AN ORDINANCE AUTHORIZING AN
INTERGOVERNMENTAL AGREEMENT FOR
ADMINISTRATION OFTHE LAKE COUNW
QUIET ZONE
WHEREAS the Village of Buffalo Crove is a home rule unit pursuant to the
lllinois Constitution of l97O; and
WHEREAS the Village in cooperation with communities of Antioch, Lake Villa,
Round Lake Beach, Crayslake, Libertyville, Mundelein, Vernon Hills, and Wheeling,
and the County of Lake affirm the Lake County Quiet Zone, a Federal Railroad
Administration (FRA) designated zone precluding the use of train whistles/horns at
railroad grade crossings along the corridor in Lake County; and
WHEREAS the Village of Buffalo Crove is the federal administrator of the Lake
County Quiet Zone; and
WHEREAS the Village needs to enter into an lntergovernmentalAgreement
(lCA) to administer a contract for technical work by Patrick Engineering (also known
as RINA, LLC) on behalf of the Quiet Zone communities.
NOW THEREFORE BE lT ORDAINED by the President and Board of Trustees of the
Village of Buffalo Crove, Cook and Lake Counties, lllinois, as follows:
SECTION I. The fore going recitals are hereby adopted and incorporated and made a
part of this Ordinance as fully set forth herein
SECTION Z The Village President is authorized to enter into an lntergovernmental
Agreement with the Lake County Quiet Zone Communities and Lake County,
pending attorney review, for administration of the Lake County Quiet Zone.
SECTION 3. lf a ny section, paragraph, clause or provision of th is Ordinance shall be
held invalid, the invalidity thereof shall not affect any other provision of this
Ord ina nce.
SECTION 4. This Ordinance shall be in full force and effect fr om and after its passage
and approval and shall be codified
