A RESOLUTION SUPPORTING IMPROVEMENTS ALONG THE ILLINOIS ROUTE 22 (U.S. ROUTE
14 TO U.S. ROUTE 41) STRATEGIC REGIONAL ARTERIAL CORRIDOR
WHEREAS, the Village of Buffalo Grove supports the development of a
high quality transportation system, both within the Village and throughout
the region in order to effectively accommodate the transportation needs of
area residents and businesses; and,
WHEREAS, the reduction of traffic congestion is essential to
improvement and maintenance of the quality of life in suburban communities;
and,
WHEREAS, the Village of Buffalo Grove has long recognized the need
to construct four lane improvements on Illinois Route 22 and has adopted
previous resolutions indicating support of Illinois Route 22 improvements
including Resolution 89 -34 entitled, "A Resolution Regarding Lake County's
Draft Year 2005 Transportation Plan "; and,
WHEREAS, the Village of Buffalo Grove has had consulting engineering
studies performed to identify technically required improvements on various
roads including Illinois Route 22, the results of which are published in the
reports entitled "Village of Buffalo Grove Transportation Plan" dated June,
1987 and "Village of Buffalo Grove 1991 Transportation Plan Update -
Preliminary Report" dated July, 1991 both of which were prepared by James J.
Benes and Associates, Inc. Consulting Engineers; and,
WHEREAS, said Buffalo Grove engineering studies have determined
that four lane improvements are required on Illinois Route 22 in the Buffalo
Grove area in addition to certain specified turn lane improvements at
intersections; and,
WHEREAS the Village has published the document entitled "Village of
Buffalo Grove 1992 Bike Path Map" which indicates the location of more than
one mile of existing bikeway and approximately one mile of additional bikeway
proposed for extension of the system to the east located or to be located
along the edge of the Illinois Route 22 right -of -way; and,

WHEREAS, it is the policy of the Village of Buffalo Grove to
support the provision of five foot wide sidewalks within the Village limits
along arterial streets such as Illinois Route 22 where eight foot wide
bikeways are not being provided; and,
WHEREAS, the Illinois Department of Transportation has published a
report entitled "Draft Final Report - Strategic Regional Arterial - Illinois
22 from U.S. 45 to U.S. 41" dated August 1992; and,
WHEREAS, the recommendations of said August, 1992 report concurs
with the Village of Buffalo Grove's established policies and plans for
providing four lane improvements on the Illinois Route 22 strategic regional
arterial corridor while accommodating Buffalo Grove's proposed sidewalks and
bikeways; and,
WHEREAS, the said August, 1992 report also recommends a high
quality storm sewer system and curbed street with a curbed median which can
accommodate median and parkway tree plantings as provided on other arterial
streets throughout the Buffalo Grove area; and,
WHEREAS, the August, 1992 report is a pre -phase I study which will
require more detailed study of turn lane proposals and environmental and
other impacts related to the turn lane proposals at the intersections with
Buffalo Grove Road and Main Street; and,
WHEREAS, the Illinois Department of Transportation is soliciting
written public input to the said August, 1992 report within thirty days of
the Public Hearing presentation of the report which was conducted on October
21, 1992;
NOW, THEREFORE BE IT RESOLVED by the Village President and Board of
Trustees of the Village of Buffalo Grove, Lake and Cook Counties, Illinois as
follows:
1. The Village of Buffalo Grove supports the recommendations
for improvements and additional Phase I studies of the report
entitled, "Draft Final Report - Strategic Regional Arterial:

Illinois Route 22 From U.S. 14 to U.S. 41" prepared by the Illinois
Department of Transportation and dated August 19, 1992.
2. The Illinois Department of Transportation and other involved agencies
are encouraged to rapidly proceed with the implementation of
recommended four lane improvements from the existing four lane
improvements which have recently been installed in Buffalo Grove
east of Buffalo Grove Road to the I -94 interchange in order
to address the particularly severe traffic congestion
which now exists in this area.
