A RESOLUTION APPROVING AN
INTERGOVERNMENTAL AGREEMENT
WITH COOK COUNTY RELATED TO
LAKE COOK ROAD
WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the
Illinois Constitution of 1970; and,
WHEREAS, the quality of life is enhanced by a high quality arterial street
transportation system which operates efficiently and which does not experience extreme
congestion so as to induce motorists to "cut through" neighborhood streets in order to
reduce travel times; and,
WHEREAS, the Village is agreeable to implementing a study of Lake Cook Road
in the area between Raupp Boulevard and Hastings Lane as part of the Village's current
Phase I study of Weiland Road which includes the study of the Lake Cook Road and
Weiland Road intersection provided Cook County will reimburse the Village for the
study's expenses; and,
WHEREAS, a Reimbursement Agreement with the County of Cook is needed to
establish the provisions for reimbursement to the Village of Buffalo Grove from the
County of Cook so as to properly and fully reimburse the Village for involved costs of
the addition of the Lake Cook Road study areas to the currently ongoing Weiland Road
study.
NOW, THEREFORE, BE IT RESOLVED by the Village President and Board of
Trustees of the Village of Buffalo Grove, Cook and Lake Counties, Illinois, as follows:
Section l: The Agreement entitled "Reimbursement Agreement" related

to the addition of Lake Cook Road (Raupp Boulevard to Hastings Lane)
to the Village of Buffalo Grove's current Phase I engineering study of
Weiland Road, is hereby approved.
Section 2: The Village President and Village Clerk are authorized and
directed to execute the agreement. A copy of said agreement is attached
hereto and made a part hereof.

VILLAGE OF BUFFALO GROVE Section: 08- A5015 -01 -ES
This Agreement, made and entered into by and between the COUNTY OF COOK, a body politic and
corporate of the State of Illinois, hereinafter called "COUNTY', and the VILLAGE OF BUFFALO
GROVE, a body politic and corporate in the State of Illinois, hereinafter called "VILLAGE ".
WITNESSETH
Whereas, the VILLAGE has initiated a Phase I Engineering Study for improvement needs along
Weiland Road, including its intersection with Lake Cook Road; through a design engineering
consultant; and,
Whereas, the COUNTY and VILLAGE, in order to facilitate the free flow of traffic and ensure the safety
of the motoring public, are desirous of conducting a corridor study to identifyfuture improvement needs
along Lake Cook Road from Raupp Boulevard to Hastings Lane, including the potential realignment
and extension of Weiland Road south of Lake Cook Road to intersect with Buffalo Grove Road; and,
Whereas, it is in the mutual best interest of the parties hereto to implement the Lake Cook Road study
along with the Weiland Road study through a supplement to the current VILLAGE Study in order to
most effectively accomplish labor and cost efficiencies; and,
Whereas, the VILLAGE has offered to supplement its consultant engineering agreement to include the
Lake Cook Road corridor study, said study to include early coordination and data collection, field
topographic surveys and preparation of base maps, crash data analysis, traffic analysis, alternate
geometric studies, subsurface soils and pavement investigation, preliminary structural design, location
drainage study and hydraulic analyses, wetland study, highway noise analysis, air quality analysis,
comprehensive impacts and measures to minimize harm, draft environmental class of action
determination, draft project development report, IDOT coordination, public involvement, final
environmental class of action determination, final project development report, supervision,
administration and project coordination (hereinafter called "STUDY "); and, the results of said STUDY
will list improvement alternatives, options, scenarios, benefits and costs so that a rational decision can
be reached in determining future improvements and said STUDY is herein designated as County
Section: 08- A5015- 01 -ES;
Whereas, the COUNTY and the VILLAGE, by this instrument desire to determine and establish their
respective responsibilities toward engineering and funding of the STUDY.
Now, Therefore, in consideration of the mutual covenants contained herein and the above recitals and
other good and valuable considerations, the parties hereto agree as follows:
1. The VILLAGE shall:
a. serve as lead for STUDY and supplement its current engineering consultant agreement and
secure COUNTY approval for said supplemental agreement for STUDY, (estimated COUNTY
share $554,523.00). In the event that the costs for said STUDY exceed the total estimated
cost, said additional costs shall be cause for an Amendment to this Agreement prior to
reimbursement by the County;

b. submit STUDY reports, analyses, plans, etc. to the COUNTY and to IDOT for review and
secure concurrence from COUNTY and IDOT;
c. bill the COUNTY for one hundred (100 %) percent of the costs for the STUDY (estimated
COUNTY share $554,523.00) as follows: the first (equal to 60% of COUNTY share), following
VILLAGE approval of a supplemental engineering agreement for the STUDY and execution of
this reimbursement agreement by both parties; and on a progressive basis thereafter,
following expenditure of the initial 60% of COUNTY share;
d. reference all correspondence, bills, invoices and other documents for the STUDY with
COUNTY's identifier Section: 08- A5015- 01 -ES, and said invoices shall clearly differentiate
between the hours and dollars expended for the Lake Cook Road study compared to the
Weiland Road study; and,
e. furnish to the COUNTY three (3) copies of the final STUDY upon completion.
2. The COUNTY shall:
a. review the supplemental engineering agreement for the STUDY for adequacy and
acknowledge its concurrence for same to the VILLAGE;
b. pay one hundred (100 %) percent of the costs for the STUDY (estimated COUNTY share
$554,523.00) as specified in 1.c. hereinbefore, when invoiced by the VILLAGE; and,
c. review consultant submittals in a timely manner.
3. The COUNTY and the VILLAGE further agree that their respective successors and assigns shall
be bound by the terms of this Agreement.

RESOLVED, that the President of the Board of Commissioners of Cook County, Illinois,
on behalf of the County of Cook, is hereby authorized and directed by the Members of
said Board, to execute by original signature or his authorized signature stamp, two (2)
copies of a Reimbursement Agreement between the County and the Village of Buffalo
Grove, attached, wherein the Village will conduct a Phase I Engineering Study
(estimated cost $554,523.00) to refine an improvement scope of work along Lake Cook
Road from Raupp Boulevard to Hastings Lane, including the potential realignment and
extension of Weiland Road south of Lake Cook Road to intersect with Buffalo Grove
Road; that said study will include early coordination and data collection, field
topographic surveys and preparation- of base maps, crash data analysis, traffic analysis,
subsurface soils and pavement investigation, preliminary structural design, location
drainage study and hydraulic analyses, wetland study, highway noise analysis, air
quality analysis, comprehensive impacts and measures to minimize harm, draft
environmental class of action determination, draft project development report, IDOT
coordination, public involvement, final environmental class of action determination, final
project development report, supervision, administration and project coordination; that
the County of Cook will pay for one hundred (100 %) percent of the costs for the study
(County estimated cost $554,523.00) under County Section: 08- A5015- 01 -ES; and, the
Department of Highways is authorized and directed to return an executed copy of this
Resolution with Agreement to the Village of Buffalo Grove.
