A RESOLUTION ENCOURAGING THE LAKE COUNTY BOARD TO AUTHORIZE AN
ADVISORY REFERENDUM CONCERNING THE EXTENSION OF ILLINOIS ROUTE 53
WHEREAS, Illinois Department of Transportation and the Illinois State Toll Highway Authority
completed the draft report of the Lake County Transportation Improvement Project, in September 2001;
and
WHEREAS, the Lake County Transportation Improvement Project report identified the extension
of Illinois Route 53, either as a freeway or a tollway, as one of the two final improvement alternatives best
suited to address the problem of traffic congestion in Lake County; and
WHEREAS, the Chicago Region 2030 Regional Transportation Plan, adopted in October, 2006
included the extension of Illinois Route 53 from Lake Cook Road north to Illinois Route 120 as a key
transportation improvement for the region; and
WHEREAS, the Lake County Public Works and Transportation Committee, on January 14, 2009
by a vote of 5 -2 recommended that the Lake County Board authorize an advisory question of public policy
be placed on the ballot asking Lake County voters whether the State of Illinois should construct the
extension of Illinois Route 53 within Lake County; and
WHEREAS, Lake County residents and other stakeholders have consistently expressed strong
support for the extension of Illinois Route 53, during the Lake County Improvement Project, in numerous
public forums, as well as directly to their locally elected officials; and
WHEREAS, the Village of Buffalo Grove, which represents over 44,000 residents, has repeatedly
recorded its formal support for the extension of Route 53 as a sensible approach to reducing the traffic
congestion problems that continue to negatively impact quality of life for the vast majority of Lake County
residents, including by Resolution 95 -27 (April 17, 1995), Resolution 98 -26 (July 6, 1998) and Resolution
2000 -12 (March 6, 2000), copies of which are attached hereto and incorporated herein; and
WHEREAS, the State of Illinois has previously indicated a desire to document a consensus as to
the citizens' desires to support the extension of Route 53; and
WHEREAS, the Village of Buffalo Grove strongly supports providing the residents of Lake
County with an opportunity to express their will on this important question of public policy by voting on a
referendum concerning the possible extension of Illinois Route 53 through Lake County in order to
demonstrate the consensus to the State of Illinois for said extension; and
WHEREAS, the Lake County Board is empowered to authorize the submission to referendum of
advisory questions of public policy to the voters of Lake County pursuant to 55 ILCS 515- 1005.5 as well as
Article 28 of the Illinois Election Code, 10 ILCS 5/28 -1 et seq.;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS that:
1. The Village of Buffalo Grove continues to support the extension of Illinois Route 53 in
Lake County, and urges its completion at the earliest possible time; and
2. The Village of Buffalo Grove strongly urges the Lake County Board to vote to authorize
an advisory question of public policy to be placed on the April 7, 2009 ballot that asks Lake County voters
whether the State of Illinois should construct the extension of Illinois Route 53 through Lake County; and
3. The text of this Resolution shall be spread upon the official record of the Village of
Buffalo Grove and a suitable copy shall be delivered to the Lake County Board at or before its meeting
scheduled for January 20, 2009.
