A RESOLUTION OBJECTING TO THE PROPOSED AMENDMENT OF SECTION 5900
OF THE LAKE COUNTY ZONING ORDINANCE CONCERNING WAIVER OF THE SEWER
SYSTEM REQUIREMENT FOR CERTAIN NON - RESIDENTIAL USES IN THE
URBAN AND SUBURBAN ZONING DISTRICTS
WHEREAS, Lake County conducted extensive research and review prior
to adoption of a comprehensive Zoning Ordinance amendment on December 2,
1988 by the Lake County Board of Supervisors; and,
WHEREAS, said amended Lake County Zoning Ordinance specifically
addressed the control, of land uses in the Urban and Suburban zoning
districts by requiring any non - residential use to connect to a community
sewerage system; and,
WHEREAS, Lake County is now contemplating further amendment of
Section 5900 - "Required Sewer and Water Services" of the Zoning Ordinance
to except certain non - residential and commercial uses from the requirement to
connect to a community sewerage system; and,
WHEREAS,
the proposed exceptions
to
the community sewerage
requirement for
certain non - residential uses
will
result in uncoordinated,
haphazard
development
patterns
throughout
Lake County,
including areas
within one
and one -half
miles of
the limits of
the Village of
Buffalo Grove, a
zoned municipality; and,
WHEREAS, the Village of Buffalo Grove's Comprehensive Plan adopted
on August 18, 1986 proposes specific land use recommendations for
unincorporated parcels within the Village's one and one -half mile
extraterritorial planning jurisdiction; and,
WHEREAS, the proposed amendment to Section 5900 of the Lake County
Zoning Ordinance will undermine the Village's land use goals for certain
areas by allowing intensive commercial and industrial uses in areas that the
Village has designed for low- density residential development, and will lead to
uncoordinated and incompatible land uses along Weiland Road, Aptakisic Road
and Prairie Road.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE PRESIDENT
AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK
AND LAKE COUNTIES, ILLINOIS, that:
1. The foregoing Whereas clauses are incorporated herein.
2. The Village of Buffalo Grove objects to the proposed amendment of
Section 5900 of the Lake County Zoning Ordinance that excepts
certain non - residential uses as delineated in Section 5900.8.3. of
the proposed amendment from the requirement of connection to a
community sewerage system.
3. The Village of Buffalo Grove hereby requests that the proposed
amendment shall only be passed, if at all, by an extraordinary
favorable vote of all members of the County Board pursuant to
statute in such cases.
