A RESOLUTION APPROVING A SUPPLEMENTAL AGREEMENT FOR ENGINEERING SERVICES FOR
THE BUSCH ROAD / BUSCH PARKWAY /DEERFIELD PARKWAY (ILLINOIS 83 TO ILLINOIS ROUTE
21) STREET IMPROVEMENT
WHEREAS, the Village Board desires to accommodate the improvement of
the arterial street corridor along Busch Road /Busch Parkway /Deerfield Parkway
extending from Illinois Route 83 to Illinois Route 21; and,
WHEREAS, an Engineering Service Agreement concerning the project
was approved by the Village Board through Resolution No. 89 -50 on October 16,
1989; and,
WHEREAS, engineering studies to date have indicated that
supplemental engineering services are required in order to thoroughly
investigate needed corridor improvements along with alternative phased
improvements which may be desirable;
NOW, THEREFORE BE IT RESOLVED by the Village President and Board of
Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois,
as follows:
1. The agreement entitled, "Supplemental Agreement No. 1 for
Consultant Services - Busch Road /Busch Parkway /Deerfield Parkway Combined
Location /Design Report" is hereby approved.
2. The Village President and Village Clerk are hereby authorized
and directed to execute said agreement, a copy of which is attached hereto
and made a part hereof.

This is SUPPLEMENTAL AGREEMENT #1 between the VILLAGE OF BUFFALO
GROVE, Lake County, acting through its President and Board of
Trustees, hereinafter referred to as the VILLAGE, and MIDWEST
CONSULTING ENGINEERS, INC., 5151 N. Harlem Avenue, Chicago,
Illinois 60656, a firm of Consultants, hereinafter referred to as
the "CONSULTANT ".
The VILLAGE and the CONSULTANT entered into an Agreement on
October 16, 1989 providing for the CONSULTANT to furnish certain
professional services in'connection with the proposed improvement
of Busch Road /Busch Parkway and Deerfield Parkway from Illinois
Route 83 to Illinois Route 21, said Agreement hereinafter
referred to as the "AGREEMENT ".
The VILLAGE now proposes to have the CONSULTANT perform
additional studies, including development of a "phased
construction" alternate to the "Preferred Plan" in the Combined
Location Design Report, preparation of project cost funding
scenarios and completion of grant applications, obtaining of
manual and machine traffic counts, preliminary design services in
connection with the Operation Green Light funding program at the
PACE Park & Ride facility, obtaining of additional topographic
survey, providing additional public information meeting services,
and performing of additional intersection design services.
In consideration of these premises, the parties hereto agree as
set forth in the following pages numbered 2 to 6 inclusive.
This SUPPLEMENTAL AGREEMENT #1 executed this day of
1990.

Section I. DESCRIPTION OF WORK
Phase I - Part 1: Out -of -Scope Items
In preparation of the report, the CONSULTANT
for several items that were not included in
anticipated during the initial scope -of -work
preparation for the Study; said services are
out -of -scope items. The out -of -scope items
Study are summarized as follows:

1. Work was performed to identify and develop various
project cost funding scenarios for I.D.O.T.'s Economic
Development and Truck Route Grant Programs. The effort
consisted of developing a funding strategy to incorporate
the Busch Road improvement into these potential funding
sources. Complete applications were prepared for the
VILLAGE'S submission to I.D.O.T.
2. In the AGREEMENT Item II. TRAFFIC COUNTS, states that all
traffic count data and movements were to be provided by
the VILLAGE. As the Study progressed, it was determined
that certain data was not available, and the CONSULTANT
was required to do manual peak hour traffic counts at
Ill. Rte. 83, Buffalo Grove Road, Highland Grove Drive,
Commerce Court and all of the left and right turning
lanes into the residential streets along Busch Road. In
addition, 24 -hour machine counts were taken along Buffalo
Grove Road, Highland Grove Drive, Commerce Court and the
west leg of Checker Drive at Illinois Route 83.
3. Construction of the Pace Park and Ride facility, the
associated improvements on Busch Parkway and the funding
of the Busch Parking improvements through an Operation
Green Light grant were introduced into the Study after
the initial scope of work was prepared. Traffic analyses
were performed and funding scenarios were developed for
the improvement of Busch Parkway and Commerce to
facilitate access for the Pace Park and Ride Facility.
Phase I - Part 1: Extra Effort Items
During the performance of the study, several items required a
level of effort which greatly exceeded that anticipated during
the development of the initial scope of work and budget for the
Busch Road Study. For the items that required a greater level of
effort, payment is requested for the direct labor and overhead
costs incurred, no profit is requested for these items. The
items that required a significant increase in effort are
summarized as follows:

