CALL TO ORDER Chairman Richard Heinrich called the meeting to order at the Village Hall on Tuesday, Sept. 20, 1983, AT 3:00 P.M. II . Roll Call Commissioners Present: John Quick, Mark Perlman , David Stolman and Richard Heinrich . Quorum Present Commissioners Absent: H. Hefler and M. Kearns Building Dept. Liaison : Mr. Ray Henning , Housing and Zoning Inspector Village Attorney : Mr. William Raysa Village Board Liaison : Mr. John Marienthal , Trustee III . APPROVAL OF MINUTES July 19, 1983 - Motion to approve as submitted was made by Com. Stolman and seconded by Com. Perlman . Roll Call Vote: Aye . - Stolman , Quick, Perlman , Heinrich Nay - None July 19 , 1983 minutes were approved and will be placed on file. August 23, 1983 - Postponed. IV. BUSINESS A. 724 Patton Drive - Elizabeth Venturini Article X, Section 6.4-1 : Front Yard Requirements Mrs . Elizabeth Venturini was sworn in and the Public Hearing Notice was read. Mrs. Venturini explained her need for an enclosure at her front door. It will conserve energy and will also protect her carpeting from snow, dirt, etc. being tracked in directly from the outside . The house is a bi -level . The variation requested is about 2 ' 1 -3/4" and will permit the construction of a small front porch for the purpose of enclosing the front entrance. This will also reduce the heating cost. The storm porch will be about 5 feet wide , and 3 feet from the front of the building . The construction will match the front of the buidling. It will have a gabled roof, with brick, aluminum siding and matching shingles . It will have a concrete foundation and stoop. When asked if the neighbors had been contacted , Mrs . Venturini said she had talked to the Tuckers at 714 Patton Drive and they do not object. She does not know her neighbors to the South. The house fronts on Bradley Road. A question arose concerning notification of this neighbor because their address does not appear on the list submitted by Mrs. Venturini . There is no Bradley Road on the current Buffalo Grove map, or on the Zoning Map. Mr. Henning and Mr. Raysa left the meeting to inquire at the Police Dept. Com. Quick made a motion to Table until after the next item on the Agenda was heard. Com. Stolman seconded the motion. Voice Vote was Aye Unanimously. B. 900 Twisted Oak Lane - Mr. and Mrs. Thomas Hoyer Article X, Section 5.3-A; Rear Yard Requirements Mrs. Mary Hoyer was sworn in and the Public Hearing Notice was read. She explained their plan to construct a solar collection room at the rear of their house. The room will be 18 feet long and will be 12 ft. wide. A variation of 6 feet is needed; and will leave a rear yard of 24.54' . The room will work as a solar collector, especially in the winter. A ceiling fan will circulate heat collected in the ceramic floor into the house. The Hoyers estimate that their heating bill will be reduced by about 2/3. They now have a solar water heater which has supplied hot water quite adequately for their family. The addition will be constructed to match the house, with the gables and materials used to be the same. There will be a concrete foundation but no pipes are to be used. Heat will be collected through a ceramic tile floor. The addition will not be used as living space. A sliding glass door will separate the addition from the existing house. In the summer the addition will be screened and could be used as a porch. The addition will be built by the owner, except for the concrete. Mr. Hoyer had planned to become a dealer and build similiar rooms for other people. But this was about the time that building costs and inter- est went up and Mr. Hoyer's plans were dropped. Mr. Hoyer has been re- searching solar conservation for about 7 years. Cost estimate -$1 ,000. - less concrete. They hope the addition will pay for itself in about 2 years. This is possible only because they are doing the work. Also, because they belong to a barters' club and have traded for some of the materials. They plan to videotape construction as they build the room in order to show others what is done. Mr. Henning said plans will meet all construction codes. Mrs. Hoyer said she had gone to many of their neighbors, explained what they were planning and got very favorable response. Many were interest- ed in learning how to do the same thing. They know the size, and approve. Com. Quick commented that the only negative thought he had was that the house directly behind the Hoyer's is also a Buckingham and the lots are both quite small . But he had no real problem. There were no residents present. Com. Perlman and Com. Stolman had no questions. ZONING BOARD OF APPEALS Sept. 20, 1983 - Page Two Com. Quick made the following motion: I move we GRANT the request for a variation made by Mr. and Mrs. Thomas Hoyer, 900 Twisted Oak Ln. to