No person shall climb uPon any streeE 1amp, telephone or electric lighE pole. No person sha1l irang, place up on or against same, any signs, Posters, bills, goods or material of anY kind. No person, firm or corPoration sirall place any posters, biL1s or advertigements of any kind on iny public property without tne authority of the Corporate authorities; and lt sha1l be unlawful to ro io ot any Private proPerty without the consent of the owner.
