Chairman Entman called the Zoning Board of Appeals regular meeting to order at 7:31 P.M. on
Tuesday, March 18, 2008 in the Council Chambers of the Village Hall, 50 Raupp Boulevard.

EXISTING TRASH ENCLOSURES WITH SEVEN (7) FOOT ENCLOSURES AT MILL
CREEK CONDOMINIUMS
Ms. Barbara Maglieri, Hillcrest Property Management, 55 West 22nd Street, Suite 310, Lombard,
Illinois 60148 and Mr. Mark Merdian, Oak Brook Home Services, 290 W. Armitage, Elmhurst,
Illinois 60126, were present and sworn in. The public hearing notice published in the Daily
Herald on February 27, 2008 was read.

Ms. Maglieri explained the existing garbage corrals at Mill Creek Condominiums are dilapidated
and falling apart. They look extremely unsightly. The Board of Directors decided to replace the
enclosures with strong, taller and more attractive enclosures. The concrete pads will be replaced
with new concrete pads. The enclosures would not be completely enclosed. There would be a
one (1) foot opening at the bottom and openings for the dumpsters to slide through. i hey were
not aware of a height restriction when they contracted the work. They were trying to match the
garbage enclosures at the Arbors in Buffalo Grove. Their enclosures will not have the arbor over
the top of the enclosure.
Ch. Entman read the Village Engineer's memorandum addressed to Edward Schar dated March
4, 2008 which states: "I have no comment on the proposal."
Ch. Entman confirmed that the enclosures would be constructed of wood with wood posts and
would measure no higher than seven(7)feet from the ground.
Corn. Windecker confirmed that the eleven (11) addresses are served with eight (8) trash
containers. He asked if the enclosures would have three (3) sides or four (4) sides. Mr. Merdian
explained that seven (7) of the trash enclosures would have three(3) sides and one (1) trash
enclosure, located nearest to 845 Miller Lane, would have three (3) side and a partial fourth (4th)
side since it can be seen from the building.
Corn. Stein is concerned with what can go on hidden behind a seven (7) foot high fence at night.
The current enclosures are four and one half(4-1/2) feet high. Has the Petitioner considered a six
(6) foot high enclosure? Mr. Merdian stated that they can consider a six (6) foot tall enclosure.
They want to keep the fence off the ground by one (1) foot because then you can see underneith
the enclosure. It is safer than having a closed bottom. You can see if children or animals are in
the enclosure. They want to cover the dumpster so you cannot see them. Ms. Maglieri added that
the proposed enclosures will be much safer than what exists now. You cannot see around the
dumpster now.
Corn. Dunn asked about the posts. Mr. Merdian stated that the posts will be constructed of wood
and will be capped off.The posts may be one(1)to two(2) inches higher than the top.
Mr. Robert Wisniewski, 845 Miller Lane, was present and sworn in. Mr. Wisniewski is the
President of the Board. They want to construct the enclosures higher because the existing
enclosures are unsightly. They have not had any problems with anyone hiding in the enclosures.
Their biggest issue has been the children playing in the park at night after the curfew. The
enclosures are a mess because there is no ventilation and things get trapped in the enclosure and
then blown around by the wind. The enclosures will be three (3) sided, except for the enclosure
at 845 Miller,which will have a partial fourth(4th) side.
Com. Shapiro commented that the enclosures will be larger than the containers. The enclosures
will be twelve(12)feet by seventeen(17)feet.

Corn. Windecker made the following motion:
I move we grant the request made by Mill Creek Coadominium Association,for variance of
Fence Code, Section 15.20.040,pertaining to Residential Districts,for the purpose of replacing
the eight(8)existing trash enclosures with seven(7)foot enclosures for the Mill Creek
Condominiums that is comprised of the following addresses:
972-974 Thornton Lane 1147-1149 Miller Lane 1115-1117 Miller Lane
1131-1133 Miller Lane 1125-1127 Miller Lane 1103-1105 Miller Lane

All enclosure dimensions to be twelve (12) feet by seventeen (17) feet and comprised of a six (6)

at the top. Seven (7) enclosures to be three (3)-sided and the enclosure at 845 Miller Lane to
have a partial fourth (4th) side. Subject to the Village Engineer's memorandum dated March 4,
2008. The Petitioner has demonstrated hardship and unique circumstances. The proposed
enclosures are not detrimental to the public health, safety and welfare and will not alter the
essential character of the neighborhood.

