2003-54RESOLUTION NO. 2003- 54 0 A RESOLUTION APPROVING AN AGREEMENT FOR PHASE II (DESIGN) ENGINEERING SERVICES FOR THE IMPROVEMENT OF DEERFIELD PARKWAY (ILLINOIS ROUTE 83 TO WEILAND ROAD) STREET IMPROVEMENT WHEREAS, the improvement of the Deerfield Parkway Corridor in Buffalo Grove was agreed to in the multi- corridor transportation agreement with the County of Lake which was approved on 6/5/95 by Buffalo Grove Resolution No. 95-44 entitled "A Resolution Approving a Multi- Corridor Agreement with Lake County"; and, WHEREAS, improvement planning has been completed in accordance with the process agreed to with the Lake County Division of Transportation (LCDOT) through Buffalo Grove Resolution No. 2000- 53 entitled "A Resolution Providing Concurrence with an Implementation Plan for the Deerfield Parkway (Illinois Route 83 to Weiland Road) Improvement" as approved on 11/6/00; and,. WHEREAS, an agreement for the provision of Phase II (design engineering) services is required in order to proceed with the project in accordance with the established implementation plan; and, WHEREAS, it is desired to continue the engagement of the engineering firm which has recently completed the updates of the project's Phase I studies which have received the State and Federal approvals which were necessary prerequisites for insuring the project's eligibility for Federal funding assistance. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, as follows: Section 1. The scope of work, and subsequent design, is to be based on the approved Project Development Report dated January 29, 1993, and associated Addendums to that report dated April 21, 1995 and November 27, 2002 and approved on January 27, 2003. In our revised proposal / agreement, we have provided a brief project description, our anticipated scope of work, project schedule and the associated fee for these services. It should be noted that the final segment between IL Route 83 and Weiland Road is now named Deerfield Parkway and will be referred to as that in this proposal. I. Project Description The Deerfield Parkway STP Improvement is located in Buffalo Grove, Lake County, Illinois. The Village of Buffalo Grove and the Lake County Division of Transportation are pursuing reconstruction of the existing Deerfield Parkway between IL Route 83 and Weiland Road. Deerfield Parkway currently exist: as a three -lane cross section consisting of one through lane in each direction with a center median and variable width shoulders. Left and right turn lanes are present at most intersections. All the stages proposed in the original Project Development Report (PDR) have been completed except for Stage II which is the final portion between IL Route 83 and Weiland Road. For this segment, two stages are proposed for construction. Stage I of the improvement will consist of providing two through lanes in each direction along with a 16 -foot landscaped median and left turn lanes. The improvements for Stage I will also include widening of Buffalo Grove Road to provide 2 through lanes in each direction separated by an existing 16 -foot landscaped median and left turn lanes in the vicinity of the intersection with Deerfield Parkway. Stage II would consist of constructing separate right turn lanes on all four legs of the Buffalo Grove Road / Deerfield Parkway intersection. The proposal contained herein is only for Stage I construction of the Deerfield Parkway STP Improvement. II. General Scope of Work Civiltech Engineering proposes to complete the civil engineering design required for this stage of the development for the Village of Buffalo Grove. Our proposed scope of work is to perform roadway design and to assemble construction plans, specifications, special provisions and an engineer's estimate of construction cost and construction time for the reconstruction of Deerfield Parkway, from a point approximately 600 feet east of IL Route 83, eastward along the existing alignment to a point approximately 450 feet west of Weiland Road. Total length of the Deerfield Parkway improvement is 5,800 feet. Additional design will be necessary along both Buffalo Grove Road and Highland Grove Drive. The total length of the Buffalo Grove Road and Highland Grove Drive improvements are 2,275 feet and 700 feet respectively. The scope of work, and subsequent design, is to be based on the previously approved Project Development Report (PDR), dated January 29, 1993 and approved on September 29,1993; the Addendum No. l approved on June 6, 1995, and the subsequent Addendum dated November 27, 2002 and approved on January 27, 2003. In addition to roadway design, this scope of work will include traffic signal improvements, storm water management, storm sewer design and coordination with existing utilities. The disturbance of wetland areas is known to be unavoidable for this project. Wetland delineation, permitting, and coordination are included as part of this scope of work. The existing highway lighting along Deerfield Parkway has gaps with no transition in lighting. Therefore, there is a need to provide a continuous highway lighting system along Deerfield Parkway for both pedestrian and vehicle safety. ..