1. The field topographic survey performed for this Study
exceeded the initial project estimate. Our initial
estimate of field survey for the project totaled 17,900
lineal feet of survey: 16,100 feet along the mainline,
500 feet at each of the intersections of Ill . Rte. 83,
Weiland Road and Milwaukee Ave., and 300 feet at the
Buffalo Grove Road intersection. As the study proceeded
and the traffic analyses work performed, the requirements
for additional left turning lanes and longer roadway
tapers at several key intersections were established.
Additionally, the existing turning lanes required
lengthening in many places. Overall, an increase in the
required topographic survey was realized, due to this
increase in the magnitude of the improvements identified
during the study for Ill. Rte. 83, Milwaukee Ave. and
the improvements required on Deerfield Rd. east of
Milwaukee Ave.; 20,550 lineal feet of survey was
required: 15,700 feet along the mainline, 600 feet along
Ill. Rte. 83, 2550 feet along Milwaukee Avenue, 1000 feet
along Deerfield Road from Milwaukee Ave. to the east
terminus of the project, 500 feet in the vicinity of
Deerfield Parkway and Corporate Grove Drive, 100 feet at
Weiland Ave and 100 feet at Buffalo Grove Road. The net
increase in the length of survey was 2,650 feet.
2. The AGREEMENT set forth time for preparation and
conducting one public meeting, with an estimated 80
manhours to prepare for and conduct the public meeting.
During the course of the project, two presentations were
required to the VILLAGE Board, one addressing the curve
at Corporate Grove Drive and the proposed child care
facility at that location on January 15, 1990, and a
presentation of the project as a whole on May 14, 1990.
In preparing for the Public Information Meeting conducted
on August 28th, a detailed set of drawings identifying
the square footage of right -of -way acquisitions with
detailed dimensions along individual property lines was
requested. The amount of time preparing these drawings
and the associated detail sketch of the parcel at 1118
Brandywyn Court required a significant increase in
effort, beyond that anticipated in the AGREEMENT. A
total of 173 manhours was expended in preparation and
conducting the meetings.
Phase I - Part 1 - Increase in Scope -of -Work
In a meeting on September 4, 1990, the VILLAGE decided that in
response to the comments at the Public Information Meeting an
alternative concept for the phased improvement of Busch Road from
Illinois Route 83 to Weiland Road would be developed. The
alternative would consist of a two -lane (with median) roadway
section, with a shoulder, and full intersection improvements as

developed in the preferred plan. In addition, meetings will be
set up with the appropriate members of the Illinois Department of
Transportation to discuss improvements on Illinois Route 83 and
Illinois Route 21.
SECTION II - PROJECT SCHEDULE
Work will begin on the "Increase In Scope -of- Work" items within
three (3) days of authorization of this SUPPLEMENTAL AGREEMENT #1
and be completed in four (4) weeks. Presentation to the VILLAGE
will be after that four week period.
SECTION III - BASIS OF PAYMENT
The Upper Limit of Compensation is increased by $30,303 from
$112,137 to $142,440. The fixed fee for profit is increased by
$2,374 from $11,028 to $13,402. A detailed breakdown of the
increase in the Upper Limit of Compensation is summarized as
follows:
