ARTICLE I General Provisions
Section 1. Cruelty.) No person sha1l cruelly treat any anioal,
in the village in any way. Any person who inhumanely beat6, under-
feeds, overloads, or abandons any aniroal sha1l be deeoed guilgy of a
violatlon of thie section.
Section 2. Dangeroue anioals.) It shall be unlawful to pemit
any dangerous, vici.ous or unrulyanlmal of any kind to run at large
within the vi1Lage.
Section 3. Noises) It shaLl be unlawful to harbor or keep
any animal which disturbs the peace by loud noises at any ti.oe of the
day or night and the srme is hereby declared io be a nuisance.
Section 4. Keeping anioals.) It sha11 be rmlawful for any
person to keep any muLe, cattle, sheep, pig or fowL of any kind

authorized to ki1l any dangerous animals of any kind when it is
necessary fot the protection of any Person or ProPerty.
Section 6. Dead Anlmals or Fowl.) No person shal-1 place or
deposit o! cause to be placed or deposited at any place in the
Village the remains of any dead ani.oal or fow1.

sectlon 7. Diseased ani-als.) No dmestic animal affr.icted
with a contagious disease or infectious disease sha1l be allowed
to run at large, or to be exposed in any public place whereby the
health of man or beast oay be affected; nor shal.1 such diseased
animal be shipped or reooved from the premises of the owner thereof,
except under supervision of the health officer.
It is hereby made the duty of the chief of police to secure
such disposLtion of any diseased animal and such treaEent of
affected preoises as to prevent the comrmication and spread of
contaglon or infection, except in cases where the state veterlnarian
is enpowered to act.
Section 8. Housing.) No person shall cause or allow any place
where any animal is or oay be kept to become unc r.ean, or unwho Le -
some.
ARTICE II - DOGS
Section 1. Register and licenee requJ_red.) Any person who
keeps, harbors or other:rsise maintains a dog more than six oonths of
age on January lst in the village shalr regl.ster and procure an animal
license for the sr'oe not Later than the flrst day of liarch in each year.
Any dog over eix months of age purchased or oEherwise acquired after.
the flrst day of January in any year shall also be registered and
licensed as provlded herein not Later than fifteen days after the
seqe is purchased or othemise acguired, and any dog less than six
oonths of age shaLl also be registered and llcensed as provided here in
not later than fifteen days afCer the eo'ne becoEes six uotths of age.
Provided that any dog becoming six oonths of age after July let or
being six ruonths of age and acquired after July 1st a one-haIf year
license fee shal1 be charged.

Section 2. AppLication - license.) The application lor
registration and License sha11 be m,de to the village clerk end
sha11 state the noe, address and telephone ntmber of the owner,
the breed, color, sex, nzme and date of inoculation against rabies
of the dog Eo be registered. The village clerk shall cause this
infomat j.on to be entered in a dog regis ter book at the ti-roe of
regis tration.
Section 3. License tag.) Upon palzment of the license fee
required herein and upon presentation of certificate of licensed
veterinariao that the dog to be registered and licensed has been
inoculated against rabies the village clerk shal1 issue a license
certificate and metal License tag for each dog registered.
Each tag -ehail. have stanped thereon the year for which it was
issued and a number corresponding with the nrmber of the license
certificate. In case a License tag is lost or destroyed, a duplicate
will be issued by the vilLage clerk upon pa)arent of fifty cents.
.Section 4. Annual license fee.) The l-icense sha1l be three
dollars for each dog, for each year or fraction thereof; provided,
horcever, that when a dog is purchased or otherwise acqulred or
becomes six Eonths of age after the last day of June in a license
year, the license fee shall be reduced fifty percent for that License
year.
Section 5. Inoculation against rabies.) It shaLl be the duty
of, every owner who keeps, harbors or other$ise rn.intains a dog
more than sjx nonths of age in the village to have the saoe inoculated
against rabies by a lieensed veterl.narian during each twe lve month
period preceding the date such dog is required to be registered.

