MINUTES OF THE SPECIAL MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF
BUFFALO GROVE HELD IN THE VILLAGE HALL, 50 RAUPP BOULEVARD,
BUFFALO GROVE, ILLINOIS ON MONDAY, SEPTEMBER 29,2025
President Smith called the meeting to order at 7:00 P.M. Those present stood and pledged allegiance to the
Flag.
ROLL CALL
Roll call indicated the following present: President Smithl Trustees Johnson, Richards. Cesario. Ottenheimer.
Bocek and Weidenfeld.
Also present were: Dane Bragg, Village Manager: Chris Stilling. Deputy Village Manager; Chris Black.
Director of Finance: Katie Golbach. Human Resources Director: Tyler Grace, Assistant Village Manager -
Administrative Services; Nicole Woods, Communiry Development Director: Kelly Purvis. Depury Community
Development Director: Chris Krase. Public Works Superintendent: Molly Gillespie. Communications Directori
Timothy Kirsininkas. Communications Coordinator: Fire Chief Kanel Deputy Fire ChiefCollins; Police Chief
Budds: Deputy Police Chief Anderson: Police Officer Baker: and Police Officer Cholewa.
The Village Clerk reviewed the purpose and goal ofthe Civics Forum and summarized what the students have
done to prepare for this meeting.
The Buffalo Crove Fire Department requests S2.000.00 for Life Safety Rope and Associated
Hardware to allow for the purchase of ! lmm rope and associated rescue hardware to meet the
current safety sta[dards as well as creating a uniform standard of rescue equipmeot throughout
the response area to allow for safe and efficiellt department and team operations, further details
of which may be found in the memo from Chief Kane and Deputy Chief Collins to Mr. Stilling
dated September 17, 2025.
The Public Works Department Staff Recommends that the Village authorize the purchase the 3D
Drinking WaterA astewrter & Watershed Educstional Model by EnviroScape in the amount not
to exceed $2.000.00. details ofwhich may be found in the memo fiom Mr. Krase to Mr. Bragg dated
September 17,2025. The proposed display is a hands-on, interactive educational tool which
demonstrates complex topics and systems in a manageable and interesting v,/ay. The model can be
utilized for a wide range of community interactions including school visits. Public Works' annual
Open House, the Green Fair, and events hosted by organizations such as the 4C STEM Club and the
Buffalo Crove Environmental Action Team. The display is portable and is designed for repeated use.

Buffalo Crove and Stevenson High Schools are represented this evening. The students were teamed up with
department heads and elected officials. They were pr€sented with proposal requests fiom several different
departments. Each student department head presented their request before the student board, which were as
follows:
The Buffalo Grove Police Department recommends the purchase ofApple AirPods Pro 3 for the

The Community Development, Communications and Finance Departments are jointly requesting
$2.000 to purchase a MultiTouch 75" Monitor. Having a large touchscreen will enable staff to use
this powerful tool for visual teamwork. Digital documents. presentations, and data may be displayed,
explained, and changed in real-time to improve collaboration between departments. increase accuracy.
and make stafftime more efficient which is Smart. With Heart!
The student board discussed each ofthe requests and ultimately voted for the purchase ofthe I lmm rope
and associsted rescue hardware to meet the current safety standards for the Buffalo Crove Fire
Department. The Department provides special rescue operations for the ponion of the State of lllinois that
is generally north ofthe Chicago area. These special rescue services include technical rescue which
includes such areas of specialization including high angle, below grade and trench collapses. AII these
areas of specialization include the use of life safetl rope to affect a successful and efficient rescue
operation. This means that the Buffalo Grove Fire Department has the capabilities to begin a rescue
oPeration prior to receiving assistance ftom neighboring communities. The weak link in this process is our
currenl life safety rope in relation to the new. revised safety standards.
The students were then presented with Certificates from the Village and thanked by the Board and the audience
for their presentation ofan outstanding program.

unanimously declared carried. The meeting was adjoumed at 8:12 P.M.
