A RESOLUTION COMMENDING
`
WILLIAM H. BRIMM FOR 25 YEARS OF PROFESSIONAL SERVICE
TO THE VILLAGE OF BUFFALO GROVE
WHEREAS, Bill Brimm began his career in Buffalo Grove on January 16, 1978 serving as its
Finance Director at a time when growth within the community and its financing requirements were
accelerating at a rapid rate; and
WHEREAS, Bill Brimm, as Finance Director, adopted accounting practices and reporting
meeting or exceeding the highest professional standards and recommended financial policies that were
insightful and innovative during the Village's extended period of growth; and
WHEREAS, those programs and practices yielded long term stability in the financial condition
during a period when assessed value grew from 122.9 million to 11.2 billion, and our population grew from
16,000 to 43,000, and yielded the following results:
A. A 2003 tax rate comparable to the Village's 1979 rate
B. A stable water rate of $1.80 /1000 gal. for 21 years, and a two- thirds reduction in water fees
C. 17 GFOA Certificates of Financial Reporting Excellence
D. Consistent improvement in our bond rating to our present AA, AAl :ratings.
E. Tax abatements exceeding $58,000,000; and
WHEREAS, for the past 3 years, Bill Brimm has assumed the additional responsibilities as one of
2 Assistant Village Managers assuming broader major responsibilities of general management, including
serving as Acting Village Manager in the Manager's abserice, "and representing the Village's interests in the
Arboretum Golf Club construction program; and
WHEREAS, throughout his career, Bill Brimm has achieved this performance with a small but
"approached
motivated staff and has his assignments each day with enthusiasm and professional
commitment.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE THAT Bill Brimm be
commended for his outstanding achievements during his 25 years, and that this Resolution be entered into
the public record of the Village of Buffalo Grove.
