RESOLUTION NO. 93- 15
SUPPORTING A STATE CONSTITUTIONAL AMENDMENT
PROHIBITING UNFUNDED STATE MANDATES UPON
LOCAL GOVERNMENTS
WHEREAS, the Illinois Legislature consistently imposes unfunded State
mandates on local governments; and,
WHEREAS, as a result of these unfunded State mandates, local
governments such as the Village of Buffalo Grove are confronted with
financial burdens of implementing the mandates; and,
WHEREAS, the opportunity to provide services is best determined by
local officials; and,
WHEREAS, continued State mandated programs interfere and erode local
control; and,
WHEREAS, House Joint Resolution No. 1 provides for submission to the
electors of the State of Illinois at the General Election next occurring at
least six months after the adoption of House Joint Resolution No. 1, A
Proposition To Amend Section 8 of Article VI of the Constitution Prohibiting
Unfunded State Mandates Imposed Upon Local Jurisdictions and setting a
4 /5th majority requirement for passage of an exemption to the State Mandates
Act.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE
COUNTIES that it be made part of the public record that they strongly
oppose the adoption of unfunded State mandates; and,
BE IT FURTHER RESOLVED, that the President and Board of Trustees
urges the passage of Joint House Resolution No. 1.

Thank you for sending me a copy of Buffalo Grove Resolution
93 -15 in opposition to unfunded state mandates. I agree with you
that mandated programs interfere with local control and impose
unfair financial burdens. I will probably support a constitutional
amendment on this issue
