MINUTES OF THE SPECIAL MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF
BUFFALO GROVE HELD IN THE JEFFREY S. BRAIMAN COUNCIL CHAMBERS,
50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS, MONDAY, NOVEMBER I7,2025
President Smith called the meeting to order at 7:00 P.M. Those present stood and pledged allegiance lo the
Flag.
Also present were: Dane Bragg, Village Manager: Chris Stilling. Deputy Village Manager; Mike Skibbe,
Deputy Village Manager/Director of Public Works: Tyler Grace. Assistant Village Manager/Administntive
Services: Katie Golbach, Human Resources Director: Chris Black. Director of Finance: Christine Berman.
Deputy Finance Director; Molly Gillespie. Director of Communicationsl Nicole Woods. Communiry
Development Director: Briget Schwab. Village Engineer: Chris Krase. Utilities Superintendent; Ceoff Tollefson,
Director of Colf Operations: Fire ChiefKane: Police ChiefBudds and Michael Szos.
Trustee Richards announced that the next Blood Drive is scheduled for December 6. 2025. and noted that the
need for blood donations is especially critical at this time ofyear and urged all residents who are able to donate
at this drive.
Moved by Cesario, seconded by Richards, to open the Public Hearing for the FY 2026 Village Budget. Upon
roll call. Trustees voted as follows:
AYES: 6 Johnson, Richards. Cesario. Onenheimer. Bocek, Weidenfeld
NAYS: 0 - None
Motion declared canied.
President Smith opened the Public Hearing at 7:03 P.M.
A PowerPoint presentation was available on the screen as each Department Head reviewed their specific budget,
summarized lheir operations, and ansuered questions from Board members. The entire budget presentation is
available for public review on the Village of Buffalo Grove website.
Mr. Bragg presented opening and introductory comments and a general overview ofthe FY 2026 Budget, details
of which are contained in the Budget document. Mr. Bragg reviewed the Village's Strategic Goals and
highlights ofthe year 2025.
Mr. Black began by thanking Christine Berman for all ofher work in helping to prepare this budget document
after which he presented an overview ofthe various funds within the budget. as well as revenues and highli_ehts
ofthe entire budget. funher details of which are contained in the budget document.
Mr. Grace reviewed the Legislative and General Administration portions ofthe budget.
Ms. Golbach presented the Human Resources and Personnel Administration portion ofthe budget.

Ms. Cillespie reviewed the Communications and Community Engagement aspects ofthe budget
Mr. Grace reviewed the Administrative Services and Information Technology sections ofthe budget
Mr. Black then focused on the Financial Management ponion ofthe budget. including the Pension Funds and the
Debt Service Fund.
Mr. Skibbe summarized the budget for the Public Works Department. which includes the Streets. Forestry. and
Drainage. highlighting several personnel shifts that took place.
Mr. Krase summarized the Drainage portion ofthe budget
Ms. Schwab reviewed the Engineering portion ofthe budget
Mr. Skibbe presented the Building Maintenance and Fleet Maintenance funds
ChiefBudds presented the 2026 Police Department and Public Safeq budget.
Chief Kane presented the 2026 budgets for the Fire Departrnent and Emergency Management
Ms. Woods presented the 2026 budget for Communiry" Development, which includes Building and Permits;
Planning, Zoning and Development; and Environmental Health Services.
Mr. Krase reviewed the Water and Sewer Funds
Mr. Stilling presented the Refuse Fund
Mr. Tollefson presented the 2026 Colfbudget for the Buffalo Grove GolfCourse and the Arboretum Golf
Course.
Ms. Schwab reviewed the Capital Projects budget for vehicles and facilities. as well as the CIP overview
Mr. Black reviewed the l\4otor Fuel Tax revenue
Mr. Bragg recapped the presentation and thanked each ofthe team members for their diligence and hard work in
creating this document. Mr. Bragg thanked the Village Board and the executive team for the careful and
deliberate stewardship ofour public funds. emphasizing that the Village remains fiscally sound and will continue
to provide for sustainable. cost-effective and reliable services for our residents. Mr. Bragg noted that Ms.
Berman puts in a tremendous amount of work on this document and stated that this will be her last budget
presentation as she is retiring and he and the Board and the audience thanked her for her service to our
community.
Board members thanked stafffor making this process understandable and easy for anyone to follow. It was
noted that Board members were provided with the budget document several weeks ago, and all questions
submitted by Board members, as well as the responses to those questions. have been provided to all Board
members.
President Smith also thanked evervone involved. panicularly senior staff. for this presentation.