CENTER—SIGN CODE, SECTIONS 14.20.050 AND 14.40.145, FOR THE PURPOSE OF
INSTALLING AN ADDITIONAL SIGN ONTO THE EXISTING GROUND SIGN
LOCATED AT 1525 BUSCH PARKWAY
Julie Polovick, Executive Director, 1501 Busch Parkway, Kathleen Lenzmeier, Director of
Operations, 1501 Busch Parkway and Mr. Randy Ziemann, Sign A Rama, 80 Dundee Road,
Buffalo Grove, Illinois, were present and sworn in. The public hearing notice published in the
Daily Herald on February 28, 2008 was read.
Ms. Lenzmeier explained that Highland Park Hospital Health and Fitness Center and Extended
Stay America are requesting to allow modification to the existing ground sign located at 1525
Busch Parkway, the property adjacent to and east of the fitness center. Together with Evanston
Northwestern Healthcare, owner of Highland Park Hospital, the applicant provides physical
therapy, neurological therapy, weight management, health education and wellness programs to
the Buffalo Grove community and the surrounding residents and businesses. The existing ground

sign modification is necessary to help the many elderly and disabled patients requiring clinical
`./ services onsite and safely locate the facility via Milwaukee Avenue. This has been a challenge
since opening in 1997. During that time they have tried unsuccessfully other methods including
printed materials, web portals and live help lines to avoid the need for the variation and the sign.
The existing ground sign representing Extended Stay America faces north and south on
Milwaukee Avenue. The existing sign would be raised by five (5) feet and placed above a new
seventy (70) square foot sign with the Highland Park Hospital Health and Fitness Center name
and logo with an identifier to turn onto Busch Parkway. The facility does share a driveway with
Extended Stay America and they jointly share the parking lot. The physical therapy center
services approximately one thousand-one hundred (1,100) to one thousand-one hundred-twenty
(1,120) patients per month. Many of the patients are accident victims, seniors and individuals
that suffer from aliments and are in pain and are looking to come in for services. It is frustrating
for the patients when they cannot find the center.
Ch. Entman read the Village Engineer's memorandum addressed to Edward Schar dated March
4,2008 which states: "I have no comment on the proposal."
Ch. Entman is familiar with the area and has had physical therapy at the location. He can see that
there is a need to identify the facility. He has a problem with raising the height of the sign by six
(6) feet to add the proposed sign. He would like an alternative to the proposed sign. The
Petitioner was asked if there have been incidents where people have absolutely not been able to
find the facility and missing appointments. Ms. Lenzmeier responded that she cannot address if
people have actually missed appointments but they have received numerous complaints that the
facility is difficult to locate.
Corn. Dunn disclosed that she is a member of the health and fitness center. She has a difficult
time believing that the facility cannot be located when the address is given. The facility is
located on Busch Parkway and proposed sign would be on Milwaukee Avenue, which is over a
block away from the entrance. The sign does not seem to be in the right place. It is too far from
the facility to help anyone that is looking for it. She does not see the connection of the location of
the proposed sign and where the fitness center is located. Ms. Lenzmeier stated that Milwaukee
Avenue is one of the most heavily traveled roads coming into the turn for the center. Com. Dunn
replied that people will be looking for Busch Parkway, not a sign on Milwaukee Avenue. Ms.
Lenzmeier added that the sign on Busch Parkway that identifies the driveway also goes
undetected at times because it is not well lit and is not easily seen. Com. Dunn replied that at
least that sign is on the correct street. She does not see the connection between the location of the
current Extended Stay sign and the entrance to the fitness center. It is too far away. It is two (2)
left turns away if going north on Milwaukee Avenue. Ms. Lenzmeier explained that once in the
parking lot, the buildings are adjacent to each other.
Corn. Stein has an issue with the height of the proposed sign. If there can be a combined sign that
is much lower in height that can serve the purpose, he can look at that. He does not want a sign
that is fifteen feet five inches(15'5")in height.
Com. Lesser understands the need for the sign. He agrees with the comments of the other
Commissioners. Perhaps adjusting the facility's current sign on Busch Parkway may be a

