2011-03-15 - Zoning Board of Appeals - Minutes AFFINER REGULAR MEETING BUFFALO GROVE ZONING BOARD OF APPEALS MARCH 15, 2011 Chairman Entman called the Zoning Board of Appeals regular meeting to order at 7:30 P.M. on Tuesday, March 15, 2011 in the Council Chambers of the Village Hall, 50 Raupp Boulevard. ROLL CALL Commissioners Present: Commissioner Stein Commissioner Steingold Commissioner Lesser Commissioner Shapiro Commissioner Au Chairman Entman Commissioners Absent: Commissioner Windecker Also Present: Brian Sheehan, Deputy Building Commissioner Trustee Trilling APPROVAL OF MINUTES February 15, 2011 minutes: Com. Lesser made a motion to approve the minutes of the Zoning Board of Appeals regular meeting held on Tuesday, February 15, 2011 . Com. Stein seconded the motion. Ch. Entman noted a correction in Paragraph 1 and 2 on Page 8. Roll Call Vote: AYE — Steingold, Au, Entman NAY — None ABSTAIN — Stein, Lesser, Shapiro Motion Passed 3 to 0, 3 Abstentions. Minutes approved as corrected. NEW BUSINESS 201 MILWAUKEE AVENUE, SPEEDWAY — SIGN CODE, SECTION 14.40.025, FOR THE PURPOSE OF REPLACING THE EXISTING MANUAL CHANGEABLE COPY PRICE SIGNS WITH DIGITAL LED PRICE SIGNS Ch. Entman read the email from John Boyd addressed to Brian Sheehan dated March 8, 2011 which states: "Brian, In lieu of our enlightenment regarding the status of the sign at 201 N Milwaukee Ave in Buffalo Grove, at this time we would like to withdraw our ZONING BOARD OF APPEALS MARCH 15, 2011 PAGE 1 of 3 application for the variation to add LED lights to the sign. Speedway will be evaluating / the best use for this sign during it's remaining time and would like to keep the option open to re-apply for the LED's or other modification in the future. Thank you for all of your assistance during this process, John Boyd." CHEVY CHASE BUSINESS PARK, HAMILTON PARTNERS — REVIEW OF STATUS OF THE EXISTING FOR RENT, SALE, LEASE SIGNS AT MILWAUKEE AVENUE AND LAKE COOK ROAD; 1001 JOHNSON DRIVE; AND 1098 JOHNSON DRIVE Ch. Entman read a letter from Jim Lang addressed to Brian Sheehan dated March 14, 2011 which states: "I will be unable to attend the March 15 meeting and request that our portion be postponed until April. Please feel free to contact me if you have any questions." Com. Lesser a motion to Table the request made by Chevy Chase Business Park, Hamilton Partners, for review of status of the existing For Rent, Sale, Lease signs at Milwaukee Avenue and Lake Cook Road; 1001 Johnson Drive; and 1098 Johnson Drive. Com. Stein seconded the motion. Roll Call Vote: AYE — Stein, Steingold, Lesser, Shapiro, Au, Entman NAY — None ABSTAIN — None Motion Passed 6 to 0. Item Tabled to the April 19, 2011 regular meeting. 1649 BUFFALO GROVE ROAD, SYLVAN LEARNING CENTER — DEVIATION TO THE SHOPS AT APTAKISIC CREEK SHOPPING CENTER TO ALLOW A TWENTY FIVE (25) INCH LOWER CASE "L" Mr. Skip Spanjer, North Shore Sign, 1925 Industrial Drive, Libertyville, Illinois 60048, was present and sworn in. Mr. Spanjer explained that Sylvan Learning Center is moving into the tenant space at 1649 Buffalo Grove Road. The sign criteria allows for a twenty four (24) inch lower case letter. This sign is designed with the Sylvan Learning Center branding and logo and has a twenty five (25) inch lower case "1". They are asking for a one (1) inch deviation. Ch. Entman read the authorization letter dated March 9, 2011 from Robert Kendzior authorizing Mr. Spanjer to represent him in the request. Ch. Entman read the ART Minutes dated February 28, 2011. Mr. Spanjer added that the logo is a registered logo. There were no questions or comments from the Commissioners. There were no questions .d or comments from the audience. Lesser made a motion to grant the request made by Sylvan Learning center, 1649 Buffalo Grove Road, for deviation to the Shops at Aptakisic Creek Shopping Center to allow a twenty five (25) inch lower case "1". Subject to the ART minutes dated February 28, 2011 and to drawing number 09012 dated August 5, 2010 and revised February 10, 2011. Corn. Stein seconded the motion. Roll Call Vote: AYE— Stein, Steingold, Lesser, Shapiro, Au, Entman NAY—None ABSTAIN—None Motion Passed 6 to 0. ANNOUCEMENTS Mr. Sheehan reviewed the fence height survey results and the current status. Mr. Sheehan reviewed the appeal of 795 Vernon Court South. ADJOURNMENT Motion to adjourn the meeting was made by Corn. Lesser and seconded by Corn. Stein. Voice Vote—AYE was unanimous. Ch. Entman adjourned the meeting at 7:44 P.M.
