I . CALL TO ORDER
Chairman Richard Heinrich called the Zoning Board of Appeals
meeting to order on Tuesday, August 19 , 1997 at 7 : 40 P . M . in
the Council Chambers of the Village Hall , 50 Raupp Blvd .

July 15 , 1997 - Com. Windecker made a motion to approve .
Com . Entman seconded the motion .
Minor corrections were made on Pages 4 and 6 .

IV . BUSINESS
A. Strathmore Square Shopping Center
Extension of Variance of Sign Code
Section 14 . 36 . 010 - to permit "For Lease" Signs to
Remain on Dundee Road and Arlington Heights Road
Mr . Ken Pfalzer, Greystone Associates , Property Manager,
8833 Gross Point Road, (847-329 - 7087). represented Raybec
Investment Co . ,- Ltd . 7855 Gross Point Road . Unit N, Skokie ,
IL 60077 ( 847-677- 1000 ) requested an extension of the
variance of the Sign Code that would permit the two (2 )
"For Lease" signs to remain on Dundee Rd . and on Arlington
Hts Rd . The date on the signs has been changed to 1997 ,

Mr. Pfalzer informed the Zoning Board that Powerhouse Gym.
is under construction; the permit for China Buffet has been
submitted to the Building Department and they are close to
agreement with St . Louis Bread. They are in contact with
the Village regarding changes to the parking lot and the
permit for reconstruction of the facade will be submitted
soon.
Ch. Heinrich observed that 40, 000 square feet of space is
yet to be leased.
Mr. Pfelzer said are negotiating with Walgreen' s to sign a
new lease after the current lease expires in two (2) years.
If Blockbuster agrees to move to a different location in
the center, Walgreen' s may be willing to relocate in order
to have a drive-thru pharmacy.
They lost Batting Zone, which is 12, 000 square feet, and
they have not filled the Track Auto space. The 5, 000 sq.ft .
space behind Walgreen' s will be difficult to lease, but they
will not need the sign if that is the only remaining space.
Based on the leasing progress Ch. Heinrich recommended
renewal of the variance of one (1) year. The Commissioners
had no objections.
Com. Sandler made the following motion:
I move we grant the request made by Strathmore
Square Shopping Center, to extend the variance,
previously granted, of Sign Code, Section 14 . 36 . 010,
to permit the two (2) leasing signs to remain on
Dundee Road and Arlington Heights Road for a period
of one (1) year.
Com. Windecker seconded the motion.

B. 7 Beechwood Court, Tullio and Arabell Ruscitti
Fence Code. Section 14 .20 . 020 - Eight Ft . (8 ' ) Fence
Tullio and Arabell Ruscitti, were sworn in. Notice of the
public hearing was published in the Buffalo Grove Herald on
August 1, 1997.
Mr. Ruscitti said they closed on the house six (6) weeks
ago. He requested a variance to permit replacement of the
existing four foot (4 ' ) chain link fence with an eight foot
(8 ' ) fence along Arlington Heights Road. The grade of the
road is almost three feet (3 ' ) above their rear yard, so a
six foot (6 ' ) fence would not block traffic noise or provide
privacy from drivers and pedestrians. The fence would also
prevent pedestrians from looking into the yard while their
three (3) children are playing outside.
Ch. Heinrich agreed the traffic on Arlington Heights Road
is heavy and similar variances have been granted.
Comments from Commissioners:
Com. Sandler and Com. Arbus had no objections.
Com. Entman questioned the notation that there is an eight
foot (8 ' ) section of fence along the side lot line?
Mr. Riscutti said they want one (1) section along the side
lot line that would taper down from eight feet (8 ' ) to five
feet (5 ' ) for aesthetic reasons. There is no one living
in the house to the south, so there was no one to inform
about their plan.
Com. Windecker confirmed that they would remove the fence
around the patio? He had no objection to an eight foot (8 ' )
fence along Arlington Heights Road with one (1) side section
tapering from eight feet (8 ' ) to five feet (5 ' ) .
Mrs. Beatrice Ymaley, 6 Beechwood Court West, was present .
She asked what style the fence would be and questioned how
an eight foot (8 ' ) fence would look when the other fences
are all four feet (4 ' ) or six feet (6 ' ) in height?

Mr. Ruscitti said the fence would be a solid cedar, tradi-
tional style with a straight top.
Ch. Heinrich explained that eight foot (8 ' ) fences have
been replacing fences along major roads and this was not
an unusual request .
Com. Windecker made the following motion:
I move grant the request of Tullio and Arabelle
Ruscitti, 7 Beechwood Court, for variance of
Municipal Code, Section 15 .20 . 040, pertaining to .
Residential Districts, for the purpose of
constructing an eight foot (8 ' ) cedar traditional
style privacy fence along Arlington Heights Road
with one section along the south lot line that
would taper from eight feet (8 ' ) to five feet (5 ' )
as depicted on the plat of survey submitted with
application.
Unique circumstances having been demonstrated,
the proposed fence will not be detrimental to the
public health, safety and welfare.
Com. Entman seconded the motion.

C. 409 Claret Drive, Ronald and Robin Netter
Zoning Ordinance, Section 17 . 32 . 020
Storage Shed to encroach 1 ' 6" into Side Yard Setback
Mrs . Robin Netter was sworn in. Notice of the public hear-
ing was published in the Buffalo Grove Herald on August 1,
1997 . Mrs . Netter requested a variance to permit the
construction of a storage shed on the side of the house
that would encroach a distance of one foot six inches (1 ' 6")
into the required side yard setback. The shed would not be
connected to the house and materials would match the house .