solution. He believes that the proposed sign will create more confusion, especially with the
elderly clients of the facility. He cannot support a sign at that height along Milwaukee Avenue.
Com. Windecker confirmed that one side of the proposed sign is a directional sign. He believes
that a smaller directional sign closer to Busch Parkway may serve a better purpose. The proposed
combined sign is too large and is confusing.He cannot support the request.
Com. Shapiro agrees with the other Commissioners. The proposed sign is too large. This sign
would be better suited on the building itself facing Milwaukee Avenue.
Ms. Lenzmeier asked what would be an acceptable height. Ch. Entman stated that based on the
comments of the Commissioners, he could not support a sign any larger than the existing
Extended Stay America sign.
Corn. Stein added that he would entertain a proposal for a smaller directional sign closer to
Busch Parkway.
The Petitioner requested to Table their request until the next regular meeting to review their
options.

permanent ground sign on the same side of the street on the property commonly known as 1525
Busch Parkway.

Dr. DeSalvestro explained that a previous variance was granted for the same sign back in 2004.
The sign had oeen up for the last three and one half(3-1/2) years. The sign was very helpful for
their patients. A year ago, DSI Corporation purchased the dialysis center from Renal Care
Group. The sign company was instructed to take north-side sign down to in order to install the
new sign. The sign installer, by accident, took down the east elevation side. They are asking for
the original sign to be put back up.Nothing on the sign is changing.
Com. Dunn asked if it is the exact same sign or if it is the sign that says DSI Buffalo Grove
Renal Center. Dr. DeSalvestro stated that the DSI sign is on the north side of the building. The
sign they are talking about is on the east side of the building. That is the most visible side of the
building for the patients. This sign will be the exact same sign that has been up. The sign says
"Buffalo Grove Dialysis Center".
Ch. Entman stated that the Board cannot tell from the Exhibits submitted with the application.
The Exhibits the Board has been given says DSI Buffalo Grove Renal Center.

Com. Lesser made the following motion:
I move we recommend to the Village Board to grant the request made by Poblocki Sign
Company, 922 S. 70th Street, West Allis, Wisconsin 53214 on behalf of DSI Buffalo Grove,
1291 W. Dundee Road, for variance of Sign Code, Section 14.20.030, pertaining to Business
Districts; and Section 14.20.080, pertaining to Wall Signs, for the purpose of allowing a wall
sign on the east elevation of the building that does not face the public right-of-way. Said sign to
be the exact letters that were previously up"Buffalo Grove Dialysis Center".

Mr. Robert Giddens, IT Director and in charge of Emergency Management, 50 Raupp
Boulevard, Buffalo Grove, Illinois was present and sworn in. The public hearing notices
published in the Daily Herald on March 3, 2008 were read.
Mr. Giddens explained that for the past eight (8) years, the Village of Buffalo Grove has taken
advantage of a wireless network. This network connects our remote fire stations, including Fire
Station 25, 505 W. Dundee Road; Fire Station 26, 1051 Highland Grove Drive; and Fire Station
27, 100 Half Day Road. The entire network connects back at Village Hall, 50 Raupp Boulevard.
They are experiencing problems with tree growth in the area. The towers are not tall enough.
They are looking to extend the current towers to a maximum height of eighty(80) feet. That will
connect all the communication towers. In addition, the towers will be used for radio
`./ communication for the Village, non-commercial use. For emergency management, they are
running into issues where several of the buildings on Millbrook and Riverwalk are interfering
with the radio communications.
They are also looking to construct a new tower at Village Hall on the side of the building next to
the existing trash enclosure. The new tower would be eighty (80) feet in height to eliminate
issues with communication.
Mr. Giddens withdrew the application to extend the existing tower at Fire Station 27, 100 Half
Day Road. That tower is currently seventy (70) feet in height. They will not be making any
modifications to that tower.
The tower height at Fire Station 26, 1051 Highland Grove Drive, is currently fifty-four (54) feet
from grade. They are looking to add an additional twenty-six (26) feet, which would make the
tower eighty(80)feet overall.
The tower height at Fire Station 25,505 W. Dundee Road, is currently sixty(60)feet from grade.
They are looking to add an additional twenty (20) feet, which would make the tower eighty (80)
feet overall.
Ch. Entman advised that he attended the Appearance Review Team meeting concerning the
towers.

