1991-54a a RESOLUTION 91- 54 APPROVING AN INTERGOVERNMENTAL AGREEMENT AND A LETTER OF UNDERSTANDING BETWEEN THE VILLAGE OF BUFFALO GROVE AND THE BUFFALO GROVE PARK DISTRICT AS IT CONCERNS SENIOR CITIZENS WHEREAS, the Village of Buffalo Grove recognizes the unique contributions senior citizens can make to the overall prosperity of the community; and, WHEREAS, the needs of senior citizens ought to be provided a forum whereby the Village Board can be apprised of the issues confronting area older adults; and, WHEREAS, a joint commission with the Buffalo Grove Park District will cover the breadth of leisure and social issues facing Buffalo Grove seniors and is an appropriate vehicle for establishing an advisory board on senior citizen concerns. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS that An Intergovernmental Agreement between the Village of Buffalo Grove and the Buffalo Grove Park District regarding a Buffalo Grove Joint Commission on Aging (attached as Exhibit "A ") and a Letter of Understanding between the Village of Buffalo Grove and the Buffalo Grove Park District as it concerns services to senior citizens and the Buffalo Grove Joint Commission on Aging (attached as Exhibit "B ") express the method of approaching senior citizen issues and are hereby approved. NOW, THEREFORE, IN CONSIDERATION OF THE FOREGOING AND THE MUTUAL AGREEMENTS HEREIN, the Village of Buffalo Grove and Buffalo Grove Park District agree to form a Buffalo Grove Joint Commission on Aging (the "Joint Commission "). Additionally, the parties agree as follows: Article I. - Purpose The parties agree that the purposes of the Commission are: A. To serve as an advisory body to the Buffalo Grove Village President and Board of Trustees and the Buffalo Grove Board of Park Commissioners, to the Village Manager, Park District Director and 1 4 a to such other governmental agencies with respect to the general welfare of senior citizens in the Village; B. To provide an advisory body which will promote the needs and concerns of senior citizens; C. To insure that older adults will be regarded as productive, responsible and contributing members of society; D. To provide the opportunity for older adults to express their desires and advance their causes. Article II. - Membership to the Joint Board of Commissioners The membership of the Joint Commission shall be appointed in the following manner: A. The Joint Commission shall be comprised of seven (7) members ( "Commissioners "), all of whom must be residents of the Village of Buffalo Grove or Buffalo Grove Park District. The Village President with the approval of the Board of Trustees shall appoint three (3) members. The Park Board President with the approval of the Park Commissioners shall appoint four (4) members. B. Each party shall appoint two (2) non - voting ex- officio members consisting of one elected official and one staff liaison. C. Appointments of Commissioners shall be for a one, two or three year term to run from May 1st to the appropriate April 30th. Vacancies shall be filled for unexpired terms only. D. The Park Board President, in consultation with the Village President, shall appoint a Chairman of the Joint Commission from any of the seven members. A Vice Chairman and Secretary shall be chosen by members of the Joint Commission. E o a Article V. - Records A. The Joint Commission's Secretary shall keep written minutes of all proceedings. B. The Joint Commission shall file an annual report on or before April 30th of each calendar year. Article VI. - Jurisdiction on Senior Citizen Issues Both parties agree that the Joint Commission is the appropriate means of addressing senior citizen issues and that a separate and /or additional commission to deal with senior citizen issues shall not be constituted by either party for the duration of this Agreement. Article VII. - Dissolution Upon ninety (90) day written notice either party may withdraw from this Agreement, thus dissolving the Joint Commission. Any outstanding financial obligations previously agreed upon shall remain the responsibility of both parties. 4 K: Article III. - Duties and Powers Duties and powers of the Joint Commission are as follows: A. To advise the Board of Trustees and Board of Park Commissioners as to the needs of older adults in the community. B. To inform the Board of Trustees and the Board of Park Commissioners about State and Federal legislation affecting the elderly. C. To determine the needs and concerns of senior citizens regarding housing, employment, education, income, recreation, leisure activities, physical and mental health, nutrition, transportation, legal aid, retirement roles and activities and to identify and catalog current resources available to meet these foresaid needs. D. To coordinate the development of long range programs. E. To receive, evaluate and analyze concerns of older adults. F. To review, evaluate and recommend programs, services and facilities to serve older adults. G. To conduct studies and research. H. To help enrich the social and intellectual life of the elderly. I. To provide advocacy and ombudsman services. Article IV. - Meetings, Quorums A. The Joint Commission shall meet at least six (6) times per year on a bi- monthly basis on a day and time it shall designate. The Commission shall publicize at least five (5) days in advance its scheduled meetings. All other requirements of the Illinois Open Meetings Act shall be complied with. B. A majority of members, not including ex- officio members, shall constitute a quorum. C. Roberts Rules of Order (latest edition) shall govern the conduct of Joint Commission meetings. 