• We propose to perform and obtain a complete and total topographic survey of the roadway within the project limits to include portions of IL Route 83, Green Knolls Drive, Laraway Drive, Buffalo Grove Road, Hidden Lakes Drive, Highland Grove Drive Deerfield Parkway STP Improvement Revised Proposal /Agreement for Professional Engineering Services December 16, 2003 Page 3 of 13 (north and south), the Buffalo Grove Fire Station 26, Fabish Drive (north and south) and Weiland Road. All topographic features will be field located and plotted on the final map, including but not limited to, trees (6" & larger), drainage structures, signs, manholes, utility poles, pavement, culverts, etc. All manholes will be detailed with rim and invert elevations, pipe sizes and direction of flow. B. Soil Boring and Analysis We propose to obtain additional soil borings and pavement cores to supplement those obtained during the Phase I study included as part of PDR. Specifically, we propose to obtain additional borings and cores in the vicinity of the roadway widening for both Buffalo Grove Road and Highland Grove Drive. We propose to utilize the services of Schleede- Hampton and Associates, Inc. for this work. Schleede- Hampton would work as a sub - consultant to Civiltech Engineering. Their proposal for the work to be performed has been included in Appendix I. C. Data Collection and Early Coordination 1. Project Kick -Off Meeting with Village - This work item will include an initial meeting with the Village to further discuss project scope, schedule and future coordination with the Illinois Department of Transportation (IDOT), the Lake County Division of Transportation(LCDOT), the Lake County Stormwater Management Commission (LCSMC), and any other agencies deemed appropriate, to acquaint them with the project, to determine their specific requirements with regards to this project, and in an attempt to discover any conflicting issues not previously recognized. 2. Review Project Phase I Report - The Project Manager and Design Engineers will review in detail the Phase I PDR to ensure that the design of the proposed improvements are in accordance with said approved document. Furthermore, the report will be reviewed to ensure that any commitments made to agencies or property owners affected by the project during Phase I are addressed during Phase II. 3. Obtain and Review Record Data and Utility Information - We will obtain existing plans, aerial photographs, utility atlases, previously completed drainage studies and right -of -way information from the Village of Buffalo Grove. A complete photo log of the project area will also be obtained to aid during the design phase. We will also contact j.U.L.I.E. to obtain locates for the existing utilities that we believe might be in conflict with the proposed construction or for those utilities that may require relocation. Private utilities will also be contacted as part of this work in order Deerfield Parkway STP Improvement Revised Proposal /Agreement for Professional Engineering Services December 16, 2003 Page 4 of 13 to obtain their current atlases and location descriptions within the project's limits. 4. Illinois Department of Transportation Bureau of Local Roads and Streets (IDOT -BLR) Coordination Meeting - We will arrange a joint meeting with IDOT- BLR and the Lake County Division of Transportation early to present the project, ensure that they are in agreement with the proposed project schedule, and commit to timely reviews in order to meet the Village's proposed schedule. 5. Base Sheet Preparation - This work will include downloading topographic survey information into a computer -aided design (CAD) work station using AutoCAD software. A 1 " = 20' scale will be utilized in the development of contract plan and profile base sheets. The preparation of these base sheets will include identification and "plotting" of all known existing utilities within the project limits. 6. Sub - surface Pavement Investigation and Pavement Core Analysis - This work will involve our review and coordination with the Geotechnical Sub - Consultant Schleede- Hampton & Associates. D. Preliminary (50 %) Plan Submittal 1. Proposed Design Effort. The Preliminary Plan Submittal will serve as a progress submittal for review by the Village and its staff, in an effort to identify and address any significant design issues. We will communicate with the Village throughout the design process to go over any pending design issues. The Preliminary Plan Submittal will consist of the following plan sheets at approximately a 50% level of completion: 1. Title and Index of Sheets (1 sheet) 2. Existing Typical Sections (1 sheet) 3. Proposed Typical Sections (2 sheets) 4. Maintenance of Traffic Plan - 3 stages (1 " = 50') (15 sheets) 5. Plan and Profile (1 " = 20') (16 