orlando
training centers. Under the plan put forward by the Pentagon,
Great Lakes would gain more than 8,000 jobs, both military and
civilian.
However, it is important to remember that the recommendations of
the Department of Defense are far from final. The next step in
the process is a review by the Closure Commission, headed by
former Republican Congressman Jim Courter. This Commission must
review and adjust the list formulated by the Secretary of Defense
before passing it on to the President. That panel recently voted
to consider Great Lakes as one of the bases targeted for
potential closure. It is likely that supporters of the bases
proposed for closure by the Department of Defense will use that
vote as ammunition in their assault on the facility, attempting
to sway the Commission away from the military's recommendations.

I, along with other members of the Illinois delegation, believe
that the Commission will look favorably upon our largest Naval
training facility, but we must not rest on our initial victory.
It is vital that we all continue to fight to keep Great Lakes
open and functioning at full capacity. The fight to keep Great
Lakes must be a team effort if it is to succeed, and I intend to
be actively involved in that effort.

Support from communities like Buffalo Grove has been crucial in
making sure the Defense Base Closure and Realignment Commission
(BRAC) sees the true facts about Great Lakes. I can assure you
that I will continue to remind BRAC of Great Lakes and Lake
County's merits.
The Great Lakes Preservation Team gave a fantastic presentation
in Detroit earlier this month. I feel good about BRAC's pending
decision.
