2002-23r 0 1 - 0 RESOLUTION NO. 2002- 2 3 A RESOLUTION CONCERNING STATE INCOME TAX AND PHOTOPROCESSING TAX SHARED WITH LOCAL MUNICIPALITIES WHEREAS, the Local Share of the Illinois Income Tax is one -tenth (1 /10) or 0.3% of the 3% individual income tax and 0.48% of regular corporate income tax; and WHEREAS, a change to one - eleventh (1 /11) will reduce each and every Illinois municipality's revenue by approximately $6.75 per person, per year; and WHEREAS, municipalities, since the adoption of sales tax reform in 1986 have received funds from the state sales taxes raised from photoprocessing; and WHEREAS, that photoprocessing revenue is distributed to municipalities at a rate of approximately $2.10 per person, per year; and WHEREAS, municipalities have suffered significant losses of income tax revenue from both the faltering economy as well as the recently enacted Federal Economic Stimulus Package; and WHEREAS, proposals before the Illinois General Assembly have suggested that the local one -tenth share of the state income tax be reduced to a one - eleventh share and that the photoprocessing tax sharing with municipalities be abolished; and WHEREAS, these proposals would reduce local shared revenue by an estimated $8.85 per person, per year for a total estimated loss of $110 million statewide or $379,745 to the Village of Buffalo Grove with such funds used to provide for key services such as police, fire and public works; and WHEREAS, Illinois municipal officials believe that the General Assembly, by taking this action, would be adversely impacting what has been a longstanding, mutually beneficial partnership with Illinois municipalities. NOW, THEREFORE, BE IT RESOLVED BY THE PRESDIENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS that: Section 1. The General Assembly and Governor George Ryan are asked to oppose any and all efforts to reduce the local government share of the Illinois Income Tax to less than the current one -tenth of net receipts as well as those efforts to abolish the sharing of the State Photoprocessing Tax with municipalities. Section 2. The Village Clerk is hereby directed to file a certified copy of this Resolution with state senators and representatives elected to represent the Village of Buffalo Grove. In addition, copies shall be filed with the Illinois Municipal League and Northwest Municipal Conference.