sheets) 6. Drainage and Utility (I" = 20') (16 sheets) 7. Cross Sections (32 sheets) Our goal with this submittal will be to submit the above plans to the Village and LCDOT concurrently. A submittal to IDOT at this stage of the project will probably not be useful. However, we will verify this assumption at the joint IDOT and LCDOT meeting. A pavement design will be made in accordance with the current PDR Addendums and current IDOT procedures & policies concerning Superpave design and materials. Based on previous experience with the Lake County Division of Transportation, we are providing the preliminary construction staging / Maintenance of Traffic Plans 9. ® Q Deerfield Parkway STP Improvement Revised Proposal/Agreement for Professional Engineering Services December 16, 2003 Page 5 of 13 early on in the project. Thereby, we will provide them the opportunity to review the plans and to offer comments or suggestions. The development of Pre -Final Contract Plans and documents will proceed throughout the Village's and LCDOT's review of the Preliminary Plan Submittal. If necessary, a meeting to discuss any Village or LCDOT comments or concerns about the preliminary plans will be arranged. Also in an effort to alert the various utility companies of possible conflicts and to advise them of the overall project schedule, we will submit the 50% plans for their review. It is our hope that this submittal will sufficiently define the conflicts such that the utility companies can, at a minimum, perform the necessary engineering for any required utility relocations such that the relocations could be performed in advance of the actual construction. Civiltech will perform the necessary coordination with the utility companies and follow up as needed on each of our submittals. This will attempt to ensure that no utility company is ignoring the project. E. Pre -Final (90 %) Contract Plans We propose to assemble pre -final contract plans in accordance with the Project Development Report and in accordance with the current Village of Buffalo Grove and IDOT standards. We anticipate that the contract plans will contain the following drawings (we have listed in parentheses the anticipated number of sheets): • Title and Index of Sheets (IDOT format) (1 sheet) • General Notes (1 sheet) • Summary of Quantities (2 sheet) • Existing Typical Sections (1 sheet) • Proposed Typical Sections (2 sheets) • General Plan / Alignment & Ties (1" = 501) (5 sheets) • Maintenance of Traffic Plan - 3 stages (1 " = 501) (15 sheets) • Plan and Profile (1 " = 20') (16 sheets) • Drainage and Utility (1 " = 20') (16 sheets) • Striping, Signing, and Landscaping Plan (1 " = 50') (5 sheets) • Traffic Signal Plans (19 sheets) • Lighting Plan and Details (12 sheets) • Soil and Erosion Control Plan (1 " = 50') (5 sheets) • Cross Sections (32 sheets) • Construction Details (4 sheets) W estimate that the contract plans will contain 136 sheets. The cross sections will be prepared at 50 -foot intervals and will include full sections at intersections and culverts. Half width cross sections will be prepared at driveways entrances and accesses. Utility design and preparation of the plans involving utilities is primarily limited to the Deerfield Parkway STP Improvement Revised Proposal /Agreement for Professional Engineering Services December 16, 2003 Page 6 of 13 design of drainage facilities and the relocation of publicly owned existing utilities. Coordination with private utility companies (such as NiCor, Commonwealth Edison, telecommunication companies, etc...) will be included with the overall scope of work. Roadway Lighting. As mentioned previously, there is a need to provide continuous highway lighting along Deerfield Parkway for both pedestrian and vehicle safety. We propose to utilize the services of Sunjoy, Inc. for the design and transition of lighting along Deerfield Parkway and Buffalo Grove Road as required. Sunjoy would work as a sub - consultant to Civiltech Engineering. Sunjoy and their design team have over 39 years of experience in the lighting /engineering field and have IDOT pre - qualification. A proposal for the work to be performed by Sunjoy has been included in Appendix I. In the preparation of this proposal, we noted that there exists a portion of Buffalo Grove Road, between the northern project limits established by the Phase I PDR and Thompson Boulevard, where a section of Buffalo Grove Road will have no lighting. However, it is our understanding from conversations with the Village that plans for roadway lighting beyond the northern project limits are not to be included within the construction documents nor are they to be anticipated at this time. Should the Village desire to install this short section of lighting south of Thompson Boulevard, the work needed to incorporate these lights into the plans at a later date will have to be duplicated and the resultant costs would be developed at that time. Design Coordination. By this agreement, it is recognized