2001-19• RESOLUTION NO. 2001- 19 A RESOLUTION ACCEPTING THE PROPOSAL FOR ENGINEERING SERVICES FOR THE DUNDEE ROAD STREET LIGHTING IMPROVEMENT WHEREAS, arterial street lighting along Dundee Road is required in order to improve the safety of after dark use of the corridor by vehicles and pedestrians; and, WHEREAS, the Dundee Road Street Lighting Project is desired to enhance the overall quality of the Dundee Road commercial areas and residential neighborhoods; and, WHEREAS, Federal construction funding has been authorized to assist in the construction of the project, subject to the completion of engineering plans and related documents; and, WHEREAS, consulting engineering services are required in order to proceed with the Dundee Road Street Lighting Project; NOW, THEREFORE, BE IT RESOLVED by the Village President and Board of Trustees of the Village of Buffalo Grove, Lake and Cook Counties, Illinois as follows: Section 1. The April 12, 2001 proposal from Civiltech Engineering, Inc. to perform engineering services related to the Dundee Road Street Lighting Project is hereby accepted. Section 2. The Village Manager is authorized and directed to execute the acceptance of the engineering service proposal for this project. A copy of said engineering service proposal is attached hereto and made a part hereof. Director of Public Works Village of Buffalo Grove 51 Raupp Boulevard Buffalo Grove, Illinois 60090 Re: Dundee Road Lighting Improvement Arlington Heights Road to Buffalo Grove Road Dear Mr. Boysen: We are pleased to submit for your consideration our proposal /agreement to provide professional engineering services for the referenced lighting improvement. Outlined below is a brief project description, our scope of work, proposed staffing, project schedule and estimate of fee. I. Project Description The proposed improvement involves providing roadway lighting along the entire length of Dundee Road (IL Route 68) from approximately 1,000 feet west of Arlington Heights Road to a point approximately 2,000 feet east of Buffalo Grove Road. In addition, lighting will be provided north along Arlington Heights Road to Buffalo Grove High School (approximately 1,000 feet) and to the south along the existing commercial frontage (approximately 1,000 feet). Similarly, along Buffalo Grove Road, lighting will be provided approximately 800 feet north and south of Dundee Road adjacent to existing commercial frontage. It is anticipated that as many of the existing lighting fixtures will be used as possible and gaps will be filled in with new fixtures. Roadway lighting warrants have been documented for the improvement area according to the standards set in the Transportation Research Board (TRB) Document #152 - Warrants for Highway Lighting. It was determined that the segment of Dundee Road between Arlington Heights Road and Buffalo Grove Road does not satisfy TRB requirements. II Scope of Work A. Boysen, P.E. April 12, 2001 Page - 2 information along each roadway, including existing utility information and Village Bench Mark datum. We will also meet with the Illinois Department of Transportation to discuss the project, review design criteria and ascertain whether the project can be let as one or two projects since there are two different funding sources. We will also contact the various utility companies with facilities in the project area to obtain atlases of their facilities. B. Design _Survey /Base Sheet Preparation - Following the kick -off meeting, we will perform or have performed a topographic survey. The survey will extend from the back of curb to a point 5' outside the right of way line on each side of each roadway. All existing physical features within these limits will be collected. Elevations will be obtained with each topographic shot and on rims and inverts of storm and sanitary sewer. A construction line will be set at a convenient offset from the back of curb and used to establish stations and offsets to the proposed lighting fixtures. Data collected will be developed into "double" plan base sheets at a scale of 1" = 20'. Utility and right -of -way information will be added to the base sheets. C. Prelimin Design - Using IDOT criteria and the "American National Standard Practice for Roadway Lighting" published by the Illuminating Engineers Society we will develop a preliminary lighting improvement plan, utilizing as many of the existing fixtures as possible, for submittal to the Village and IDOT for review and concurrence. The proposed light poles and luminaire specifications will be developed and typical pole spacing(s) will be developed using Lumen Micro software(software accepted by IDOT). Preliminary system layouts will be developed and submitted for Village and IDOT review. A preliminary cost estimate will also be developed. A submittal will be made to the IDOT and the Village concurrently, If requested by IDOT, a formal presentation will be made at IDOT's monthly FHWA coordination meeting to present the preliminary plan and discuss any variances or exceptions to the design criteria. We will also attend any IDOT or Village review meetings of the preliminary plan. D. Pre -Final Contract Documents - After addressing comments from review agencies, the preparation of pre -final contract plans and documents will commence. The set of contract plans shall include pole layout, wiring, controller design, and lighting details. Specifications will also be complied. Prior to that submittal Civiltech will conduct its internal quality control review for constructability and completeness. The prefinal contract documents will be submitted to the IDOT and the Village as well as utility companies for review and determination of conflicts. April 12, 2001 Page - 3 E. Final Plans - Following reviews by appropriate agencies all the contract documents will be finalized. The contract documents will include contract plans, special provisions and IDOT check sheet and Engineer's estimate of cost and the project will be let by the Illinois Department of Transportation. We will furnish the Illinois Department ofTransportation originals of the Final Plans, Special Provisions, and Cost Estimate and other supporting documentation such that IDOT can process the project for a contract letting. It is anticipated that the set of final Contract Plans will consist of the following plan sheets: Title and Index of Sheets General Notes and Summary of Quantities Lighting Plans (1" = 20) Lighting Details All of the above items will be completed in accordance with IDOT's requirements for Federal Aid projects. The "Standard Specifications for Road and Bridge Construction ", adopted January 1, 1997 by IDOT and the Supplemental Specifications and recurring Special Provisions, adopted January 1, 2001 shall govern all construction. III Staffing Civiltech will assign the following personnel to complete these projects: Principal -in- Charge: Project Manager: Project Engineer: Survey /CADD Coordinator: Mark L. Hine, P.E. Derek N. Mall, P.E. Dennis L. McNulty, E.I.T. Peter M. Layer Each of these individuals has extensive experience in implementing both Federal and local lighting improvements and processing projects through the Illinois Department of Transportation. IV Project Schedule The project schedule that we are proposing is for the processing of a federal aid improvement. Assuming we receive immediate Village Board approval of our engineering agreement we have attached a project schedule that takes the project through design and construction. The project schedule takes into account IDOT review periods and the necessary advertising period and contract letting date. Based on the enclosed project schedule, Exhibit B, we anticipate that construction would be completed by November of 2002. Compensation We propose to perform the work on the basis actual labor charges times a factor of 2.65 to cover payroll, overhead and indirect costs, fringe benefit and salary burden costs, plus profit. Direct expenses (travel, printing, etc.) will be invoiced at their actual cost. The maximum "not -to- exceed" fee for our services is $72,399.00. This fee is based upon our manhour calculations and Cost Estimate of Consultant Services (Exhibit A) which are included herein.