They do not want the shed in the rear yard because they
want to put a swing set in the rear yard and they want to
complete landscaping of the rear yard without disturbing
the sprinkler system.
Ch. Heinrich asked Mrs. Netter if she has informed her
neighbors at 407 Claret Drive about the shed?
Mrs. Netter said she showed the plan to these neighbors
and they did not object. The neighbors across the street
at 406 Claret Drive will not see the shed because of the
existing landscaping and additional landscaping will be
installed. The shed will be 6 ' x 10 ' with a door on the
long side facing the side lot line.
The Commissioners had no questions or objections.
There were no questions from the audience.
Com. Arbus made the following motion:
I move we grant the request of Ronald and Robin
Netter, 409 Claret Drive, for variance of Zoning
Ordinance, Section 17.32 . 020, pertaining to
Location of Accessory Buildings and Structures,
for the purpose of constructing a storage shed
that would encroach a distance of one foot six
inches (1 ' 6") into the required seven foot six
inch (7 ' 6") side yard setback.
Unique circumstances having been demonstrated,
the proposed construction will not alter the
essential character of the neighborhood.
The Village Engineer' s Review, dated August 4,
1997 states : "The proposed addition need not
affect the existing drainage in the area. "

representative for Landis & Staefa, Inc. was sworn in.
Notice of the public hearing was published in the Buffalo
Grove Herald on August 1, 1997 .
The property is owned by Covington Center Limited Partner-
ship and Mr. Clauss has been given authorization by Mr. Mark
Christensen, Senior Vice President, to secure a variation of
Sign Code, Section 14 .40 . 145, pertaining to Off-Premise
Signs, for the purpose of installing a Shipping/Receiving
Sign at the entrance to the Landis & Staufa warehouse on
Barclay Boulevard.
Mr. Clauss said Landis & Staefa has expanded to the north
and has warehouse space at the rear of the building that
is located at 1000 Deerfield Parkway. A sign is needed to
direct truck traffic to the shipping and receiving areas.
The sign is five feet (5 ' ) in length; thirty inches (30")
in height and the total installed height will be fifty-four
inches (54") . It is a non-illuminated double-faced sign.
The property is currently a parking lot and detention pond.
The Appearance Commission reviewed the sign on July 10, 1997
and recommended that a variance be granted.
Ch. Heinrich and the Commissioners had no objections .
There were no questions from the audience.
Com. Entman made the following motion:
I move we recommend to the Village Board that the
request of Landis & Staefa, Inc. , 1000 Deerfield
Parkway, for variance of Sigh Code, Section 14 .40 . 145,
pertaining to Off-Premise Signs, for the purpose of
installing an Off-Premise Directional Sign at the
driveway on Barclay Boulevard, east of the Landis &
Staefa property on Deerfield Parkway, be granted.

by this new sign. Sign to be located and con-
structed pursuant to the exhibits submitted by
the petitioner.
The sign is recommended pursuant to Sign Code,
Section 14 .44 . 010, Sub-section B.

Reduction of Front Yard Setback from 50 ' to 25 '
Mr. Mark Christensen, Senior Vice President/Development
Group, HSA, Hiffman Shaffer Associates, Inc. , 180 Wacker
Drive, Chicago, IL 60606-1603 (312-332-3555) was sworn in.
Notice of the public hearing was published in the Buffalo
Grove Herald on August 1, 1997 .
Mr. Christensen stated that the variance is requested
because of the eminent reconfiguration that will realign
Deerfield Parkway with Busch Road. The Village. Staff and
Village Manager, Mr. William Balling has negotiated with
HSA to acquire some of their property and the variance
will permit the parking area along Deerfield Parkway to
be reduced from fifty feet (50 ' ) to twenty-five feet (25 ' ) .
The variance will help the efficiency and function of the
property which has been affected detrimentally. HSA has
also suffered some economic damage. The entire property has
been leased to Motorola and will be improved sometime in the
future.
A letter, written June 2, 1997 by Mr. Balling, clarifies
the issues relating to the acquisition of the property-
and the transfer of jurisdictional responsibility for the
road to the Lake County Department of Transportation.

Mr. Christensen said there is some landscaping along Deer-
field Parkway. If and when the property is improved they
would meet the Village requirements with regard to land-
scaping. The land has been conveyed and the agreement has
been reached with the Village Board and the Plan Commission.
There were no questions from the audience.
Ch. Heinrich and the Commissioners had no objections.
Com. Windecker made the following motion:
I move recommend to the Village Board that the
request of Buffalo Grove Venture c/o HSA,
Hiffman, Shaffer Associates, Inc. for variance
of Zoning Ordinance, Section 17.48 . 020 .F. 5 .a.
pertaining to Industrial Districts, for the
purpose of permitting the required setback for
Lots 39 to 46 in Covington Corporate Center
Unit 1, to be reduced from fifty feet (50 ' )
to twenty-five feet (25 ' ) and to allow parking
within the twenty-five foot (25 ' ) setback,
be granted.
Unique circumstances having been demonstrated
the variance will alter the essential character
of the neighborhood.
Variance 'meets the criteria set forth in Zoning
Ordinance, Section 17. 52 . 070 .
Com. Sandler seconded the motion.