by both the Village and the Engineer that further data collection and design coordination will be required prior to the development of the construction plans. It has been assumed that the Village will provide to Civiltech all available data and as -built design plans regarding the existing lighting system network. Currently, we know of no plans for the extension of new publicly owned utility mains, such as sanitary sewers and water mains, nor private utilities such as gas, electric, cable television or telecommunications. Therefore, the design of or allowance for any such utilities is not included in this agreement. We will provide the various utility companies with preliminary and final plans for their use, coordination and comment. The design of new storm sewers, and the spacing of gutter inlets will be in accordance with the IDOT drainage manual as well as standards set forth by the LCSMC. A ten -year storm frequency will be used for the design of the storm sewer system and inlet spacing. It is assumed that detention for the proposed improvements within Basin No. 2 and Basin No. 3, Station 30 +00 to Sation 48 +00 and Station 48 +00 to Station 78 +13 respectively, will be provided for by a parallel oversized storm sewer system, in order to obtain the required volumes. © a► Deerfield Parkway STIR Improvement Revised Proposal /Agreement for Professional Engineering Services December 16, 2003 Page 7 of 13 Prior to the design of these storm water detention facilities, a coordination meeting between Buffalo Grove and LCSMC will be held to discuss the PDR meeting memorandum dated November 18, 1992. In this meeting memorandum, it states that "no additional stormwater detention storage has been planned for the project." However, the PDR addresses the Proposed Roadway Drainage with detention to be provided by a parallel storm sewer or by over - sizing the storm sewer within the above referenced Basin No.2 and No.3. Traffic Signal Design. The existing traffic signal at Deerfield Parkway /Buffalo Grove Road will be modified as part of this project to accommodate the additional through lane in each direction. A new signal will also be installed at the Highland Grove Road intersection. Each of these signals will utilize Autoscope for vehicle detection and will include emergency vehicle preemption equipment. A new signal will also be installed at Fire Station 26 (about 300 feet east of Highland Grove Road). This signal will be activated by a pushbutton to be located inside the fire station. This pushbutton will also place a call to the east -west emergency vehicle preemption sequence at Highland Grove Road. A traffic signal interconnect will also be constructed from the signal at IL Route 83 to Weiland Road. This work includes preparation of the following plan sheets for the traffic signals and traffic signal interconnect for this project: Deerfield Parkway @ Buffalo Grove Road Temporary Traffic Signal Plan (1 sheet) Temporary Cable Plan & Sequence of operations (1 sheet) Traffic Signal Modification Plan (1 sheet) Cable Plan (1 sheet) Sequence of Operations /Schedule of Quantities (1 sheet) Deerfield Parkway @ Highland Grove Drive and Fire Station 26 Traffic Signal Plan (2 sheets) Cable Plan (2 sheets) Sequence of Operations /Schedule of Quantities (2 sheets) Traffic Signal Interconnect Plan (3 sheets) Traffic Signal Interconnect Schematic (1 sheet) Traffic Signal Details (4 sheets) Also included will be the preparation of special provisions for the traffic signal equipment and development of quantities and an estimate of cost for the signal equipment. Pre -Final Special Provisions We will prepare detailed special provisions that supplement the Illinois Department of Transportation's "Standard Specifications for Road and Bridge Construction" dated January 1, 2002, as well as incorporate the applicable LCDOT and Village of Buffalo Grove standard Special Provisions. In addition, we will include the latest IDOT Recurring Special Provisions Check Sheet with the Special Provisions. The most recent set of IDOT's Interim Special Provisions (ISPs) and District 1 Special Provisions will be reviewed and included in the bid package should they apply. G. Pre -Final Quantities, Engineer's Estimate of Cost and Construction Time Prior to the completion and submittal of the Pre -Final Contract Plans, we will perform preliminary quantity calculations in order to develop an Engineer's Estimate of Cost based upon unit prices taken from recent bid tabulations from similar sized projects. Moreover, we will develop a realistic construction schedule based on the estimated quantities. As part of Civiltech's effort on this project, we will prepare our first Estimate of Cost in conjunction with the preparation of the Pre -final plans. We feel that, prior to this point in the preparation of the construction documents, any cost estimate prepared would be no more accurate than that prepared as for the Project Development Report. The preparation of cost