I . CALL TO ORDER
Chairman Richard Heinrich called the meeting to order at 8:05 P.M. on Tuesday,
Dec. 15 , 1981 at the Village Hall.
II . ROLL CALL
Commissioners Present: Quick, Kearns, Manzo, Perlman and Heinrich. QUORUM.
Commissioners Absent: Stolmdn and Hefler
Village Representatives: Wm. Raysa, Attorney and
Ray Henning, Housing and Zoning Inspector
III. APPROVAL OF MINUTES
Oct. 20, 1981 - Tabled because Commissioners are not present that attended the
Oct. 20, 1981 meeting.
IV. BUSINESS
A. First Midwest Development Corp.
Entrance Monuments - Chatham Manor Homes
Section 15.36.040 - Municipal Code
Chairman Heinrich read the Public Hearing Notice.
Michael Schwartz, Vice Pres. of Construction (Chatham) and Richard Burton,
(Michael Ives & Associates, Inc.) were sworn in.
Mr. Burton presented a site location plat and described the necessity for
a variation in order to erect one entrance monument on the East side of the
main entryway. The West monument is in a section zoned R-9, Special Use;
but the East is zoned R-9 P.U.D.
A variation is needed to erect the East monument to be within 12 feet of the
Right-of-Way: Weidner Rd. and 26 feet from the Right-of-Way: Dundee Rd.
The plans were submitted to the Building Department and the Appearance Com-
mission in March 1981. It was approved by the AC but the need for a varia-
tion was not reported until last month (Nov. 1981) . The monument
will be on a lot that fronts on Weidner Court. Because it will be located
in a Side Yard, it would encroach into the 25 foot setback. It would actually
be a corner/side yard. to the rear of the building and would be well land-
scaped. Most of the wall is 3 feet in height with the exception of the center
portion with the word Chatham where it is 4 ft. 6 inches. Construction will
probably begin next March because of the weather.
Mr. Burton stated that if the monument were moved back the required 13 feet,
it would be too close to the rear of the building. If the variation is
granted the monuments would be symetrical and would provide a good buffer
screen from Dundee Road. No safety problem would be created at the inter-
section. The monument will be 27 feet from the building and the landscaping
would be 15 feet from the building at the closest point.
Mr. Burton summerarized the construction of the monument, landscaping and
stated that it coule cause no traffic problem. It will be attractive and
will enhance Buffalo Grove. The Homeowner's Association would maintain it.
Com. Kearns referred to Section 15.36.100 and it was noted that if a problem
should occur, Sec. 15.36.100 would supercede Sec. 15.36.040.
Ch. Heinrich said that the building shown in the drawing would be constructed
last in Phase I. Seven buildings: are now under construction
and there dre three more in Phase I. Future plans call for a total of 40
buildings in the project and it will take about 3-1/2 years to complete.
The office building will be started in late 1983 as part of Phase III.
Both monuments will be built at the same time and Mr. Schwartz said they
would so stipulate.
There was no further discussion. Com. Quick made the following motion:
I move that the petition submitted by First Midwest
Dev. Corp. to vary Sec. 15.36.040 of the Municipal
Code to erect a monument at the corner of Weidner Rd.
and Dundee Rd. as per Proposed Landscape Plan,
Sheet No. 1 — Entrance Treatment; be granted.
Com. Manzo seconded the motion. Roll Call Vote: Aye — Kearns.

V. ANNOUNCEMENTS
Article XII will be reviewed at the Jar. 19, 1982 meeting.
A tentative meeting of the ZBA and Plan Commission together is scheduled
for Wed. , Jan. 27, 1982. This would be followed by a public hearing.
Mr. Raysa explained the new Ill. Open Meeting Act revisions. The main
point to be noted is that when a Quorum of ZBA members gather, business
is not to be discussed. All business must be discussed at public hearings.
VI. ADJOURNMENT
Com. Kearns made a motion to adjourn. Com. Quick seconded the motion.
The meeting adjourned at 9 P.M.
