2002-21! 1 1 1 0 RESOLUTION NO. 2002- 21 A RESOLUTION ENCOURAGING FURTHER LEGISLATIVE EFFORTS IN SUPPORT OF AMENDING THE ILLINOIS FREEDOM OF INFORMATION ACT TO PERMIT EXEMPTIONS REGARDING INSPECTION AND COPYING OF A LOCAL EMERGENCY OPERATIONS PLAN WHEREAS, the Village of Buffalo Grove's Emergency Services and Disaster Commission is required as part of its duties as set forth in the Village's Municipal Code to prepare, maintain and update a local emergency operations plan ( "Plan"); and WHEREAS, that Plan includes procedures, policies and practices intended to guide Village public safety, public works and administrative departments in addressing a wide variety of emergency and security matters that may affect the Village, residents and properties; and WHEREAS, content of the Plan as it currently exists, or due to subsequent amendment, may include detailed content critical to the effective execution of local security and emergency incidents; and WHEREAS, non - discretionary disclosure of Plan content may affect the Village's ability to prepare for and manage emergency situations if emergency and security procedures were readily accessible; and WHEREAS, the Illinois Emergency Management Agency, Illinois Environmental Protection Agency, Illinois Office of Nuclear Safety and the Office of the Governor are working with the state legislature on legislation intended to amend the Illinois Open Meeting Act as well as the Illinois Freedom of Information Act in order to permit local government certain exemptions in order to develop and manage their affairs as they might apply to matters of emergency and security planning. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS that: Section 1. The Illinois House and Senate membership are encouraged to continue their efforts during the current session to develop the appropriate legislative structure in order to exempt from inspection and copying requirements of the Illinois Freedom of Information Act a public body's records complied for the purpose of implementing and executing emergency and security procedures. Section 2. The Illinois House and Senate membership is further encouraged to continue their efforts during the current legislative session to review the Illinois Open Meeting Act in order to create the appropriate structure to permit local government to hold closed meetings to consider and discuss matters with respect to security procedures. Section 3. The Village Clerk is hereby directed to file certified copies of this Resolution with state representatives and senators representing Buffalo Grove, leaders of both the Illinois House and Senate, identified legislative sponsors, the Northwest Municipal Conference and Illinois Municipal League.