The type and brand of the antl-rabic vacc lne used and the rethod
of Lnoculation shall be approved by the Departnent of Agriculture
of the State and the United States Department of Agriculture. Any
dog which is not inocuLated against rabies as reguired herein is
hereby declared to be a public nuisance and such dog nay be
apprehended and iopounded upon the order of the chief of pollce.
Section 6. Collar and tag.) Every owner sha11 provide each
dog, oore than six nonths of age kept, harbored or othe::nise oaintained
by hi.Il in the vi!.lage, ?rith a sturdy coll-ar to which the aforesaid
license tag shaL1 be secure!,y fastened and it shall be the ownerts
duty to Eake certain that che collar and tag are rrorn at all times
by the dog when off the olrnerr s premises.
Section 7. tlnauthorized reooval of tag.) It shalI be unlawful
for any person other than a police officer, ani-mal warden, or other
person charged wiLh the enforcecoent of this article to r@ve a
license tag from any dog lrithout the ownerrs or his agentrs consent.
Section 8. Running at large.) It shalL be unlawful to permit
to run at large any dog on the streets, parks or publlc ways of the
village, or in any church, school, public ha1l or building, office'
store or market, restaurant or other pLace where food is se:rred during
the ti.me the said place ls open for business. Lf any dog shall be
found upon the private prernises of any other person than the owner
or keeper of such dog, the o!{ner or keeper of such dog shal1 be
deemed guilty of a violation of this section. The provlsions of
thi.s section shall not apply to dogs leadlng blind persons, or to
dogs exhibited at dog or peE ahows, or dog training schools'
Section 9. Nuisances.) Any dog which runs at Large is hereby
declared to be a public auieance and such dog sha1l be apprehended
and impounded if found running at latge by any police officer' anioal
wardenorotherPersonchargedwiththeenforceoentofthisarticle.

Section 10. Dangerous doge.) Any dog of fierce,
dangerous or vlcious propensities sha1l be confined by the owner
on the ownerts premises at all Elmes in such a manner that it
carurot reach persons who may have occaslon to larrfully enter upon
said premises.
Section 11. Dog bltes.) It sha11 be the duty of the owner of
any dog to prevent srrch dog frm'btting or attacking any person
in the village, and lf a person is bitten by a dog he shall report
the incident to the police departrrnt imedlately.
Any dog which unprovokedly bltesor attacksany person in
the village is hereby declared to be a public nuisance and euch dog
uay be apprehended by a pollca officer, aninal warden, or other
person charged rrith the enforcenent of this article.
If an owner has notice that his dog has bltten any person, lt ehall
be rmlawful for such owner to kill such dog, or sell or give such dog
array, or to pemit or allow such dog to be taken beyond the limits of
the village except to a licensed veterinary hospitaL, but lt shaIl be
the duty of such owner to irediately rePort the incident to the police
departroent and to imediately place such dog in a Licensed vetelinary
hospital where such dog sha11 be quarantined for a period of at leasc
ten days, or upon the request of any police officer, aninal warden or
other person charged with the enforccnt of this article, to dellver
such dog to them for such placeoent. The owner sha1l i'rediately
furnish the police departnent with the naoe and Location of sald
hospital and a certificate of a llcensed veterinarian Etating whether
or not such dog shows syqtoms of rabies. At the expiration of the
quarantine period, and prior to the release of such dog, the owner
sha11 furnish the police depat@nt wlth another certificate of a

liceneed veterinarla. stating that such dog does not have rablee. A1L
costs of rnaintaining euch dog in a veterinary hoepital shall be.rthe
obligation and responsibility of the owner and shall be paid by said
owner.
rn all cases where any dog has bitten a person and is srain
or dies within ten days from the tlne of the bite, tt shall bethe
duty of the person slaying such dog and the owner of such dog co
notify the police deparhent and to imnedtately deliver Ehe head
of such dog intaet to said deparfment, or cause the sp,ne to be done.
Section 12. Dirturbing quiet and danaging property.) rt shall
be .nl-awful for an orrner to keep, harbon or other:wise naintain a
dog in the village wtrich sha1l disturb the quiet of any per'on or
nelghborhood, or which shaIl attack any peraon, or Hrhich sharr cause
danger or fear to any person or nelghborhood.
section 13. sanitation.) rt shal1 be unlawful for Ehe owner
or peraon in control 0f any dog to peroit such anLmal, to urlnate
or deposit dung on any public street, alley, parkray or other public
pLace or on .rny prenises other than those of the owner or person in
control of such dog.
section 14. Fprnple dog in heat.) rt shall be unlawful for any
person to al1ow any female dog in heat to nur at Large in the village.
Any femrle dog in heat whlch is not confined is hereby declared to be
a public nuisance and oay be apprehended and {"Founded upon the order
of the chief of police.
Sectlon 15. Rabiee.) Any dog suffering from rablea is hereby
declared to be a public nulsance and euch dog uay be slain by any
pollce officer, anlnal warden or such other person charged with the
enforc-"ent of this articJ,e, tf the a.rc ca rot be eafely apprehended

