Dear Rich :
On February 19 , 19 80 , I attended my first Zoning
. Board of Appeals (ZBA) meeting . This letter is to
suggest a few recommendations and legal requirements
to the ZBA. First , I am enclosing a copy of my letter
to the Village Board dated March 7 , 1980 , concerning
appeals to the - Board of Trustees . -. To amplify that
letter , I would like to point out that now that the
Village has home rule authority , § 4 . 7 of Article XIII
of our zoning ordinance would be valid if the Board of

As can be seen specific findings of fact and relief grant-
ed have to be prepared. Case law holds that the findings of
fact cannot be mere generalizations parroting the words of
the ordinance or the definition of hardship . Harber v. Board
of Ap eats of _Chicano, 84 Ill. App. 2d 94, 228 N.E.'2d 152
(1967) .
In all other respects, I will try to keep the ZBA current
on new case law.
It was a pleasure attending my first ZBA meeting and I am
looking forward to future meetings.
