RESOLUTION NO. 91- 77
A RESOLUTION CONCERNING THE PROPOSED IMPROVEMENT OF ILLINOIS ROUTE 83
BETWEEN BUFFALO GROVE ROAD AND ARLINGTON HEIGHTS ROAD
WHEREAS, the reduction of traffic congestion is essential to the
improvement and maintenance of the quality of life in suburban communities;
and,
WHEREAS, the Village of Buffalo Grove strongly supports a regional
network of arterial streets with proper traffic capacity improvements
including additional lanes which should be provided on Deerfield Road east of
Milwaukee Avenue and additional lanes which should be added on Illinois Route
22 from the existing four -lane section in Buffalo Grove to I -94; and,
WHEREAS, the Village of Buffalo Grove's official comprehensive plan
which was adopted by Ordinance No. 86 -49 designated Illinois Route 83 as a
regionally important highway corridor which is intended to serve a
significant portion of trips generated by land uses within the Village and
intended to serve vehicle trips with destinations which are beyond the
Village's planning area; and,
WHEREAS, it is highly desirable to incorporate the planning of
other transportation modes, such as pedestrian and bikeway facilities, into
the process of planning arterial street corridors; and,
WHEREAS, preliminary engineering analysis performed in conjunction
with the preparation of the "Village of Buffalo Grove Transportation Plan"
dated June, 1987 and in conjunction with engineering analysis performed in
conjunction with the "1991 Transportation Plan Update" which has been
published in preliminary report form dated July, 1991 indicate that
improvements to the existing geometrics of Illinois Route 83 are warranted;
and,
WHEREAS, the Illinois Department of Transportation has performed
preliminary design studies for the improvement of Illinois Route 83 between
Buffalo Grove Road and Arlington Heights Road, transmitted a copy of the
geometric plan which they are recommending to the Village of Buffalo Grove on
July 26, 1991 and presented their recommended plan to the public at a public
meeting which was held on July 30, 1991; and,
WHEREAS, the potentially negative impacts of proposed street and
highway improvements should be carefully studied so that plans to mitigate
potentially negative impacts can be developed and implemented; and,
WHEREAS, the Buffalo Grove Planning Commission conducted a public
hearing on IDOT's recommended improvement plan on October 2, 1991; and,
WHEREAS, the Buffalo Grove Planning Commission, following review of
the IDOT recommended plan and public input concerning the plan, adopted a
motion recommending that the Village Board support the proposed improvement
subject to IDOT reevaluating and reducing right -of -way acquisitions on
residential lots to the extent possible;
NOW, THEREFORE, BE IT RESOLVED by the Village President and Board
of Trustees of the Village of Buffalo Grove, Lake and Cook Couties, Illinois
as follows:;
1. Improvement of Illinois Route 83 from Buffalo Grove Road to Arlington
Heights Road is supported.
2. The State of Illinois is encouraged to implement an improvement on the
section between Buffalo Grove Road and Arlington Heights Road
concurrently with the improvement of the segment of the road between
Arlington Heights Road and U.S. Route 45 which is scheduled for
construction in 1992 and 1993.
3. The two triangular property acquisitions at the Devlin Road intersection
with Illinois Route 83 should be eliminated.
4. All property acquisition from the single family lots along the
northeasterly side of Illinois Route 83 between Busch Road and Devlin
Road should be eliminated through the application of the following
measures which are listed in order of priority for utilization:
a. Eliminate roadside ditches and right -of -way acquisition which
results from grading which the ditches require.
b. Utilize concrete retaining walls, if applicable, to eliminate
right -of -way acquisitions which are otherwise necessitated due to
grading requirements.

C. Move the sidewalk closer to the back of curb with a concrete
barrier or guardrail installed where needed to provide proper
pedestrian safety.
d. Eliminate the dual right -turn from westbound Busch Road to
northbound Illinois Route 83 along with the related wider receiving
lanes on the north leg of the intersection on Illinois Route 83,
thus providing an intersection design more similar to that
presented in the Draft "Combined Location /Design Report for Busch
Road /Busch Parkway /Deerfield Parkway from Illinois Route 83 to
Illinois Route 21" dated as revised August 8, 1991.
e. Provide only a single left -turn lane for south bound traffic on
Illinois Route 83 to turn eastbound onto Busch Road.
5. All property acquisition along the southwesterly side of Illinois Route
83 between Checker Drive and a point 1,100 feet southeasterly shall be
eliminated through the deletion of any proposed roadside ditches and the
land acquisition which resultant grading would require.
6. In order to mitigate road related noise to the greatest degree possible,
the following elements should be incorporated into the project:
a. Provide median trees and parkway trees planted at 35 to 50 -foot
spacings.
b. Provide an 8 -foot tall board to board fence along all single - family
residential lots with any existing fences being removed on all
single- family properties where such construction and the acceptance
of subsequent ownership and maintenance is acceptable to the
involved individual property owner or with ownership and
maintenance by the state.
C. Perform a speed study promptly following completion of the project
in an effort to establish warrants for a 35 MPH speed limit.
d. Construct the road surface in a manner and using appropriate
substances to reduce noise to the greatest extent possible.
7. The State of Illinois is urged to proceed to quickly implement other
improvements, including adding lanes to Illinois Route 22 between the
existing four -lane section in Buffalo Grove and I -94 and adding lanes to
Deerfield Road east of Milwaukee Avenue.
