2006-30• Resolution No. 2006- 30 • A Resolution Approving the Village of Buffalo Grove Emergency Operations Plan (EOP) WHEREAS, the purpose of the Village's Emergency Management Agency (EMA) is to plan and mitigate the response functions of the Village emergency management operations prior to, during and in a recovery phase of a disaster situation through an integrated emergency management system, and WHEREAS, the Village's EMA Coordinator is responsible for maintaining a Village disaster plan which has evolved through practice and amendment into the Village's Emergency Operations Plan ( "Plan"), and WHEREAS, this Plan is required to receive an annual review by the Village's Corporate Authorities as to intent and amendment of content from a past review; and WHEREAS, based on changing conditions, the Plan has been revised to reflect current conditions and federal/state requirements. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS that: 1) The Village of Buffalo Grove Emergency Operations Plan provides the basic framework to guide the Village, mitigate, prepare for, respond to, and recover from any major emergency or disaster which may affect a portion, or all of the Village of Buffalo Grove. The Plan identifies authorities and references, defines operational conditions, assigns emergency responsibilities, and provides a concept of operations utilizing the National Incident Management System (NIMS) and Incident Command System (ICS). 2) The Plan has been updated and reviewed by all emergency response departments of the Village including the Office of the Village Manager and Emergency Management Agency (EMA) Commission. 3) The Corporate Authorities do hereby approve the Village of Buffalo Grove Emergency Operations Plan, as revised in September, 2006. This Resolution shall be in full force and effect from and after its passage and approval. This Resolution shall not be codified. Village President ATTEST: Villa 'lerk FOREWARD Preparation for major emergencies and disasters requires contingency planning not only on the part of the Village President and the Emergency Management Agency (EMA) Director, but by all departments and agencies of local government. The major situations that this plan emphasizes are those that require coordination and direction from all Village of Buffalo Grove departments, and may require assistance and support from the county, state and federal governments. It is this need for coordinated emergency operations that distinguishes major emergencies and disasters from the emergencies that police and fire forces or hospitals and doctors deal with every day. Planning is particularly important to emergency operations since the margin for indecision is so small. How the Village of Buffalo Grove reacts in the time span before a disaster strikes to a few hours after will substantially influence the impact of the disaster on the local area. In major emergency situations, local government cannot wait - even for a few hours - for state assistance or direction. The Village of Buffalo Grove must be prepared to immediately mobilize and coordinate the operations of available local forces in order to minimise the loss of life and property. For this reason a major responsibility for emergency and disaster preparedness must be assumed by local agencies. The Illinois Emergency Management Act (20 l LCS 3305 /11) indicates that the effect of the declaration of a local emergency or disaster is to activate the emergency operations plan of the political subdivision. As such, this plan is written to include activities that will occur within Buffalo Grove following the activation of the plan. Preparedness activities, taken prior to the onset of an emergency or disaster, are not addressed in this document. The Village of Buffalo Grove Incident Command System (ICS) and the National Incident Management System (NIMS) provides a management structure and system for coordinating emergency operations between the Emergency Operations Center and the Incident Commander. The Incident Command System, National Incident Management System and the Village of Buffalo Grove Emergency Operations Plan are applicable to small scale daily operational activities, as well as major mobilization of the county, state, and federal responses. ICS provides the Emergency Operations Center (EOC) and the operational staff with a standardized operational structure and common terminology. Because of this, ICS provides a useful and flexible management system that is particularly adaptable to incidents involving multi jurisdictional or multi - disciplinary responses. ICS provides the flexibility needed to rapidly activate and establish an organizational format around the functions that need to be performed. A properly designed Emergency Operations Center (EOC) should serve as an effective and efficient facility for coordinating the Village of Buffalo Grove emergency response efforts. An EOC may serve a number of uses including operations, training, meeting. The EOC can optimize communications and coordination by effective information management and presentation. The Village of Buffalo Grove will adopt into the Emergency Operations Plan (EOP) all Homeland Security Presidential directives, as well as Federal Emergency Management Agency (FEMA) and Illinois Emergency Management Agency (IEMA) regulations.