Com. Lesser wants to know why eighty (80) feet versus another height. Considerable height
would be added to the existing towers. Mr. Giddens responded that in radio communications, the
taller the tower, the better. The original request was for one-hundred (100) feet. That would not
be possible without major modifications. He cannot extend the towers more than eighty(80)feet.
A taller tower provides better coverage.
Com. Shapiro confirmed that there is an existing tower at Village Hall and asked about adding
onto that tower. Mr. Giddens replied that there is an existing tower on top of the building that is
one-hundred-ten (110) feet in height. This tower was constructed originally for Northwest
Central Dispatch over thirty (30) years ago, who granted the tower to the Village. There are no
architectural drawings for the existing tower. Based on the capacity of the existing tower and a
calculated wind load,the existing tower cannot handle it.
Com. Shapiro asked if the towers are increased to eighty (80) feet, how many years will that
provide coverage before the tree growth requires a higher tower. Mr. Giddens stated that
according to the Village Forester, that should not be a problem. The trees that are causing issues
are mostly on the Cook County side,where tree growth is starting to reach its' maximum.
Com. Dunn asked if the tower on the Village Hall is currently being used. Mr. Giddens stated
that it is being used.
Com. Dunn asked if any of the towers are or will be used for commercial purposes. Mr. Giddens
stated that the towers are strictly for Village communications only. There is no intent to turn
them into a commercial venture.There is no mandate that states that they need to be taller,only a
functionality issue.
Corn. Windecker advised that attended the Appearance Review Team meeting as well. He asked
Mr. Giddens to clarify the reason for the new tower at Village Hall. Mr. Giddens explained that
at the March 17, 2008 Village Board meeting, the plan to relocate the Emergency Operations
Center (EOC) was approved. The current EOC is located in the basement of the Public Works
building.The new EOC will be located in the basement of the Village Hall.
Mr. Warren Pugh, 2695 Misty Woods Road, Buffalo Grove, Illinois, was present and sworn in.
He lives near the Half Day Road sight, which he understands was withdrawn. He asked what
kind of communication equipment is on the towers. Are they omni-directional? Is there any
802.11 on the towers? Mr. Giddens responded that they are 802.11. At Fire Station 27 there is a
uni-directional. There is a connection between the Arboretum Golf Course Maintenance Building
and the Fire Station and a connection between the Fire Station and Village Hall. Mr. Pugh
confirmed that the tower on Half Day Road is omni-directional. He asked what is being done to
eliminate interference to home WIFI systems. Mr. Giddens replied that due to the height he does
not believe that there is interference to home systems. Mr.Pugh stated that if the system is omni-
directional and he lives half a block away, the Village system will potentially overpower his
802.11 system, which is WIFI for a laptop. Because of the height, there will be a very broad
footprint. Mr. Giddens asked if there is current interference. Mr. Pugh stated that occasionally he
does have interference and has no way of knowing where it is coming from. He suggested that
directional antennas be used, if possible,to only point the signal where it is needed.

