A RESOLUTION SUPPORTING AN APPLICATION
FOR F.A.U.S. PROJECT FUNDING
WHEREAS, the Northwest Municipal Conference is currently seeking
applications for new FAUS (Federal Aid Urban System) Projects to be
included in the 1991 multi -year plan; and
WHEREAS, the Village has identified the need and projects to fill in
gaps in the existing sidewalks /bikeways and street lighting systems along
the existing routes of Dundee Road, Buffalo Grove, Arlington Heights Road
and Old Arlington Heights Road; and
WHEREAS, it is the Village's intention to fund the local match
required from either its Motor Fuel Tax Fund or General Revenue funds, or a
combination thereof; and
WHEREAS, the Village of Buffalo Grove intends to perform the
preliminary and design engineering at their cost in a timeframe to make the
projects construction ready on or before August, 1990;
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees
of the Village of Buffalo Grove, Cook and Lake Counties, Illinois, that
said FAUS application for said sidewalk, bikeway and lighting improvements
be submitted to the Northwest Municipal Conference for their consideration.

B. EXISTING CONDITIONS
1. Provide a brief description of the CURRENT INURE of the street or
intersection to include, (but not limited to), number of lanes, width,
condition, and other special characteristics. (Also attach a typical
section of this in the Exhibit section.)
Buffalo Grove Road (between Dundee Road and Lake -Cook Road) is
currently a four -lane major north -south arterial with curb and gutter
divided by a grassed non - traversible median (see Figures 1 & 2). A
parkway of varying width exists along both sides of the road. A
4 -foot and 5 -foot sidewalk is present along the majority of this
roadway. In addition, an 8 -foot bikepath or shared sidewalk/bikepath
is located along the east side, near Dundee Road. Some overhead
street lighting is located in the parkway on the west side of the
street, just north of Dundee Road. Traffic signals exist at Dundee
and Lake -Cook Roads. Parking is prohibited along Buffalo Grove Road.
The existing right-of-way of Buffalo Grove is 100 feet. Gaps exist
along Buffalo Grove Road when sidewalks and /or bikeways and street
lights do not exist.
Dundee Road, from Arlington Heights Road to east of Buffalo Grove
Road, is a four -lane major east-west arterial with curb and gutter and
is designated as Illinois Route 68. Varying -width parkways exist
along both sides of Dundee, with four and five -foot sidewalks
intermittently located along the street. Additionally, an 8 -foot
bikepath or shared sidewalk /bikepath is located intermittently along
the north side of Dundee. On- street parking is prohibited. Overhead
street lighting exists at various locations along the streets. The
existing right-of-way of Dundee Road is 100 feet. Gaps exist along
Dundee Road where sidewalks and /or bikeways and street lighting do not
exist.
Lake -Cook Road, from Buffalo Grove Road to the easterly Village
limits, is a four -lane major east-west arterial with curb and gutter.
Four and five -foot sidewalks and /or an 8 -foot bikepath (or shared
sidewalk / bikepath) exist along the street. Gaps exist along Lake Cook
where sidewalks and /or bikeways do not exist.

2. Describe the current and planned land use of the corridor or area.

photograph, any parcels that will be developed or redeveloped in the
near future.)
The existing land use in the area is predcadnantly residential with
pockets of strip commercial use. A shopping center exists at the
northwest corner of Buffalo Grove /Dundee Road.
3. Provide the current and projected ADT and Peak Hour counts, and the
sources for this information.
The ADT counts are not applicable, since this is not a proposed
roadway improvement.
4. Provide the raw accident counts for each of the last three years, and
the source for this information.

1. Describe the proposed improvement and the need for the improvement.
BE SURE TO MENTION ALL INTERSECTION, DRAINAGE, LANDSCAPING, LIGHTING,
AND SIDEWALK WORK THAT FALLS WITHIN THE LIMITS OF THE PROPOSAL. If
proposal includes widening, explain whether existing lanes will be
reconstructed, resurfaced, or not utilized.
The proposed improvement consists of constructing new 5 -foot. sidewalk
and 8 -foot shared sidewalk /bikepath at intermittent locations along
Buffalo Grove Road, Dundee Road and Lake -Cook Road. The attached
Table 1 describes the location and sidewalk improvements required. The
proposed improvement would also replace the existing overhead lighting
along Buffalo Grove Road and Dundee Road with a new lighting system.
Twenty four (24) street lights will be required along Dundee Road,
eight (8) lights between Three States Blvd. to 350 feet west of
Buffalo Grove Road and sixteen (16) lights between Buffalo Grove Road
and Schoenbeck Road, Along Buffalo Grove road, twenty three (23)
light are required from approximately 1000 feet north of Dundee Road
to the Buffalo Grove /Lake Cook Road intersection. In addition, ditch
construction and drainage modifications are proposed at one location.
These improvements are needed to fill the gaps in existing sidewalks
and bikepaths throughout this area. In addition, these improvements
would match existing sidewalks and bikepaths belonging to the adjoin-
ing communities, Wheeling and Arlington Heights.
2. Identify all parties interested in participating in the local match.
Identify anticipated jurisdictional transfer issues.
The Village of Buffalo Grove will be the sole local participant in the
funding for this project.
3. Discuss the proposed improvement in light of previous studies and
plans.
There are no additional studies and /or plans that are known to affect
the proposed projects.

4. Why is this project regionally significant?
The proposed improvement would provide continuous sidewalks and /or
bikepaths throughout this area (see Figure 1). In addition, the
proposed improvement would match existing sidewalks and /or bikepaths
in adjoining ccamunities. These improvements would provide pedestrian
safety and would serve the growing population by providing for their
recreational and general mobility needs.
5. Discuss all anticipated right-of-way or easement requirements, and the
number thereof. (Please identify these on a map or a photograph in
the Exhibits section.)
Right-- of-way or easements are not known to be required for this pro-
posed improvement.
6. Identify wetlands that may be impacted, or other environmental con-
cerns.
There are no wetlands or floodplains involved in the implementation of
this project.