and impounded, It shall be the duty of any person keeping, harboring
or othet:lrise -ointaining any such dog Eo place it imediately in
a veterinary hospital , or upon deroand, co surrender such dog to
any police officer, ani.ual warden or other person charged with the
enforceEent of thls article.
It sha1l be the duty of every person who discovers Ehat any dog
is suffering with rabies or that any dog or other anioaL has been
bitten by a dog or other animal suffering with rabies to report such
fact iorcdiately to the chief of police. Such report sha1l give
the naoe, if knol*zr, and the place of residence of the person keeping,
harbori.ng, or otherarise 'ne intaining any such dog or eg[s1 4nima1, the
place where the s4rre can be found, and the license ntober of any dog,
if known. Any such dog or ogLgl 61imaL shalL be imediately eonfined
in a veterinary hospital, or taken up and iqor:nded and securely kept
until lt can be detemined whether any such dog or other ani.oal is
suffering with rabies.
Section 16. Muzzles.) lJhenever the village president, by
proclaoatlon , sha1l declare that daoger froo rabies is great, it eha11
be unlawful to per:rdt or aLlow any dog upon the public street, alJ.ey,
or sidewalk or other p1ace tnless 6uch dog is secureLy mitzzLed.
Sectlon L7. Iupounding dogs.) The person in charge, upon
receiving any dog, ehall Dake a coqlete registry entering the breed,
color and sex of such dog, and whether licensed. If Llcensed, he shall
enter the nae, addrese and telephone nrober of the owner and the
ntuber of the liceose tag. Liceased dogs shall be separated from
unllcensed dogs. Not later than trrenty-four hours after the impounding
of any dog, the owner shall be notified by nall sent to his address
Listed on the dog register book, or if the owner of the dog is r:nknown,

Section l.t. Xs6enFtion from pound.) The owner of any
licensed dog so iqounded, or the person claiming to be the owner of
any unLicensed dog, may redeen such dog Ln accordance with the pro-
visions of this article upon paynent of the license fee, Lf ,npaid,
and an i-qounding charge of two dollars for each day or fraction
thereof , that such dog is iqourded. A11 fees and charges sha11 be
paid to the village clerk and upon presentation of a proper receipt
from said village clerk, the person in charge of the village pound
shal.l release such dog in accordance lrith the provisions of this
article. Any dog which has been apprehended by the anloal warden,
any police offlcer or any person or corporation charged wlth the
enforceoent of this article shalL be deened to have been i4ounded
if, in the opinlon of such warden, police officer or person or
corporation charged rcith the enforceoent of this article, confinent
in a teryorary place of safe keep ing ls necessary.
Section 19. Dispositton of urclained dogs.) It shall be the
duty of the person in charge of the village pound to keep aLL dogs
i-qounded in accordance with the provisions of thls article. Lf any
i.qouded dog is not redeeoed at the expiration of the sixth day after
the day notice wae rnailed or posted or provided herein, such dog may
be destroyed or othersise dispoeed of, withouE further notice; provided,
however, that if any dog has been destroyed or otheriwise disposed of,
any person -ay redeem such dog in accordance with the provisions of
thl.s article after the ti.oe for rederytlon by the owner hae passed.
Section 20. Unlawful trea&ent of dogs.) It shall be rmlaroful
for any person to nallciously shoot, poison, kil1, injure, abuse or
lll-treat any dog. Any person who kills or injures a dog while drlving

a vehicle ehall stop at the scene of the accident and render such
assistance as practicable and shall imediately report the incident
to the plice departDent.
section 2L. Hindering enforceoent.) rt shalr be unlawful
to hinder or mlegt any police officer, ani-al warden or person
or corporatlon engaged in the enforcement of this article, who shal1
have the right to enter upon private property in the pursuit and
gearch for dogs.
Section 22. Exceptlons.) The provisions of thts article
relating to licenses sha1l not apply to dogs receiving treatEent or
teqorary care in veterinary hospital, boarding kerurels or pet shops.
Section 23. Enforceoent.) The ohief of police and such other
persons aE Day be designated by hirn are hereby authorized and directed
to enforce this article.
Section 24. Appointment ot animal warden.) The village board
mpy, ftoro tlne to tLre, and upon such terrs and conditions as it
deams proper, contract wLth any qr.ralified person or corporation, and
m.ay, pursuant to 6aid coneract, appoint such person, firn or
corporation, animal warden and he shall be ex-officio poundmas ter of
and for the village.
Section 25. Penalty.) Any person convicted of any violatl.on
of the provisions of thls artlcle, when no other penalty is provided,
ehaLl be fined not less thao FalYf ao1t"., nor rlore than five hundred
dollars for each offense.
