I. CALL TO ORDER
Chairman Richard Heinrich called the ZBA meeting to order at 8:10 P.M.
at the Village Hall on Tuesday, January 20, 1981.
II. ROLL CALL
Commissioners Present: J. Quick, P. Schroeder, J. Finfer, M. Kearns,
M. Schwartz and R. Heinrich.
Commissioners Absent: H. Hefler
Bldg. Department: Frank Hruby, Dir. of Bldg. and Zoning
Jas. Griffin, Asst. Bldg. and Zoning Adm.
Village Planner: James Trusdell was present to discuss the Appeals
Section of the Zoning Ordinance. Article XIII.
III. APPROVAL OF MINUTES
9/16/80 — Motion to approve made by Com. Quick and seconded by Com. Finfer.
Roll Call Vote was taken and the minutes of 9/16/80 were approved.
11/18/80 — Motion to approve made by Com. Quick and seconded by Com. Finfer.
Roll Call Vote was taken and the minutes of 11/18/80 were approved.
IV. BUSINESS
a) Northwest Community Hospital — Sign
Municipal Code Nos. 14.20.030 and 14.20.070
Sign Code Numbers — 4.3 (a) — Number of ground signs per developed parcel;
5.1 (a) — Distance between ground signs ;
5.1 (b) — Required frontage for second ground sign.
Representatives for Northwest Community Hospital: Burt Chotner, Exec. V.P.
Earl. Hundreiser, Architect and John Reese, Brian Prop.
Ch. Heinrich read the Publiciearing Notice and the three gentlemen (above)
were sworn in. Mr. Chotner gave a brief description of the background of
the Northwest Community Hospital Ambulatory Care Center which is Phase 1 of
the planned development of the parcel located on Lake Cook Road between (#83)
Mc . Henry Road and Weiland Road. Phase 2, which is to be a Medical Center
with 22 office suites is part of the pre—annexation agreement with Buffalo
Grove. After discussing the plans with the Village Administration and con—
sidering the possibility of a traffic problem, it was decided that addition—
al signage would help alleviate the need for a second curb cut off Lake/Cook
Road. A variation is needed for the two new signs proposed as well as for
the distance between them, which would be about 195 feet.
Carl Hundreiser discussed the construction of the signs. The one proposed
for the corner of Lake/Cook and Weiland will be one face, similar to the
existing signs; and it is needed because the driveway will be so far from
the corner. It will face into the intersection to direct traffic from the
North on Weiland and from the East on Lake/Cook Rd.

The problem of finding the driveways was discussed. Lighted entrance signs
were suggested. However, it was believed by the Hospital representatives that
after the doctors practices are established, the people know where to go. Also,
that as people in the general area travel past the facilities, they are famil-
iar with the entrances. Mr. Reese(Brian Properties) said that no leases have
been signed so they do not yet know what practices will be opened at the Medical
Center, but he said that certain practices generate more traffic than others.
(Pediatrics and Orthopedics generate more than a Psychologist, for instance.)
The project will hopefully be ready to Occupy in December 1981. Marketing will
begin about March 1st and ground broken at that time also.
Commissioners Quick, Finfer, Schroeder and Schwartz had no questions.
Com. Kearns said he was concerned about the height of the proposed sign on the
corner. He thought the Health Care Facility would be hidden because of the
height of the new building. He thought that six (6) feet was to low. Again,
Mr. Chotner felt that as soon as people become accustomed to the buildings be-
ing there, they will know how to enter.
Mr. Raysa mentioned that should any plans to build on Parcel #3 at a future time
include signage, it would be greatly restricted. He suggested that the motion
be made pursuant to this new variation.
Com. Finfer made the following motion:
I make a motion to approve the signage proposed by
Northwest Community Hospital, "Medical Center" as
presented persuant to Article 12.1 (a) of the Sign
Code.
All requirements of Sec. 14.44.10 (a) have been met
and all sub-sections.
Variation is being granted to Sec. 14.20.030 and
Sec. 14.20.070.
Com. Kearns seconded the motion. Roll Call Vote was taken:
Aye - Schwartz, Kearns, Quick,
Schroeder, Finfer and Heinrich.
Nay - None
Motion Passed - 6 to 0.
V. ANNOUNCEMENTS
Ch. Heinrich read a letter from Pres. Verna Clayton relative to the necessity
of good attendance of Commission members. It was agreed that all Commissioners
should attend all meetings.
Com. Finfer left at 8:50 P.M.
VI. DISCUSSION - Article XIII of Zoning Code
Frank Hruby and.,James Trusdell presented the proposed changes to the Appeals
Section of the Code.
After considerable discussion, the various changes were noted and a new draft
will be written up for review at a later date.
VII. The date of the February meeting was changed from Feb. 17, 1981 to Feb, 19th.
`./ The Palo Alto Sign Ordinance will be discussed at this meeting.
VIII. ADJOURNMENT - Com. Schwartz made a motion to adjourn at 10:30 P.M. and
Com. Kearns seconded the motion. All were in agreement.
