1991-67o • RESOLUTION NO. 91-67 A RESOLUTION APPROVING AN AGREEMENT FOR IRRIGATION DESIGN SERVICES FOR THE BUFFALO GROVE GOLF CLUB IRRIGATION SYSTEM WHEREAS, the Village President and Board of Trustees desire to implement the construction of a new irrigation system for the Buffalo Grove Golf Club; and, WHEREAS, the approval of an irrigation design service agreement is required in order to proceed with the project; NOW, THEREFORE, BE IT RESOLVED by the Village President and Board of Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois as follows: 1. The Agreement dated August 20, 1991 with A.S. Altum & Associates is hereby approved. 2. The Village President and Village Clerk are authorized and directed to execute the agreement. A copy of said Agreement is attached hereto and made a part hereof. Altum & Associates, an Indiana Corporation (hereinafter referred to as the "Irrigation Consultant "), whose principal office is located at 1399 Stonemill Circle North, Carmel, Indiana 46032. It is the intention of the Owner to install a new irrigation system (hereinafter referred to as the "Project ") for the Buffalo Grove Golf Club located at 48 Raupp Boulevard, Buffalo Grove, Illinois. The Irrigation Consultant shall prepare the master plan irrigation design for the Project. The Owner and the Irrigation Consultant agree as set forth below: The Irrigation Consultant's responsibilities include: PHASE I - SITE STUDY Perform on site review of course layout including clubhouse area to determine all basic parameters for the preliminary design of the Project including: 1. Coverage required 2. Future design parameters 3. Average monthly water requirements 4. Water and electrical power availability, cost, and alternatives 5. Irrigation watering time allotment 6. Topography and drainage 7. Soil composition 8. Preliminary schedule for bidding and construction 9. Evaluation of the existing well (including GPM at fully open), reservoirs, connecting pipes between the existing well and reservoirs, and other facilities PHASE II - DESIGN !.j Design a complete irrigation system for the purpose of bidding and construction including: A. Preliminary Design 1. Sprinkler head layout 1. Sprinkler head layout a. type of head spacing b. effective coverage 2. Pipe routing a. a. sizing and programming concept 3. Make any necessary visits to the Owner's office for coordination and review of the Project. b. Pump House Design 1. Pump house plans and specifications designed and stamped by an Illinois registered architect and /or engineer a. architectural b. electrical C. mechanical PHASE III - BIDDING AND CONTRACTOR SELECTION Assist with bidding and contractor selection including: 1. Print and distribute Project plans and specifications a. The Irrigation Consultant shall provide twelve complete sets of bid documents, reviewed for completeness, to the Owner for distribution to potential bidders. The cost for the twelve sets shall be included in the Irrigation Consultant's $2000.00 allowance for expenses. The Irrigation Consultant shall provide original mylar plans and original, unbound specification pages to the 3 Owner for reproduction and distribution as needed during the bidding process. The cost of any additional reproduction shall be paid by the Owner. 2. Prepare, print, and distribute addenda 3. Assist Owner in pre -bid conference 4. Prepare a written tabulation of bids, evaluate contractor qualifications, and recommend contractor for selection PHASE IV - CONSTRUCTION Provide construction phase services including: 1. Assist Owner in pre- construction conference. 2. Staking a. flag actual sprinkler head locations to site conditions 3. "As staked" drawings a. provide as staked drawings to contractor and Owner for construction purposes 4. Inspections a. observe installation techniques and observe testing of the system to assure compliance with the plans and specifications b. prepare change orders and field changes as necessary C. review and certify requests for payment PHASE V - RECORD DRAWINGS AND SYSTEM PROGRAMMING Provide a record of as built conditions and instruction and assistance with system programming. 1. Record drawings a. prepare Project record drawings from information provided by the contractor or noted during staking and verified by the Irrigation Consultant. Original mylar record drawings shall be provided to the Owner. 2. Programming a. provide instructions on system programming after the completion of the installation b. provide three different site visits over the following year to work with the Owner on system programming, problems, and changes 4 00 FEE SCHEDULE Phase I - Site Study $ 11000.00 Phase II - Design Preliminary Design 3,500.00 Final Design 3,000.00 Pump House Design 1,500.00 Phase III - Bidding and Contractor Selection 1,500.00 Phase IV - Construction 8,000.00 Phase V - Record Drawings and System Programming 2,000:00 TOTAL FEE $20,500.00 EXPENSES Travel - car mileage allowance of 35 cents /mile pro -rated with other clients Per Diem - $75.00 per day when on site Aerial Photo - $200.00 photo shot on 4/15/90 Other - printing, postage, telephone, and staking supplies shall be billed as incurred at actual cost without markup. Paid receipts shall be submitted with invoice. Expenses Not -to- Exceed Limit $ 2,200.00 TOTAL FEE PLUS EXPENSES NOT -TO- EXCEED LIMIT $22,700.00 PAYMENT SCHEDULE Billing will be made monthly for work requested and completed during that month. Payment will be made in accordance with the Illinois Prompt Payment Act. IRRIGATION CONSULTANT'S COMMITMENT The Irrigation Consultant will guarantee that the system will perform hydraulically to the parameters of the design. After installation and at the Owner's request, the Irrigation Consultant will provide three different site visits over the following year to work with the Owner on system programming, problems, and changes. Only expenses will be billed as incurred. 5 MISCELLANEOUS PROVISIONS Any changes in the Irrigation ordered in writing and signed costs are associated with the promptly notified in writing be incurred until the Village change in writing. The Owner shall receive a set of reproducible mylar record drawings and copies of all other documents upon completion of the Project. The Irrigation Consultant will provide a certificate of insurance for professional liability acceptable to the Owner's attorney prior to the signing of this Agreement. The minimum limit of liability shall be $250,000.00 with a maximum deductible of $10,000.00. The work to be performed by the Irrigation Consultant under Phase I and II of this Agreement shall be completed by September 9, 1991. The Irrigation Consultant shall design the Project so as to comply with all applicable state and local codes and ordinances. The Irrigation Consultant warrants that he has not employed or retained any company or person, other than a bona fide employee working solely for the Irrigation Consultant, to solicit or secure this contract, and that they have not paid or agreed to pay any company or person, other than a bona fide employee working solely for the Irrigation Consultant, any fee, commission, percentage, brokerage fee, gifts, or any other consideration, contingent upon or resulting from the award or making of this contract. For breach or violation of this warranty, the Owner shall have the right to annul this contract without liability.
