CALLING FOR THE ILLINOIS STATE LEGISLATURE
TO DEAL WITH REVENUE ISSUES IN A COMPREHENSIVE FASHION
WHEREAS, the fiscal challenges facing the State of Illinois are
significant and will require a deft, yet thoughtful, approach; and,
WHEREAS, our State leaders must keep in mind that municipal governments
face revenue dilemmas as equally demanding as the State's; and,
WHEREAS, Illinois House and Senate Bills addressing Property Tax Relief
and the Income Tax Surcharge, along with attendantincreases, in State
Mandates, issues in front of the State Legislature this session, profoundly
affect local governments' ability to deliver service and determine their own
financial destiny; and,
WHEREAS, it is imperative that the aforesaid issues be viewed as
related and interdependent so an inclusive solution to this revenue crisis is
achieved.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Buffalo Grove, Cook and Lake Counties, Illinois that the
Village of Buffalo Grove specifically desires to go on record encouraging the
State Legislature to address the issues of the property tax system,
escalating State Mandates and continuation of the Income Tax Surcharge in a
comprehensive manner without undermining home rule powers; without
diminishing local government's ability to raise revenue for municipal
services as best determined by local elected officials; without reducing
Surcharge revenue levels which have been responsibly utilized by municipal
governments and truly abate property taxes; and without draining local
resources to fund State - legislated programs preempted by the State Mandates
Act.

BE IT FURTHER RESOLVED that a copy of this Resolution is forwarded to
all State Legislators representing Buffalo Grove residents.
