BRAIMAN COUNCIL CHAMBERS AT VILLACE HALL,50 RAUPP BOULEVARD, BUFFALO GROVE. ILLINOIS, MONDAY OCTOBER 6,2025 CALL ORDER President Smith called the meeting to order at 7:00 P.M. Those present stood and pledged allegiance to the Flag. Roll call indicated the following present: hesident Smith; Trustees Johnson. Richards, Cesario, Ottenheimer and Bocek. Trustee Weidenfeld was absent. Also present were: Dane Bragg. Village Manager; Patrick Brankin, Village Anomey; Chris Stilling, Deputy Village Manager; Mike Skibbe. Deputy Village Manager/Director of Public Works; Tyler Grace, Assistant Village Manager Administrative Servicesl Katie Colbach, Director ofHuman Resources; Jerilyn Alport, Administrative Assistant; Chris Black, Finance Directori Molly Cillespie. Communications Director: Tim Kirsininkas, Communications Coordinator; Briget Schwab. Village Engineer: GeoffTollefson. Director Golf Operations: Police ChiefBudds; Depury Police ChiefAnderson; Fire ChiefKane; and Caitlin Wagener, Fire Department Management Analyst. The Committee of the Whole Meetiog consisted of staffreports and Board discussion on the listed topics, with staffanswering questions ffom the Board on each topic. President Smith read a Proclamation declaring October 7,2025 as Day ofRemembrance and Solidarity with our Jewish community in recognition ofthe day the Jewish people were subjected to a brutal terrorist anack that resulted in the murder ofover 1.200 innocent lives, the aMuction of25 I hostages into Gaza, thousands of injuries and widespread trauma in Israel and around the world- Mr. Kirsininkas reviewed the Parade Presentations and thanked everyone who participated in making the 2025 Buffalo Grove Days Parade a huge success. President Smith recognized all ofthe Parade volunteers, the Orand Marshall, the emcee and thejudges who ensured the success ofthe event. Parade Judges Jeffand Jane Berman then presented the Parade awards in six categories. as all were thanked and congratulated by the audience and the Board. President Smith recognized the Buffalo Grove Community Prgeent Program. and introduced Faith Becker, Director ofthe Pageant, and noted that he had the pleasure ofattending this year's Pageant. Ms. Becker reviewed the history and purpose ofthe program, which gives Buffalo Grove girls an opportunity to develop their leadership and communication skills by volunteering at various eyents and initiatives throughout the community. Each ofthe girls then introduced themselves as they were congratulated by the audience and the Board. FIRE DEP RTME:tT STRATE (; IC PLAN ChiefKane briefly introduced the Fire DePartment Srategic Plan Through a PowerPoint presentation, Ms. Wagener reviewed the Plan, highlighting the process and the results, furtheidetails of which are contained in the Agenda ltem Summary that she prepared. Ms. Wagener then answered questions fiom the Board. ROLL CALL VILLAGE PRESIDENT'S REPORT Referring to a PowerPoint presentation. Mr. Black reviewed the proposed 2025 hoperty Tax Levy, details of which are contained in his memo ofOctober 6, 2025, to Mr. Bragg. Mr. Black then proceeded to answer questions from the Board. Deputy ChiefAnderson reviewed a PowerPoint presentation regarding an overview ofthe recent proliferation of e-mobility devices that have become common in recent months. The Buffalo Grove Police Department seeks to chart a safe and sustainable path for this situation. Deputy ChiefAnderson reviewed the different classifications of e-mobility devices. the Illinois laws, the goals of e-mobility devices, possible regulalions, and the staff recommendations and goals if an ordinance is enacted. Lengthy Board discussion followed, with the consensus being that some form ofregulation is necessary and staffwill pursue this path. PUBLIC COMMENT President Smith reviewed the parameters to be followed by speakers and asked ifthere were any questions from the audience on items not on tonighl's agenda. Kevin Dryman. who lives on Pritchen Pond. stated that the reason that they bought their home was because of lhe pond and he is asking that the VillaBe do something to rectiry the situation.
