RESOL TION 2003- 50
WHEREAS, Raymond O. Rigsby has served the Village of Buffalo Grove for 24 years; and
WHEREAS, Ray has had an honorable record of municipal employment which began with the Barrington
Public Works Department from 1965 to 1979, then an interruption from 1966 to 1970 during which time Ray served with
distinction in Vietnam as a decorated Navy Corpsman for the U.S. Marine Corps; and,
WHEREAS, Ray began his employment for the Village of Buffalo Grove on November 19,1979; at a time of
growth and development of many of today's successful systems and infrastructure, and,
WHEREAS, as the Superintendent of Public Works, Ray has contributed significantly to the management of
the public works operations division which oversaw the Village's growth from approximately 20,609 to the current
population of approximately 43,307, and the from approximately 4.5 square miles to the Village's current area of
approximately 9.0 square miles; and,
WHEREAS, Ray has provided high quality management for the Public Works Operations Division including:
�s • The annual budget preparation and administration of the Village's highly efficient central garage program which
provides vehicle maintenance and purchasing services for all police, fire, administration and public works vehicles.
• The development of the snow and ice control program which consistently results in excellent service to the Village's
residents and also resulted in the salt institute's "Excellence in Storage " award recognition being received in 1989
and repeated each year thereafter.
• The management of the Village Forestry Program including serving in a landscape design consulting capacity to
the Village Board and commissions. The Village's high quality Forestry Program has resulted in the Village
receiving the national Arbor Day Foundation "Tree City USA" recognition in 1988 and each year thereafter.
• The development and implementation of a high quality maintenance management system which has resulted in
accurate total and unit cost information being developed for 1983 and all subsequent years, accommodating
detailed cost effectiveness analysis of all Public Works Operations Division activities.
WHEREAS, Ray has served the Buffalo Grove community in many ways, including as an outstanding
participant in the Buffalo Grove Days celebration for many years, serving as a staff liaison on the Buffalo Grove Days
Committee each year since 1990; and, through his active involvement in the Buffalo Grove/Wheeling VFW Post 7879,
including serving as Post Commander; and
WHEREAS, Ray has consistently EXCEEDED EXPECTATIONS in the discharge of all his duties and tasks
and has left within his department a spirit of ethical conduct, work values, and loyalty to mission which will assure the
Public Works Department success in the future.
Therefore, I, Elliott Hartstein, President of the Village of Buffalo Grove, along with the Board of
Trustees, do hereby convey both our gratitude and our best wishes to Raymond O. Rigsby upon his retirement and
wish him many more successes in his future endeavors.
