CALL TO ORDER Chairman Richard Heinrich called the meeting to order at 7 : 36 P . M . on Tuesday , November 16 , 1993 in Room 24 of the Alcott Community Center , 530 Bernard Drive . II . ROLL CALL Commissioners Present : J . Paul , B . Entman , L . Windecker , H . Hefler and R . Heinrich QUORUM Commissioners Absent : L . Arbus and M . Kearns ( Com . APPROVAL OF MINUTES October 19 , 1993 - Motion to approve was made by Com . Windecker and seconded by Com . Entman . Correction on Page Six - Insert the word " and " in Paragraph 3 of the Crawford motion after Village , s /b " and located as identified . " Roll Call Vote : AYE - Entman , Windecker , Heller , Heinrich NAY - None ABSTAIN - Paul Motion Passed - 4 to 0 , 1 abstention Minutes of October 19 , 1993 were approved . IV . OLD BUSINESS A . 720 Horatio Boulevard , Alan and Jennifer Auerbach Fence Code , Section 15 . 20 . 040 - Construction of a six foot ( 6 ' ) fence and a five foot ( 5 ' ) fence past the building line .. Motion to remove from Table was made by Com . Windecker and seconded by Com . Entman . Voice Vote - AYE Unanimously The petitioners , Alan and Jennifer Auerbach . were not present . After several postponements and proper notification each time this item was scheduled . the petition was considered withdrawn and no further action will be taken . Cub Scout Troop #79 from Ivy Hall School , sponsored by Hope Lutheran Church , was present to observe a public government meeting as a requirement to earning a Citizen ' s Award . Ch . Heinrich explained the purpose of the Zoning Board of Appeals and gave the scouts a full description of the variance procedures . V . NEW BUSINESS A . 90i Deerfield Parkway . KGK international Corp . `./ sign Code . Section 14 . 20 . 050 - Industrial Districts 5_ig_n _Code . Section 14 . 20 . 070_- Ground Signs , 250 ' distance KGK International Corp . was represented by Mr . Arthur Holland of Holland Design Group . Inc . , 1090 Brown St . . Wauconda , IL 60084 ( 526-8848 ) per Oct . 22 , 1993 letter of authorization . Mr . Holland was sworn in and the public hearing notice was read . Mr . Holland summarized the reasons for requesting a variance : 1 . The sign will only identify KGK Int ' l Corp . and will be the only sign on the property . 2 . The sign has a low profile and meets the criteria for the Covington Corporate Center . No wall signs are permitted . 3 . KGK is the last tenant to take occupancy on the street and the driveway is shared with Motorola Corp . The proposed sign will be within 250 feet of the Motorola sign . The Village Engineer ' s Review , dated November 4 , 1993 , Exhibit F ' states : The sign would need to be moved back at least 15 feet to be outside of the sanitary sewer ease- ment . This would place the sign about 10 feet from the sidewalk . The existing Motorola sign is about 20 feet from the sidewalk . " Mr . Holland said the proposed location of the sign meets the Village Engineer ' s recommendation . They have considered moving the sign back farther , but the street curves and the KGK sign would be blocked by the Motorola sign . Ch . Heinrich asked what KGK Int ' l does and how often do they have customers coming to the building? Mr . Holland said KGK assembles electronic components and they have frequent guests coming to conferences from Japan . The sign is needed for identification to assist visitors . The copy area of the double-faced , non- illuminated . sign is 4 ' x 10 ' and it will be mounted on a 1 ' base . The background is off-white with black copy and a blue logo ( PMS 294 ) . it is smaller than the Motorola sign and about the same size as the Federal Express sign . The Appearance Commission reviewed the sign on Sept . 23 . 1993 and on Oct . 28 . 1993 recommended that a variance be granted . ZONING BOARD OF APPEALS November 16 . 1993 - Page Two Comments from Commissioners : Com. Paul : Observed that the sign is in place and asked if it is in the permanent location? Mr . Holland responded that the sign has been temporarily installed in the proposed location . because some guests were here from Japan. Com . Paul : Concurred that the sign would be blocked by the Motorola sign if it is set back any farther and the snared driveway limits locating the sign any other place . He has no objections to the sign and said it is needed for identifica- tion of the business . Com . Windecker : Asked about the construction materials? Mr . Holland said the sign will be aluminum with Sintra copy . Sintra is a PVC material , impervious to weather . It is non- illuminated and its purpose is for business hours only. Com . Windecker : No objections . Com. Entman: Questioned whether the temporary location complies with the Village Engineer ' s Review? Mr . Schar said he would ask Mr . Kuenkler for clarification of his review and confirm the location before issuing a permit . Mr . Holland said the sign is clear of the utilities and the 10 ' setback complies with Mr . Kuenkler ' s recommendation. Com. Hefier : No questions or objections . There were no questions from the audience . Com. Entman made the following motion: I move we recommend to the Village Authorities that the request made by Obayashi Corporation. 9450 W. Bryn Mawr , Rosemont , IL , for variance of the Sign Code , Section 14 . 20 . 050 , pertaining to Industrial Districts , and Section 14 . 20 . 070 , pertaining to Ground Signs . for the purpose of constructing a ground sign within the Covington Corporate Center at 901 Deerfield Parkway . for KGK International Corp. , that would be located less than 250 feet from an existing ground sign , be granted . Sub-section A . paragraphs 1 - 4 . `•� Sign to be constructed with materials approved by the Village and be located pursuant to the requirements of the Village , as indicated by the Village Engineer ' s Review dated November 4 , 1993 . Com. Hefier seconded the motion. Mr . Skelton asked about the relationship of Ubayashi Corpora- tion to KGK International Corp . Mr . Holland explained that Ubayashi is the general contractor for KGK International , tenants of Covington Corporate Center . Roil Cali Vote : AYE - Paul . Windecker . Entman . Hefier and Heinrich NAY - None Motion Passed - 5 to 0 . Findings of Fact Attached . The sign will be sent to the Village Board for approval on December 6 . i993 . Vi . ANNOUNCEMENTS Ch. Heinrich and Mr . Holland gave the visiting Scouts a explanation of the required legal preparations that must be performed by the Village Staff before a variance can be reviewed by the ZBA. As of this date , November 16 . 1993 , no applications have been submitted for the December 21 . 1993 ZBA meeting , so the public hearing will be cancelled . V I I .
