2010-21A RESOLUTION COMMENDING THE SERVICE OF
RETIRING VILLAGE MANAGER WILLIAM H. BRIMM
WHEREAS, William H. Brimm began his 32 year career with the Village of Buffalo Grove on January 16, 1978;
he served as the Finance Director from 1978 — 1999, Finance Director /Assistant Village Manager from 1999 -2006
and Village Manager from 2006 — 2010; and
WHEREAS, during his service as Finance Director, he implemented cutting edge accounting and financial practices
meeting or exceeding the highest level of professional standards, and recommended financial planning and policies
that were responsive, creative and forward thinking, . including becoming a founding member of the
Intergovernmental Risk Management Agency, at a time when the Village was undergoing an extended period of
unprecedented growth; and
WHEREAS, during his tenure as Finance Director /Assistant Village Manager, he continued the tradition he set of
financial excellence while at the same time expanding his role to assisting in the overall management of Village
government in all areas including public safety, risk management, labor & employee relations, public works,
engineering, and golf course operations; and
WHEREAS, during his service as Village Manager, he has made significant accomplishments to the Village and its
future, including the continuation of excellence in the area of budget and tax integrity, despite an extended period of
adverse economic times, the continued lowering of municipal debt levels, the continuation of infrastructure
maintenance and improvement projects, the design of a new pay and classification system for Village employees,
improving the Village's bond rating to AAA by both Moody's and Standard & Poor's; and
WHEREAS, William H. Brimm led the design, development and construction of the Arboretum Golf Club
clubhouse and banquet facility in 2003; and
WHEREAS, the Village President and Board of Trustees hereby dedicate the Arboretum Club in honor of William
H. Brimm for his years of service and commitment to the Village of Buffalo Grove; and
WHEREAS, William H. Brimm has been a member of the International City/County Management Association
(ICMA) whereby its members serve as stewards of representative democracy and practice the highest standards of
honesty and integrity in local governance, as expressed through ICMA's Code of Ethics;
WHEREAS, William H. Brimm was recognized by ICMA as a Credentialed Manager starting in 2007 and
recognized annually thereafter based on a combination of education and experience, adherence to high standards of
integrity, and an assessed commitment to lifelong learning and professional development.
WHEREAS, William H. Brimm has announced his retirement from the Village of Buffalo Grove.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, that
1. William H. Brimm be commended on his significant and numerous contributions to the betterment of
the Village of Buffalo Grove throughout his 32 years of exemplary service.
2. The Arboretum Clubhouse shall be named in honor of William H. Brimm for his years of service to
Buffalo Grove.
3. This Resolution be entered in to the public record of the Village of Buffalo Grove as a lasting reminder
of William H. Brimm's contributions to our Village.