estimates is a significant effort and in order to hold professional fees to a minimum, we desire to be clear in this regard. Any cost estimates requested to be prepared prior to the submission of the pre -final plans will be considered out of the scope of the work described herein. H. Pre -Final Project Submittal Schedule and Review Meeting The pre -final contract documents will be submitted to the Village, IDOT and LCDOT for review. We will also submit the contract plans to the various utility companies to address any of their issues that were not covered under the preliminary submittal. A project review meeting will be held with the Village and other agencies to address design issues and plan comments generated from the pre -final contract document review. Civiltech proposes to provide wetland delineation services for the roadway corridor of Deerfield Parkway from Illinois Route 83 to Weiland Road. Procedures to complete these wetland delineation services will conform to the standards as presented in the 1987 Corps of Engineers Wetlands Delineation Manual, as well as the August 14, 2001 edition of the Lake County Watershed Development Ordinance. Deerfield Parkway STP Improvement Revised Proposal /Agreement for Professional Engineering Services December 16, 2003 Page 9 of 13 Per Article IV, Section E.3.a of the Lake County Watershed Development Ordinance a wetland delineation is required for the Deerfield Parkway Improvement. The original wetland determination and delineation was performed as part of the original Project Development Report on May 13, 1992. The minimum three (3) years of validation for wetland delineations and permit applications has been exceeded. Therefore, as part of the wetland delineation process, an off -site record /document review will be conducted, followed by an on -site investigation and wetland delineation report. Procedures to complete these tasks include on -site testing for the presence of hydric soils, hydrophytic vegetation and sufficient hydrology. All jurisdictional wetlands and isolated wetland limits within the roadway corridor and buffer areas will be flagged for survey and agency review. Civiltech's Lake County Certified Wetland Specialist will delineate all corresponding isolated wetlands. Civiltech will survey the limits of the wetlands and incorporate this information within the electronic base information for the project. Civiltech will schedule on -site meetings with the USACE and the Lake County Stormwater Management Commission (LCSMC) to review the jurisdictional wetland and isolated wetland determinations. The final wetland delineation report will be submitted to the USACE for concurrence. Once the final set of roadway plans is complete, the delineation report will be submitted to the USACE for 401/404 permitting. A copy of the final wetland delineation report will also be included in the Lake County Watershed Development Permit Application. These wetland services do not include wetland mitigation. J. Project Submittals, Agency Coordination and Permitting 1. Project Submittals and Agency Coordination As noted above, we will make the necessary document submittals, and follow through with each agency in regards to their review comments or to discuss possible plan changes necessary to resolve utility conflicts if possible. 2. Permitting a. Drainage - As part of this work, we propose to obtain the required permits from the Lake County Stormwater Management Commission and or the Village of Buffalo Grove as a certified community. The permit will be for the design and construction of all on -site storm water conveyance systems in accordance with the Lake County Watershed Development Ordinance. It is our understanding that the design of these storm water systems will include Deerfield Parkway STP Improvement Revised Proposal /Agreement for Professional Engineering Services December 16, 2003 Page 10 of 13 reviewing the project to determine if detention will be required in accordance with the Lake County Stormwater Development Ordinance. The Project Development Report states that "no additional stormwater detention storage has been planned for the project ", according to the LCSMC meeting memorandum dated November 18, 1992. It was indicated that the adjacent developments have provided sufficient stormwater detention storage to accommodate the proposed improvement. Therefore, in an effort to satisfy the intentions of both the LCSMC and the Village of Buffalo Grove we will schedule a meeting to verify detention requirements for the proposed improvements prior to the design of those facilities. If necessary we will meet again with LCSMC to discuss review comments and to obtain a stormwater management permit. No contact will be made with LCSMC unless previioulsy authorized by the Village. . Construction - We propose to obtain the required construction approval and permits from the Lake County Division of Transportation for the applicable items as they pertain to the reconstruction of