NOVEMBER 19, 2013
Acting Chairman Windecker called the Zoning Board of Appeals regular meeting to order at 7:30
P.M. on Tuesday, November 19, 2013 in the Council Chambers of the Village Hall, 50 Raupp
Boulevard.

October 15, 2013 minutes:
Com. Cesario made a motion to approve the minutes of the Zoning Board of Appeals regular
meeting held on Tuesday, October 15, 2013. Com. Lesser seconded the motion.

15.20.040 AND 15.20.090, FOR THE PURPOSE OF REPLACING THE EXISTING FENCE WITH A 6
FOOT HIGH,SOLID WOOD PRIVACY FENCE LOCATED IN THE SAME LOCATION AS THE EXISTING
FENCE BEGINNING AT THE NORTHWEST CORNER OF THE HOUSE AND EXTENDING WEST
APPROXIMATELY 11.5 FEET TO A POINT 5.30 FEET EAST OF THE WEST PROPERTY LINE;THEN
TURNING NORTH A DISTANCE OF 22.5 FEET, TO A POINT 4.80 FEET EAST OF THE WEST
PROPERTY LINE;THEN TURNING NORTHEAST A DISTANCE OF 17 FEET,TO A POINT 4.51 FEET
SOUTH OF THE NORTH PROPERTY LINE;THEN TURNING EAST A DISTANCE OF 67.5 FEET TO
THE EAST PROPERTY LINE,TO A POINT 4.03 FEET SOUTH OF THE NORTH PROPERTY LINE
Mrs.Susan McCarragher,901 Greenridge Road,was present and sworn in.The public hearing
notice published in the Daily Herald on October 31,2013 was read.
Mrs. McCarragher explained that the existing fence needs to be replaced and after the recent
storm is now leaning and really needs to be replaced.They have a daughter and a dog.They
spend a lot of time in the yard.They would like to replace the fence with the same style and in
the same location.
Com. Cesario asked Mrs. McCarragher if it would be the exact same fence in the exact same
location.Mrs.McCarragher responded yes.
Acting Ch. Windecker read the Village Engineer's memorandum addressed to Brian Sheehan
dated November 1, 2013 which states: "Brian, I do not have any engineering issues with
allowing the proposed fence at 901 Greenridge Road."
There were no additional questions or comments from the Commissioners. There were no
questions or comments from the audience.
Corn.Lesser made the following motion:
I move we grant the request made by John and Susan McCarragher,901 Greenridge Road,for
variance of Fence Code, Section 15.20.040, pertaining to Residential Districts; and Section
15.20.090,pertaining to Construction and Appearance,for the purpose of replacing the existing
fence with a 6 foot high,solid wood privacy fence located in the same location as the existing
fence beginning at the northwest corner of the house and extending west approximately 11.5
feet to a point 5.30 feet east of the west property line;then turning north a distance of 22.5
feet,to a point 4.80 feet east of the west property line;then turning northeast a distance of 17
feet,to a point 4.51 feet south of the north property line;then turning east a distance of 67.5
feet to the east property line,to a point 4.03 feet south of the north property line.
Subject to the Village Engineer's memorandum dated November 1, 2013. The Petitioner has
demonstrated hardship and unique circumstances.The proposed fence will not be detrimental

to the public health, safety and welfare and will not alter the essential character of the
neighborhood.

CHEVY CHASE BUSINESS PARK, HAMILTON PARTNERS - REVIEW OF STATUS OF THE EXISTING
"FOR RENT, SALE, LEASE" SIGNS LOCATED AT MILWAUKEE AVENUE AND LAKE COOK ROAD,
1098 JOHNSON DRIVE AND 1081-1087 JOHNSON DRIVE
Mr. Jim Lang, Hamilton Partners, 300 Park Boulevard, Itasca, Illinois 60143, was present and
sworn in.
Mr. Lang explained that the only status change is that they just leased 15,824 square feet of
space at 1098 Johnson Drive. They will have a "Leased" banner placed over the 15,824 square
foot portion of the sign.
Acting Ch. Windecker stated that he would like to review the signs again in six (6) months.
There were no questions or comments from the Commissioners. There were no questions or
comments from the audience.
Com. Cesario made a motion to grant a six (6) month extension for Chevy Chase Business Park,
Hamilton Partners, for the "For Rent, Sale or Lease" signs located at 1098 Johnson Drive; 1081-
1087 Johnson Drive and at Lake Cook Road and Milwaukee Avenue. A "Leased" banner will be
placed over the 15,824 square footage portion of the sign at 1098 Johnson Drive. Petitioner to
appear at the May 20, 2014 Zoning Board of Appeals meeting for a status review of the signs.
Corn.Au seconded the motion.

SHOPPING CENTER SIGN CRITERIA, FOR THE PURPOSE OF ALLOWING THE LETTER HEIGHT TO
EXCEED THE MAXIMUM PERMITTED 18" HEIGHT (24" PROPOSED); TO ALLOW THE
CORPORATE LOGO AND TO ALLOW THE LOGO TO EXCEED THE MAXIMUM PERMITTED HEIGHT
(38" PROPOSED); TO ALLOW THE PROPOSED COLOR BLUE FOR THE SIGN; AND TO ALLOW A
FONT OTHER THAN HELVETICA MEDIUM
Mr. Vasee Janarthanam, Kumon Learning Center, 1153 Arlington Heights Road, was present and
sworn in.
Mr. Janarthanam explained that Kumon Math and Reading Center is a franchise which needs to
meet the corporate logo requirements. This is a large space and the sign does not appear large
on the building.
Acting Ch. Windecker read the Appearance Review Team (ART) minutes dated November 12,
2013 in which the ART recommends approval.
Acting Ch. Windecker stated that after looking at the building and the location, he does not
have any issues with the sign as proposed and believes the sign would improve the appearance
of the center.
Com. Cesario stated that the proposed sign looks like a nice sign and the sign would improve
the appearance of the building.
There were no additional questions or comments from the Commissioners. There were no
questions or comments from the audience.
Com. Cesario made the following motion:
I move we grant the request made by Kumon Learning Center, 1153 Arlington Heights Road, for
Deviation to the Strathmore Shopping Center Sign Criteria, for the purpose of allowing the
letter height to exceed the maximum permitted 18" height (24" proposed); to allow the
corporate logo and to allow the logo to exceed the maximum permitted height (38" proposed);
to allow the proposed color blue for the sign; and to allow a font other than Helvetica medium.
The sign shall be installed pursuant to Exhibit E. Subject to the Appearance Review Team (ART)
minutes dated November 12, 2013.
Com. Lesser seconded the motion.
