RESOLUTION NO. 90- 28
A RESOLUTION CONCERNING THE PROPOSED IMPROVEMENT OF ILLINOIS ROUTE 83 BETWEEN
ARLINGTON HEIGHTS ROAD AND U.S. ROUTE 45 AND THE PROPOSED REALIGNMENT OF OLD
MCHENRY ROAD WITH FREMONT WAY AT ILLINOIS ROUTE 53
WHEREAS, the reduction of traffic congestion is essential to the
improvement and maintenance of the quality of life in suburban communities;
and,
WHEREAS, it is highly desirable to incorporate the planning of
other transportation modes, such as pedestrian and bikeway facilities into
the process of planning arterial street corridors; and,
WHEREAS, the potentially negative impacts of proposed street and
highway improvements should be carefully studied so that plans to mitigate
potentially negative impacts can be developed and implemented; and,
WHEREAS, the Village President and Board of Trustees previously
adopted Resolution NO. 89 -58 on November 20, 1989 concerning the proposed
improvement of Illinois Route 83 between Arlington Heights Road and U.S.
Route 45; and,
WHEREAS, additional information was available and additional public
comment was solicited at a Public Hearing for the project which the Illinois
Department of Transportation conducted on June 26, 1990;
NOW, THEREFORE, BE IT RESOLVED by the Village President and Board
of Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois
as follows:
1. The improvement of Illinois Route 83 from Arlington Heights Road to
U.S. Route 45 is supported.
2. The State of Illinois is encouraged to implement the improvement of
Illinois Route 83 as soon as possible. The schedule for bidding the
project between July 1, 1991 and June 30, 1992 and completing all
construction before July 1, 1995 should be adhered to or accelerated
if possible.

3. Since congestion of Illinois Route 83 is currently very severe at the
intersection of Arlington Heights Road and Illinois Route 53 and the
congestion is contributing to problems resulting from motorists cutting
through local streets, the traffic signal and pavement improvements,
traffic signal coordination and other improvements in this immediate
area should be implemented as soon as possible along with any other
adjacent sections of Illinois Route 83 which can be made bid ready
without resulting in any additional delay. Improvements in this area
should not be delayed due to funding limitations or other factors
which may not allow the prompt improvement of the full length of
Illinois Route 83 between Arlington Heights Road and U.S. Route 45.
4. A bikeway crossing with pedestrian signal activation on the
south leg of the Arlington Heights Road and Illinois Route 83
intersection as denoted on the approved Phase I FAU Study for
Illinois Route 83 (Arlington Heights Road to Lake -Cook Road) and
the eight foot wide bikeway on the south side of Illinois Route 83
west of Arlington Heights Road extending to a point at the curb line
of Bristol Lane as presented by I.D.O.T. at the June 26, 1990 Public
Hearing should be provided as part of this project.
5. The provision of an eight foot wide pedestrian /bicycle path under the
proposed bridge on Illinois Route 53 on the east side of the Buffalo
Creek is a desirable addition to the proposed project which will
enhance the Village of Long Grove's existing and proposed pathway
system which is proposed for interconnections with the Buffalo Grove
Bikeway System.

6. Based upon IDOT's analysis which concluded that cut - through traffic on
Fremont Way will not be significant, the proposed realignment of Old
McHenry Road and Freemont Way at Illinois Route 53 is acceptable.
If the initial realignment is found by the Village to be significantly
contributing to problems related to traffic cutting through adjacent
residential areas, IDOT will be requested by the Village to implement
and fund a subsequent through movement restriction modification.
7. The realignment of Old McHenry Road and Freemont Way at Illinois
Route 53 should be implemented only after the improvements to the
section of Illinois Route 83 between, and including the intersection
with Arlington Heights Road and Aptakisic Road are completed,
including the initiation of proper operation of the traffic signal
coordination system. The intent of this sequence of construction
is to avoid significant additional cut- through traffic being induced
by the combination of the intersection realignment and the existing
congestion on Illinois Route 83.
8. The Illinois Department of Transportation should develop alternative
designs to minimize noise at the existing residential area located on
the south side of Illinois Route 53 and Illinois Route 83 between
Fremont Way and Arlington Heights Road and meet with local
residents and Village representatives to present alternative
designs including the use of berms, landscaping, noise barrier walls
and combinations of these and other noise barrier techniques so as
to minimize noise in the adjacent residential area and to accomplish an
aesthetically desirable final design. Coordination and agreement on
a final noise control and landscaping design should be accomplished
involving the local residents and the Village.
9. Project plans should be updated as necessary to show all currently
existing sidewalk along the project located north of Illinois Route 83
and east of Arlington Heights Road. All existing sidewalk in this
area should be retained with any existing gaps filled in as part of
the project.

10. In consideration of the relatively large number of highly sensitive
residences located along the south side of Illinois Route 83 and
Illinois Route 53 between Fremont Way and Arlington Heights Road and
the less sensitive commercial development with large setbacks or
currently undeveloped agricultural property located on the north side of
the roads in the area, the proposed roadway curves should be adjusted to
provide at least five feet of additional distance between the back of
the proposed curb and the nearest town home buildings.
11. IDOT is requested to insure that any Federal or other grant funding
which may be available, be utilized to reduce any Village costs which
may result from the various elements of this project.