3 DRAFT 4 a EXHIBIT B A LETTER OF UNDERSTANDING BETWEEN THE VILLAGE OF BUFFALO GROVE AND THE BUFFALO GROVE PARK DISTRICT AS IT CONCERNS SERVICES TO SENIOR CITIZENS AND THE BUFFALO GROVE JOINT COMMISSION ON AGING WHEREAS, the Village of Buffalo Grove and the Buffalo Grove Park District have entered into an intergovernmental agreement creating the Buffalo Grove Joint Commission on Aging, whose purpose is to serve as an advisory board on issues of concern to older adults in the Village; and, WHEREAS, there presently exists programs and commitments for senior citizen services provided by both the Village and the Park District, which both parties will continue to offer so long as their respective governing bodies so deem; and, WHEREAS, the programs or commitments already in place at the time of this agreement shall remain under the legislative purview and administrative control of the original provider unless otherwise stated within this Letter of Understanding; and, WHEREAS, recommendations from the Buffalo Grove Joint Commission on Aging requiring the expenditure of any funds will necessitate the approval of the appropriate governing body so identified by a joint Village and Park District staff recommendation . NOW, THEREFORE, IN CONSIDERATION OF THE FOREGOING, the Village of Buffalo Grove and the Buffalo Grove Park District agree to understand the following: 1. The Buffalo Grove Park District authorizes, funds and operates the Active Agers program located at the Alcott Center. 1 2. The type of senior citizen services considered for funding by the Buffalo Grove Park District will be related to recreational and leisure needs. 3. The type of senior citizen services considered for funding by the Village of Buffalo Grove will be related to human and social services. 4. Both parties recognize that other units of government and organizations offer a number of programs for senior citizens and through the Joint Commission on Aging these resources will be explored, inventoried and utilized. 5. Beginning in fiscal year 1991 -92, which commences May 1, 1991, and for six (6) years thereafter, the Village of Buffalo Grove agrees to pay, subject to an annual appropriation, an annual sum of $10,000 to the Buffalo Grove Park District for the purpose of capital improvements made to the senior citizens' section of the Alcott Center. 6. Funding sought from either the Village of Buffalo Grove or the Buffalo Grove Park District, as recommended by the Joint Commission on Aging, must be considered in conjunction with the governing bodies annual budget cycles. President Mathias voted AYE in the interest of having all Trustees present to vote on such an important issue. Motion declared carried. Trustee Rubin asked that this announcement be made on Cable TV and in the newspapers because of the short time involved between meetings. He also suggested that the electronic sign board also carry the announcement. President Mathias invited the public to the meeting and asked the reporters present to include the invitation in their articles. Trustee Braiman asked Staff to review the budget and recommend some cuts at the Special Meeting and Mr. Balling agreed to do so. The absent Trustees will be provided with the minutes of this meeting. (D) TO: WILLIAM R. BALLING FROM: LEE SZYMBORSKI DATE: MAY 95, 9991 SUBJ: JOINT COMMISSION ON SENIOR CITIZENS Pursuant to discussions held between the Village Board and the Buffalo Grove Park District attached is an Intergovernmental Agreement establishing a Joint Commission on Aging. The Joint Commission is set up to serve as an advisory board reqarding a variety of issues and concerns to senior citizens. Its mission - to provide social and recreational outlets and to assure that seniors' general welfare is considered within the framework of Iegislative concerns - is broad and purposely so. One specific role of the Commission is to inventory resources presently available to senior citizens. This should provide a foundation by which seniors can determine service gaps and base their work accordingly. As designed, the Commission is responsible to both the VilZage and the Park District. The Joint Comrnission is set up as a 7-member board which sha11 meet on a bi-monthly basis. Three appointments to the Joint Commission are reserved for the Village. Staff felt it was equally irr�portant to delineate within a Letter of Understanding the present and future obligations, responsibilities and programs each unit of government has regard.ing senior citizens. This letter recognizes that certain programs, such as the Active Agers, are in place and should not come under the purview of an advisory board. We have been careful to insure that, similarly to any other commission or committee, final policy and financial comrnitments rest with elected bodies. The Park District Board reviewed this Agreement and Letter of Understanding at its May 93, ?999 workshop and expressed concurrence with the documents as now presented to the Village Board. The Park District wi11 consider passage at its May 28th meeting.