Article X, Section 6.4-1 pertaining to Rear Yard Requirements, for the purpose of construction of a solar collecting room that will extend 6 feet into the rear yard. Hardship having been demonstrated. Com. Stolman seconded the motion. Roll Call Vote: Aye - Perlman Quick Stolman Heinrich Nay - None Motion passed 4 to 0. Permit may be issued in 15 days, Oct. 5, 1983 Findings of Fact Attached. A-cont'd: Com. Quick made a motion to remove the 724 Patton Dr. petition from Table. Com. Stolman seconded the motion. Voice Vote was Aye Unanimously. Regarding the question of notification of the owner of the property that abuts Mrs. Venturini 's house to the South, Mr. Raysa said that they had located Bradley Road on an old Buffalo Grove may and had determined from the Police Department that the address of the house is actually 734 Patton Drive, Mr. Steven P. Bloomberg. The front door and the garage are on Bradley. The rear yard abuts Mrs. Venturini 's front yard. Notification was sent to this neighbor. There were no residents present. The Commissioners had no further questions Com. Perlman made the following motion: I move we approve the request of Mrs. Betty Venturini , 724 Patton Drive for a variation of Article X, Section 6.4-1 pertaining to front yard setback requri ements, for the purpose of constructing front door enclosure. The variation is for 2 ft. 4 inches. Hardship having been demonstrated. Com. Quick seconded the motion. Roll Call Vote: Aye - Stolman Perlman Quick Heinrich Nay - None Motion Passed 4 to 0. C. 200 Cottonwood Road Mr. and Mrs. Clarence Yelk Article X, Section 6.4-A; Rear Yard Requirements Mr. and Mrs. Yelk were sworn in and the Public Hearing Notice was read. ZONING BOARD OF APPEALS Sept. 20, 1983 - Page Three Mr. Yelk explained their need for an addition that would provide more kitchen space. They have a large family and their kitchen is very small . It is more cost effective to build a room addition rather than move to a different house. They like Buffalo Grove and want to stay. The Yelks had 7 children; 4 are still at home and the 3 married one return often with grandchildren. The Yelks have spoken to most of their neighbors and none had any objections. He did not talk to his neighbor to the North side. The most effected would be Mrs. Frueh at 580 Maple Drive. Com. Quick commented that when he saw the rear yard, an open camper and a boat took up most of the space. With the proposed addition, there would not be much of a yard left. There are several cars in the driveway. Mr. Yelk explained that they had recently used the trailer and would soon be closing it. When closed, the trailer is hardly seen over the rear fence. They located the trailer in that spot because they felt it was the best place. It cannot be seen from the street. Ch. Heinrich commented to the Yelks that they may be asked to move the trailer and boat. It was noted that the 20 foot measurement on the plat was not measured perpendicular to the lot line and there would not be enough room for a 15 ft. addt'n. The lot is irregularly shaped. Ch. Heinrich suggested amending the petition to request a 12 ft. addition. He asked if a 30' x 12' addition met the Yelks needs? They considered this and agreed that they would reduce the size. They would prefer not to move the trailer. They are on good terms with their neighbor, Mrs. Frueh and she has even offered the use of her driveway for the trailer. No neighbors were present. The Commissioners had no other questions or comments. Com. Stolman made the following motion: I move we grant the request of Mr. and Mrs. Clarence Yelk, for a 10 foot variation of the zoning criteria for the year yard req. pursuant to Article X, Section 6.4-A. Property located at 200 Cottonwood Road. The variance is for the purpose of construct- a room addition at the rear of the property, and per the plat of survey submitted to the ZBA, the request is amended to allow a room addition that will be 30.31 ft. by 12 ft. Hardship having been demonstrated. Com. Perlman seconded the motion. Roll Call Vote: Aye - Quick Perlman Stolman Heinrich Motion Passed 4 to 0. Nay - None Permit may be issued in 15 days; Oct. 5, 1983. Findings of Fact Attached. ZONING BOARD OF APPEALS Sept. 20, 1983 - Page Four V. ANNOUNCEMENTS Mr. Marienthal said that the Zoning Ordinance was passed by the Village Board on Monday night. There were no ZBA Commissioners present to contest the Special Use power at either the Public Hearing or the Village Board meeting. He asked that the variation power be left with the ZBA and also asked that a separate vote be taken for that portion. He voted for the Zoning Ordinance, but not for the Special Use Section. VI. ADJOURNMENT Com. Stolman made a motion to adjourn. Com. Quick seconded the motion. The meeting was adjourned at 9:05 P.M.