Ch. Entman asked if it was ever explored to determine if interference with home WIFI systems
would occur. Mr. Giddens stated the antennas are mono-focused to a point at various spots.
Village Hall is an omni-directional. Fire Station 27 is an omni-directional and the rest of the
antennas are a single point. The home networks are on a 5.8 network. The Village is on a 5.9
network, which is a different frequency, in addition to the fact that the antenna are not
broadcasting down, they are broadcasting straight across. So there are two focused antennas
going to each other and the set up is such that one tower is only listening to the other tower.
There is a timing mechanism between the two (2) towers. The Village has had the same
infrastructure in place since 1999. The Village has had some commercial companies looking to
build infrastructure within Buffalo Grove. They have done sight surveys. Our antennas have not
produced interference for their commercial ventures. However, the commercial model is not a
very solid model.He does not believe that the Village is interfering with home networks.
Ch. Entman is the tower at Village Hall will be omni-directional. Mr. Giddens stated that current
tower is omni-directional and has been since 1999.
Ch. Entman would like to know if interference would be an issue. Mr. Giddens asked what
would be tested, spot-checks at people's homes throughout the Village to prove that there is no
interference. Ch. Entman would not like to entertain something now that could prove to be a
large issue. There is no question on the need for the request.
Mr. Giddens explained that there are three (3) frequencies that home networks use and only one
(1) channel is used at a time. If there are problems with interference, change to a different
channel. Interference could be caused by a portable phone, or a whole series of other devices in
the home that could have the same frequency.
Corn. Shapiro stated that most likely the interference is coming from something inside the home,
most likely a cordless phone or even a microwave oven. Most networking for homes is 2.4GH
channel, not even 5.8. The Village is at 5.9. He asked if there is a way to utilize only one (1)
tower at Village Hall, utilizing the new tower to carry the equipment of the old tower. Mr.
Giddens replied that there is not. About nine (9) months ago the Police Department was having
communication issues on the north end of town. They took the radio transmitter and placed it at
the highest point on the existing tower. That mitigated the issue. He would not feel comfortable
taking that transmitter down and placing it on a tower with a reduced overall height. Corn.
Shapiro asked for additional information concerning the broadcasting frequencies of the Village
and home networks. He believes that this would mitigate residents concerns about their own
networks.
Com. Lesser asked if the transmitter could be located at the same height on the new tower as it
exists on the current tower. Mr. Giddens referred to Zoning Board of Appeals Exhibit "El" and
explained that the line drawn across the existing tower would be the highest point of the new
tower as it relates to the existing tower. Therefore, the new tower would not be high enough.
Mr. Pugh asked to test the interference footprint by taking a laptop and seeing how far from the
Fire Station they could get before losing the signal. Mr. Giddens advised that due to security on

the Village .networks, no other devices can see or hear the wireless network, unless it is a
receiving unit that is programmed to receive that signal.
Ch. Entman would like to have information provided to review next month concerning the
frequencies as Luggested by Corn. Shapiro. He understands the need for the variations.
Mr. Michael Simmons, 1087 Auburn Lane,Buffalo Grove, Illinois,was present and sworn in. He
is in favor of the request. He also agrees with Mr. Pugh's comments. The Board needs to
understand two (2) issues. The first issue is that adding height adds to the footprint for
communication. This is a positive move. The second issue is that homes are being saturated in a
certain area. In some cases, increasing the elevation increases the power of saturation. With the
home networks there are three (3) issues at play; one is frequency; one is encryption; and one is
overload. Radio stations in town will overload clock radios and other devices. If some assurance
can be given, based on the directional antennas and power, if there is a likelihood of saturation
within a given area of the antenna, that will help residents in a particular area. If you are outside
the footprint,then there would not be an issue.
Ch. Entman asked what information from the Petitioner he would like to review. Mr. Simmons
stated that he would like to see the Radio Frequency (RF) coming from the antenna. Does the
height increase the footprint and saturation in a given area? He suggests that an RF engineer take
a look at the WIFI network based on frequency, height and power output to determine the
possible interference in a geographic location to help minimize the potential interference.
Mr. Giddens commented that there is a non point to point radio at Fire Station 27. There are
directional antennas at all the rest of the sites. The request for Fire Station 27 radio has been
withdrawn. There will be no modifications to the antenna at Fire Station 27. Now they are left
with some focused/directional antennas between Fire Station 26, Fire Station 25 and Village
Hall. These are focused antennas that are driving to each other at the eighty(80) foot mark. They
do not propagate down. They propagate across. The concern deals with the omni-directional
antenna that has a larger footprint that goes in many directions. That antenna is not being
modified.
Ch. Entman confirmed with the Petitioner that the directional antennas do not have the issue that
the residents were describing concerning the interference.
Com. Windecker asked if the proposed antenna at Village Hall would be higher than the antenna
at Fire 25 due to the grade change between the locations. Mr. Giddens replied that the grade level
is within four(4)or five (5)feet of the two locations.
