2004-19RESOLUTION NO. 2004- 19 A RESOLUTION APPROVING AN AGREEMENT FOR SURVEYING AND DESIGN SERVICES RELATED TO ROW ACQUISITION FOR A SECTION OF BIKE PATH RELATED TO THE LAKE COOK ROAD OVERPASS IMPROVEMENT AT THE WISCONSIN CENTRAL RAILROAD WHEREAS, the Village of Buffalo Grove is a Home Rule Unit pursuant to the Illinois Constitution of 1970; and, WHERAS, the quality of life is enhanced by a good quality transportation system including roadways and also sidewalk/bikeway facilities; and, WHEREAS, the completion of a section of Buffalo Grove's bikeway system which is critical to system continuity and safety was planned to be accomplished in conjunction with the Lake Cook Road Overpass Improvement at the Wisconsin Central Railroad; and, WHEREAS, a reimbursement agreement with the County of Cook, which was approved by the Buffalo Grove Village Board on July 26, 2004 by Resolution No. 2004 - 18, provides for Buffalo Grove to cause certain surveying, design and other services to occur related to ROW acquisition which is needed to construct the involved section of bikeway; NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS as follows: Section 1: The 4/30/03 letter agreement. from Civiltech Engineering, Inc. entitled "Proposal /Agreement for Professional Engineering Services, Lake -Cook Road Bike Path between Lexington Drive and Hastings Lane, Village of Buffalo Grove" is hereby approved. Section 2: The Village Manager and Village Clerk are authorized and directed to execute the agreement. MAY 2004 PW ADMIN Re: Proposal / Agreement for Professional Engineering Services Lake -Cook Road Bike Path between Lexington Drive and Hastings Lane village of Buffalo Grove Dear Mr. Boysen: Enclosed for your consideration is our Proposal / Agreement for Professional Engineering Services related to the alignment development of the bike path along Lake -Cook Road, between Lexington Drive and Hastings Lane. It is our understanding that, in conjunction with the widening of Lake -Cook Road, additional land was intended to be purchased on the, north side of the road, between Lexington Drive and Hastings Lane. For unstated reasons, the land acquisition for this lane failed to be completed and as a consequence, the continuation of the bike path was not completed within this area. The Village wishes.to encourage the land negotiations to resume and that the subject bike path be able to be .completed in a manner favorable to all parties. PROJECT. DESCRIPTION & SCOPE OF WORK As we understand, the Village wishes to identify the impacts of the proposed County alignment of the path, consider alternate paths that might have fewer impacts, and to be able to demonstrate the same both on paper and on -site. In order to complete the Village's objective, we propose to have a topographic survey conducted of the area between the northern curb along Lake -Cook Road and the southern curb of the parking lot of the parcel immediately north of Lake- Cook.Road, between Lexington Drive and Hastings Lane. This topographic survey will locate all above ground features and obtain ground elevations within this area. We propose to utilize the services of Jorgensen & Associates to perform this survey. The first drawing will illustrate the proposed alignment of the. 10- foot wide P.C. Concrete Sidewalk proposed by the County of Cook, as illustrated on the plans for Lake -Cook Road dated 2001. This drawing will indicate all interferences the sidewalk would encounter within this area. The second drawing will illustrate an alternate alignment f'or the bike path, which would minimize the impacts to existing topographic features. This alternate alignment is to be contained within the proposed area of acquisition, and maintain applicable AASHTO and IDOT standards for combined pedestrian /bike path use. The width of the path and the horizontal geometry will be annotated on this plan. Vertical geometry, in the form of a profile, will not be prepared, as part of this work. Upon completion of these drawings, we will present them to the Village Staff for review and comment. Appropriate adjustments to the proposed alignment will be made after that meeting. 'This scope of work also includes field layout for the purpose of public demonstration of the location of the proposed path. The limits of the proposed acquisition will be staked with lath and the alignment of the path would be either staked or painted (at the choice of the Village), in order for the alignment to be viewed. by all concerned parties. Jorgensen & Associates will provide assistance with this task as wen, and is included in their fee, as shown on their proposal in Appendix A. The drawings, along with a cover sheet, will be provided to the Village for future use. GENERAL CONDITIONS This proposal does not include the following: — Quantity calculations or estimates of construction costs — Detailed utility re- design — Geotechnical analysis or Pavement design — Preparation of specifications or contract / bidding documents — Construction Layout or supervision — Plat preparation, property pinning, or land acquisition negotiations services 2. This proposal does not include preparation of construction plans or documents. 3. Coordination with the current land owners will be made by the Village and all field meetings to be attended by the Engineer with the land owner will be set up by the Village. Page 3 of 3 Proposal ( Agreement for Professional Engineering services Lake -Cook Road Bike Path between Lexington Drive and Hastings Lane April 30, 2004 PROJECT SCHEDULE Upon acceptance of this proposal by the Village, we are prepared to commence with this project. We anticipate that we would present the drawings to the Village for consideration and comment within a month following the approval of this proposal. Field layout of the path will be performed based on the Village's schedule ESTIMATE OF FEE In order to calculate our "not -to- exceed" fee, we have estimated the manhours to. complete the individual tasks outline in the Scope of Services section of this proposal. This manhour and fee calculations have been attached for the Village's reference. Our fee for this work is the actual direct labor times a factor of 2.80 to cover overhead and indirect costs, payroll burden and fringe benefit costs and profit. Direct costs such as printing, vehicle expenses and sub - consultant costs will be billed at their actual cost. Our maximum not -to- exceed fee for this project is $8,924. A detailed manhour and direct cost estimate along with Cost Estimate for Consultant Services is included in Appendix B. Additionally, we will establish the existing north R.O.W. line of Lake -Cook Road, the east R.O.W, line of Lexington Drive, the west R.O.W. line of Hastings Lane and mark the proposed R.O.W., line of Lake -Cook Road and the proposed bike path centerline with lathe. Upon completion of the field survey we will prepare a topographic base map containing all of the above ground physical features located during our survey, including contours at 1 foot intervals and the previously described R.O.W. lines. Upon completion of the topographic base map preparation we will provide you with 2 copies of the survey, 1 reproducible drawing and compatible electronic media containing the "AutoCAD" drawing and T.I.N. We will complete all work within 30 days of your notice to proceed.