Deerfield Parkway. These items include the existing signal modifications at Buffalo Grove Road and the proposed permanent signal installations at Highland Grove Drive and the Buffalo Grove Fire Station 26. Required permit fees for any agency are to be paid for by the Village. The fees themselves have not been included in this proposal. K. Final Contract Plans, Special Provisions, Engineer's Estimate of Cost and Construction Time After completion of the Village's, LCDOT's, and IDOT's review and resolution of other agencies' concerns, the Contract Plans, Special Provisions, Engineer's Estimate of Cost and Construction Time will be finalized. Once the final comments have been addressed, we will furnish the Village and the Lake County Division of Transportation with two (2) copies of the final approved documents. We will furnish IDOT with the appropriate number of copies as well as the original approved contract documents for reproduction and distribution to prospective bidders. I.,. Project A °stration During the course of the Deerfield Parkway STP Improvement, Civiltech will at key stages in the development process re- evaluate the project schedule to ensure that all design activities are performed in accordance with the accepted criteria, provide coordination between Civiltech and the Village of Buffalo Grove and other agencies involved in the Deerfield Parkway STP Improvement Revised Proposal /Agreement for Professional Engineering Services December 16, 2003 Page 11 of 13 project, and maintain the project budgets. PROJECT SCHEDULE For purposes of preparing the schedule included with this proposal, we have used the anticipated Illinois Department of Transportation's letting schedule through 2005. The Village is desirous of an early project start in 2005. Accordingly, we have selected the IDOT scheduled letting date of January 21, 2005. In order to make this letting all contract documents must be completed and approved by IDOT on or before November 5, 2004. This schedule allows for one two month and one month and a half public agency review periods. Our proposed project schedule is included in Appendix II. MANHOURS & COST ESTIMATE OF CONSULTANT SERVICES We propose to perform the work outlined herein for a "not -to- exceed" maximum fee developed on the basis of the estimated man hours to complete the work. Compensation for our work will be based upon actual labor dollars expended times a factor of 2.293 to cover actual payroll, overhead and indirect costs, payroll burden and fringe benefit costs and profit. Our approved IDOT overhead rate for fiscal year ending December 31, 2002 is 134.28% (59.57% of direct labor for Payroll Burden & Fringe Costs and 74.71 % of direct labor for Overhead & Indirect Costs). A copy of our IDOT Prequalification Letter is included in Appendix III. Using this approved IDOT overhead rate and the IDOT profit formula (14.5% x 2.3 x direct labor) results in an overall billing factor of 2.6763. In order to reduce the fee it is agreed that we will use an overall billing factor of 2.293. Direct costs such as printing, vehicle and equipment expenses ($50.00 /day) and sub- consultant expense will be billed at their actual cost. Our maximum "not -to- exceed" fee for the Deerfield Parkway STP Improvement Project is $347,920 and is the result of our manhour calculations and "Cost Estimate of Consultant Services" which are included in Appendix III. Our invoice will be forwarded to the Village on a monthly basis, for actual manhours expended on the project, plus reimbursable expenses invoiced as of the date of the invoice. Plans will be drawn on 24" x 36" mylar base sheets. C. All plans are to be completed using English measurement units. D. The ENGINEER will attend meetings when requested to do so by the Village. E. All work performed by the ENGINEER shall be in accordance with applicable State, County or Village design practices and procedures. F. Any fees associated with securing permits or costs of easements shall be paid directly by the Village. G. The Village will reserve the right to terminate this proposal /agreement at any time. The Village shall provide the ENGINEER written notice of termination, specifying the limits of the termination. Termination shall be effective upon receipt of the notice. The Engineer shall be paid for all services performed up to the date of termination. H. In the event that the plans are found to be in error during construction and revisions to the plans are necessary, the ENGINEER agrees that he will perform such work without extra expense to the Village. I. All plans and other documents furnished by the ENGINEER will be endorsed by him and show his professional seal where necessary. J. This agreement has assumed that none of the existing major cross road drainage structures will require modification. Any engineering effort regarding the adjustment in length, configuration, size, shape, or hydraulic / hydrologic capacities is to be considered beyond the scope of work. IC.
