ZONING BOARD OF APPEALS
VILLAGE OF BUFFALO GROVE. ILL.
Tuesday. Sept. 15 t 1981
I. CALL TO ORDER
Chairman Richard Heinrich called the meeting to order at 8:09 P.M. at the
Village Hall on Tuesday, Sept. 15, 1981.
II, ROLL CALL:
Commissioners Present: Kearns, Quick, Manzo, Perlman, Stolman and Heinrich.
Commissioners Absent: Hefter
Also Present: Frank Hruby, Director of Building and Zoning
James D. Griffin, Asst. Bldg. and Zoning Administrator
William Raysa, Village Attorney
III. APPROVAL OF MINUTES
August 18, 1981 — Motion to approve with the correction that Com. Manzo was
absent was made by Com. Quick and seconded by Com. Perlman.
Roll Call Vote was Aye Unanimously. Minutes will be placed
on file.
IV. BUSINESS
Ch. Heinrich announced the only business to be discussed would be the review
of Article VII, Accessory Buildings. He also suggested attention be given to
Article XIII regarding Appeals: specifically "permitted variations."
Article VII: The problem with the written letter of the law prohibits placement
of weds in the most usable section of their property. Few people apply for
permits. Usually a shed is purchased over the weekend and erected. It is very
difficult for the Building Department to enforce the ordinance.
Two residents were present to speak concerning the placement of their sheds:
1. Mr. Stuart Parr of the Commons presented a photograph of
his shed, erected on the side of his house. It is in
violation because the present ordinance does not allow
sheds to be placed in the side yard beyond the building
line of the main building.
2. Nate Torch of Northwoods explained that he is a new resident,
and he had been given a packet of information When he moved to
B. G. but none of it covered Accessory Bldg. placement so he put
his up at the side of his house. He did not know to take out a
permit.
Ch. Heinrich added that swimming pools should also be included, because the
only guideline the Village has is from the Boca Code which is adopted by
reference. Ch. Heinrich felt that the ordinance should be more restrictive.
Mr. Raysa agreed that regulation of pools could be included as part of the
Accessory Building section of the Code. It is now in the Municipal Regula—
tions under Title 15.
Construction of pools is well covered by the Building Codes and a Handout is
given to residents. Variations would be allowed in the future under Art. VII.

The draft of the proposed Accessory Building Ordinance - Article VII
was reviewed section by section. Mr. Hruby led the discussion.
The following changes were suggested, with the final wora1ng to be
written up by Mr.Hruby and Mr. Raysa:
Section 2.1 An accessory building shall not be located
in any front yard, and shall not be closer
to the front lot line that 1/2 the depth of
the aide of the building on which the shed
is located.
Section 2.2 When an accessory building is located in the
rear yard, it shall not be located closer than
three (3) feet from the interior lot line,
and shall not be closer than five (5) feet
from the rear lot line.
** A separate section should state that sheds
are not to be located on the easement.
Section 2.6 Research will be continued on this section.
Possible percentages were:
30% - non-residential or multi family (R-9)
20% - detached garage
15% - shed or other structure
Section 3: Height Restrictions
...fifteen (15) feet or one story
Section 4: Timing of Construction
Delete: "other than by domestic servants employed
on the premises."
Definitions that need clarifying: Building and Use should be different
categories. Sub-ordinate building should be qualified.
Mr. Hruby is reviewing the possibility of windmills in B. G.

Mr. Hruby was asked to notify Mr. Heinrich when the Special Use section is
going to be reviewed.
Motion to adjourn was made by Com. Kearns and seconded by Com. Perlman.
