URGING GOVERNOR EDGAR TO SUPPORT THE
INCOME TAX SURCHARGE FOR MUNICIPALITIES
WHEREAS, since 1989 the State of Illinois has shared with local
governments needed revenues from income tax surcharge proceeds; and,
WHEREAS, the temporary income tax surcharge for municipalities and
counties will expire on June 30, 1993; and,
WHEREAS, municipalities and counties have tremendous financial needs
to directly serve the citizens of Illinois with local programs; and,
WHEREAS, the Village of Buffalo Grove has expended the revenues in a
conservative, productive manner for their citizens, thereby avoiding
property tax increases in excess of $2.4 million; and
WHEREAS, the Federal and State government continue to impose
unfunded mandates on local governments; and,
WHEREAS, this revenue is essential to sound municipal fiscal health;
and,
WHEREAS, Governor Edgar will be delivering the State Budget Address
on March 3, 1993:
THEREFORE, BE IT RESOLVED, by the Village of Buffalo Grove, Cook
and Lake Counties, that this corporate body, a political subdivision of the
State, does hereby request that the Chief Executive Officer support and
endorse in the 1993 Budget Address the permanent extension of the income
tax surcharge with the proceeds dedicated to municipalities and counties.
